BOARD OF THE MAZOWIECKIE VOIVODESHIP Warsaw, 3 September 2008 PRESS RELEASE THE FIRST PORTAL WITH COMPLEX SPACIAL INFORMATION! Good news for investors, developers, architects, as well as people thinking of buying their own allotment plot or other kind of real estate. Mazovia Spatial Information System of Communes and Poviats (MSIP–GPW) is being developed in the centre of Poland. As a result of this, data which so far had to be searched by interested people in a number of institutions, now will be collected in one place. These include among other things plans of spatial development, information on utility network or land and buildings register, as well as plans of street networks, information on schools, hospitals and kindergartens. Seminar summing up the project of “Spatial Information System of Communes and Counties cooperating within Mazowieckie” (MSIP-GPW) took place on 3 September in Warsaw. Its first – pilotage stage, developed and implemented by Sygnity S.A. company for governmental authorities of Mazowieckie Voivodeship, has just been completed. Pilotage will also allow for an efficient and effective completion of two large projects from the list of key projects of Regional Operational Program of Mazowieckie Voivodeship (RPO WM). The pilotage is being carried out by governmental authorities from Mazovia, run by the leader of the project – Board of the Mazowieckie Voivodeship in cooperation with: Mińsk Poviat, Płock Poviat, Radom Poviat, the city of Mława, the city of Ostrołęka as well as Mrozy Commune and Jedlińsk Commune. Portal www.wrotamazowsza.pl containing data from these seven governmental authorities will start operating on 16 September. Eventually, this project will be implemented in the whole voivodeship. ‘We can see wide interest in the project on the part of local authorities, which proves best that representatives of governmental authorities are well aware of how important the innovative solutions are, also at the level of local authorities. At this very moment 279 communes and 39 poviats from Mazovia have declared their participation in the project,’ emphasizes Adam Struzik, Marshall of the Mazowieckie Voivodeship. The project is a part of the list of key projects within Regional Operational Program of Mazowieckie Voivodeship 2007-2013 (RPO WM). Its approximate cost will amount to PLN 180 million. ‘Soon due to the implementation of MSIP-GPW through one portal it will be possible to gain access to detailed databases on Mazovia. Available data are characterized by larger 1 BOARD OF THE MAZOWIECKIE VOIVODESHIP conciseness of information and a significant level of harmonization, which will allow them to be used in an even better way, both by citizens and by entrepreneurs,’ emphasizes Krzysztof Mączewski, Land Surveyor of the Voivodeship and Director of the Land Surveyor Office in the Mazowieckie Voivodeship. Data collected by MSIP-GPW will provide significant help to citizens, both in their private and professional lives. They will be able to contact the office, gain information on spatial development plan, location of educational facilities or health protection establishments via Internet without moving from home. “Thanks to great cooperation with the Marshall Office we have completed the project in a record time, within half a year. During this time not only have we implemented applications prepared by us, but we have also trained more than half a thousand people. It is worth mentioning that people filing motions via the portal will be able to check the stage of their completion later,” adds Ewa Jagiełło, Deputy Director General of the Public Sector of Sygnity SA MSIP-GPW is very useful in everyday work of developers, property managers, planners, architects and geodesists. Maybe with time it will become a crucial source of information for entrepreneurs in Poland and abroad, searching for data concerning spatial development plan of a specific area, information on the utility networks, or the registry of land and buildings, as well as street network plans. Also clerks have gained a quicker access to a larger number of data. However, the MSIP-GPW system is not only a portal providing complex spatial information. It also means e-administration development in Mazovia. This project was also included in the list of key projects of RPO WM. Its approximate cost will amount to PLN 60 million. The main aim in this case is to provide help to local authorities in creating an efficient and functional e-administration. Due to the voivodeship project – all e-offices in Mazovia will be functioning on the basis of unified rules, which will facilitate clients to use these functions. Pilotage MSIP-GPW system contains solutions for all levels of government authorities of Mazowieckie Voivodeship. Electronic System of Citizen Service (EOO), which improves contacts: office – citizen as well as office – entrepreneur, was created within this project. System of electronic circulation of documents together with an electronic signature improves the registration of correspondence, registry of cases and control over the deadline of their completion, information flow between organizational entities of different levels of public administration, as well as contributes to improving the quality of decisions made. The main task of the implemented system is to support governmental authority business entities at their work. As a result of the successful completion of the project, infrastructure allowing mutual data exchange between levels of public administration and organizational entities cooperating with it was created. In Mazowieckie Voivodeship digital databases concerning among other things the environment, agriculture, infrastructure, business entities, population, education, sports infrastructure, cultural heritage, tourism, as well as health and safety were initiated. Provinces and communities taking part in the project have gained access to a common Topographical Database. Master maps as well as completed databases of Land and Buildings Registry kept by 2 BOARD OF THE MAZOWIECKIE VOIVODESHIP bodies of land survey and cartographic authorities were transformed from an analogue to a digital form in provinces taking part in the project.
