Palli Karma-Sahayak Foundation’s (PKSF) Internal Audit Department (IAD) is an
independent department entrusts to conduct financial and management audit of its
Partner Organizations (POs), which are directly implementing PKSF’s programs
and projects at field level all over the country. IAD is also responsible for
conducting pre-audit of all payments and expenditures of PKSF in accordance
with the ‘Administrative Rules’ of PKSF. IAD is directly reportable to the
Managing Director. At present, the department is comprised of 18 (eighteen)
officers headed by a General Manager. Management of PKSF has decided to
recruit an Assistant General Manager and a number of Assistant Managers under
its IAD with the view of strengthening the capacity of the department in handling
the roles and responsibilities more efficiently. The Major duties and
responsibilities of the officials for the proposed positions are given below:
A. Major Duties and Responsibilities of Assistant General Manager (Audit):
1.
Supervise and coordinate the tasks and duties of Internal and External
Auditors to execute the approved annual audit plan under the
supervision of the General Manager (Audit);
2.
Review and examine all kinds of draft Audit Reports and Draft Audit
Compliance Reports which are prepared and presented by the officers of
IAD;
3.
Initiate the Audit Reports and Audit Compliance Reports to the authority
for final approval;
4.
Participate in all audit related discussion, meeting and knowledge
sharing events;
5.
Provide necessary assistance to the management of PKSF in appointing
External Auditor/s for conducting audit of accounts and activities of
PKSF and its POs;
6.
Ensure compliance requirements of different Regulatory Authorities,
Donor Agencies and Development Partners of PKSF in relation to
Accounting, Auditing and Financial Management;
7.
Ensure the performance of all obligatory functions of PKSF and its POs
under Income Tax Ordinance, VAT Act and Rules, PPA, PPR,
Companies Act, Societies Registration Act, MRA Act and Rules etc.
8.
Prepare memos and notes relating to audit for the Management, General
body and Governing body of PKSF;
9.
Set strong communication and coordination with the other departments
of PKSF and external parties (e.g. audit firms) for the smooth execution
of all audit related functions;
10.
Conduct Audit of accounts and activities of PKSF’s Partner
organizations (POs) situated in different parts of Bangladesh as per the
approved Terms of References (ToR) and report them to the
Management;
11.
Check and verify the reimbursement/replenishment applications and
disbursement requests, bills, vouchers and documents under different
Projects and Programs of PKSF and its POs as and when required;
12.
Perform other duties and responsibilities as assigned by PKSF.
The Assistant General Manger (Audit) should have:
i.
Excellent command over Bangla and English;
ii.
Excellent interpersonal and communication skill;
iii.
Sound computer literacy specially in MS Office programs;
iv.
Sound knowledge on IAS, IFRS, PPA, PPR, Taxation, Corporate laws &
Companies Act, Societies Registration Act, MRA Act etc;
v.
Self-motivation and pro-activeness;
vi.
Ability to work under pressure;
vii.
Strong determination to extensive field visits all over the country;
viii. Strong determination to work at any part of the country and abroad.
B. Major Duties and Responsibilities of Assistant Manager (Audit):
1.
Conduct audit of accounts and activities of PKSF’s Partner
Organizations (POs) situated in different parts of Bangladesh in
accordance with the approved Terms of References (ToR);
2.
Prepare audit report/s on accounts and activities of audited POs and
report them to the authority through proper channel;
3.
Disseminate the approved Audit Report to the relevant department of
PKSF and POs;
4.
Prepare Audit Compliance Report/s and submit them for the approval of
the authority through proper channel and disseminate the approved audit
report to the relevant department of PKSF;
5.
Conduct Pre-Audit of payments and expenditures of PKSF in accordance
with the administrative rules of PKSF and provide necessary
recommendations for further processing;
6.
Participate in all audit related discussion, meeting and knowledge
sharing events;
7.
Prepare memos and notes relating to audit activities;
8.
Examine whether the compliance requirements of different Donor
Agencies and Development Partners of PKSF regarding Accounting,
Auditing and Financial Management are properly maintained at all level;
9.
Examine whether PKSF and its POs are properly performing their
obligatory functions under Income Tax Ordinance, VAT Act and Rules,
PPA, PPR, Companies Act, Societies Registration Act, MRA Act and
Rules etc.
10.
Check and verify the reimbursement/replenishment applications and
disbursement requests, bills, vouchers and documents under different
Projects and Programs of PKSF and its POs as and when required;
11.
Assist the management of PKSF by performing necessary activities in
appointing External Auditor/s for conducting audit of accounts and
activities of PKSF and its POs;
12.
Maintain proper documentations of all activities of IAD for future
reference;
13.
Perform other duties and responsibilities as assigned by PKSF.
The Assistant Manager (Audit) should have:
i.
Excellent command over Bangla and English;
ii.
Excellent interpersonal and communication skill;
iii.
Sound computer literacy specially in MS Office programs;
iv.
Sound knowledge on IAS, IFRS, PPA, PPR, Taxation, Companies Act etc;
v.
Self-motivation and proactiveness;
vi.
Ability to work under pressure;
vii.
Strong determination to extensive field visits all over the country;
viii.
Strong determination to work at any part of the country and abroad.
