Why was there an overarching need to reorganize the agencies that were responsible for
counterterrorism prior to 9/11?
Dozens of government agencies were aggressively pursuing intelligence regarding
terrorism before to the September 11, 2001, terrorist strikes on the United States. Interests started
to overlap and compete with one other as a result of this There's an excellent example here: The
apparent incapacity of the CIA and FBI to analyze, share, and evaluate key material acquired by
each other is a good one. The FBI's field offices and national headquarters seemed to be out of
sync, which is another red flag (Meier, 2022). Because of the lack of communication between the
different federal departments, it was clear that the United States was in danger. When terrorists
carried out the September 11 attacks, they proved that even a nation that had the world's most
powerful military could be targeted. The 9/11 Commission Report was released in July 2004 by
the NCTA, the United States government's independent panel investigating the September 11
attacks. As a result of this research, the government now has a clearer understanding of how to
improve national security and combat terrorism.
What is the job of the secretary of homeland security?
Counterterrorism, cybersecurity, aviation security, border security, port security and
maritime security are all under the purview of the Department of Homeland Security (DHS),
which is headed by current Secretary Alejandro Mayorkas. The DHS is also responsible for the
administration and enforcement of our immigration laws, the protection of our national leaders,
and the protection of critical infrastructure (Gilmour, 2019). Secretary Mayorkas is responsible
for the Department of Homeland Security, which has over 200,000 employees working in more
than 20 different departments and bureaus (DHS).

How is the leadership of DHS a critical component of post-9/11 counterterrorism efforts?
For the Department of Homeland Security to be effective, it needs a strong secretary, as
well as strong leaders of each of the numerous organizations it contains to help him. To combat
terrorism, these leaders can guarantee that all departments are able to provide the appropriate
degree of safety and security to the country. The Department of Homeland Security (DHS) could
not fulfill its mission if the several agencies that make up DHS did not have effective heads.
Because our country would continue to operate at its pre-9/11 level without leadership, the
Department of Homeland Security's (DHS) attempts to eliminate terrorism are in jeopardy
without it.
