Chapter 15 The Federal Bureaucracy
Bureaucracy – a large, complex administrative structure
that handles the everyday business of an organization. The
Federal Government is the largest organization in the
country. Therefore, all the different organizations that help
to run the Federal Government are bureaucracies.
EOP – Executive Office of the President
White House Office – controls Presidents daily schedule –
Chief of Staff, Assistant to the President, Press Secretary,
Staff Secretary, Counsel to the President, Chief Speech
Writer. (Approximately 400 men and women work for the
President.)
National Security Council (NSC) – advising the President
on national security and foreign policy. President, VicePresident, Secretary of State, Secretary of Defense, CIA
Director, Chairman of the Joint Chiefs of Staff.
Office of Homeland Security – newest major agency in
EOP, created after 9/11 attack. Responsible for keeping
President aware of all efforts to protect our country against
acts of terrorism. Works closely with Cabinet level
Department of Homeland Security.
Office of Management and Budget (OMB) – responsible
for preparing the federal budget each year upon approval
by the Congress and President. Budget is prepared a year
in advance (Federal Government’s fiscal year of operation
is October 1 – September 30).
Office of Faith-Based and Community Initiatives –
created by Bush in 2001 – responsible for encouraging and
expanding efforts by private organizations in the areas of
drug abuse, homelessness, poverty, and similar problems.
Works with churches and not-for-profit organizations.
Office of Policy Development (OPD) – deals with
domestic issues (issues within the US).
Council of Economic Advisors – three top economists
who serve as advisors to the President.
Office of National Drug Control Policy – started during
the Reagan administration to deal with issues concerning
the illegal importation and use of drugs in the US.
Council on Environmental Quality – aids the President
with environmental issues, sees that federal agencies are
complying with the nation’s many environmental laws.
Office of the Vice President – Vice President’s staff
(today more than 50 staff members).
