Introduction
The Department of Labor, Licensing and Regulation, Office of the Commissioner of Financial
Regulation is accepting applications from qualified individuals to function as a Financial
Regulation Non-Depository Examiner Trainee in the Compliance Unit of the Office of the
Commissioner of Financial Regulation.Â
Currently permanent position vacancies exist in Mortgage Examination and Money
Transmission / Debt Management. Â
The resulting certified (eligible) list will be used to fill current and future vacancies for a period
of six months and may be extended. The list may also be used to fill future contractual
vacancies as they occur. There is one current contractual vacancy in the
Complaint Unit. Contractual positions do not receive state paid health benefits and are paid
only for hours worked.
All persons interested in either type of position should apply at this time.
Please Note:Â the Money Transmission/Debt Management Examiner will
travel extensively throughout the United States to the respective institutions’
headquarters to perform this examination work. Out of State travel could exceed over
50% of the work year.

Main Purpose of Job
Financial Non-Depository Examiner Trainee is the entry level of financial examination work.
Employees in this classification examine the accounts, records, consumer transactions and
business practices of non-depository financial institutions (i.e., consumer loan, sales finance,
installment loan, mortgage lenders, collection agencies, check cashers, money transmitters and
debt management companies) primarily located at the business headquarters. These are complete
examinations designed to ensure that the financial institutions are in compliance with laws and
regulations governing their operations or individual compliance reviews resulting from the
receipt of consumer complaints. Both examinations and reviews are designed to strengthen the
financial integrity of the regulated industry. Employees in this classification do not supervise.
POSITION DUTIES
Examine the records of money transmitter (MT)Â and check cashing (CC) companies to ensure
compliance with federal and state laws and regulations, the US Patriot Act or any anti-money
laundering statues applicable to the CC and MT industries.
Prepare schedules and workpapers detailing the companies assets, liabilities, capital,
investments, income and expense accounts for various interim periods and other accounts.
Evaluate various investment instruments, book and market values, cash flows, interest rate risk;
interpret legality, restrictions and acceptability of investments.
Analyze asset, liability, and capital accounts and cash flow statements to assess the financial
condition of the companies.
Assist in the review and analysis of complaints filed against the companies for compliance with
state and federal laws and regulations.
Assist in the location and identification of unlicensed MT and CC companies for referral to
licensing and/or enforcement.
Conduct special examinations/investigations of MT and CC companies both independently and
in cooperation with other State and federal regulatory agencies and law enforcement
organizations including, but not limited to FinCen ands the IRS.
MINIMUM EDUCATION OR GENERAL
REQUIREMENTS
Education: Possession of a Bachelor’s degree from an accredited four-year college or
university including or supplemented by a total of 24 credit hours in business administration,
finance, economics, law or accounting. These credit hours must include a minimum of 6 credit
hours in either accounting or auditing. (Note: Transcript(s) must be submitted at time of
application to verify required courses. For all foreign education obtained outside the U. S.,
you are equired to provide proof of the equivalent American education as determined by a
foreign credential evaluation service.)
Experience: None
Note:Â Â Applicants may substitute regulatory, managerial or professional experience in the
financial services industry, consumer credit industry, mortgage lending industry, accounting or
auditing work or State or federal regulatory experience in the above industries on a year-for-year
basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to candidateswho possess one or more of the following:



experience in the mortgage, money transmission, debt management or check cashing
industries.    Â
experience in state or federal regulatory work.
experience in interpretation and/or implementation of regulatory statutes and regulations.

well-developed communications (written/verbal) skills.Â
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor vehicle
operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Employees in this classification may be required to attend advanced formal training classes. The
purpose of this training is to maintain professional job specific proficiency and current
knowledge. Some training classes are out-of-State and may require overnight stays.
SELECTION PROCESS

The certified list will be used by DLLR for a period of six months. Â
EXAMINATION PROCESS
The examination for this recruitment will be an evaluation and rating of the information provided
on your application. Therefore, it is essential that the application is filled out completely and
accurately, listing all relevant education and experience and addressing the specific qualifications
shown above.
All required documentation must be received no later than the close of business on the closing
date.
Successful candidates will be placed on the eligible list categorized as Best Qualified, Better
Qualified or Qualified.
BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to
pay a bi-weekly service fee to the exclusive representative of the bargaining unit. Â

Military Veterans may qualify for additional bonus points towards certification. A copy of your
proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely
verified before Veterans’ Credit will be approved. Permanent State employees do not need
to submit proof of eligibility for Veterans’ Credit.
