Information circular ST/IC/2010/19 on the Human Resources Handbook
NB: The Handbook contains only documents related to Human Resources. It is not a
complete compilation of all administrative issuances and information circulars. Further
information is provided under "Administrative issuances" and "Information circulars".
The initial focus was on making available, and streamlining, where possible, the rules
(Charter, Staff Regulations, Staff Rules, Secretary-General's bulletins, Administrative
Instructions) pertaining to Human Resources. In addition, Information Circulars and links or
references to already existing "Task Tools", such as forms and IMIS desk procedures, are
included. Additional "Task Tools" are being placed on-line as they become available.

Structure of the Handbook
contains an alphabetical list of keywords. Each black keyword links to one of about 90 blue
subject or topic pages. Where there are only blue entries, without further reference, it
means that this keyword is the main topic ("subject page") itself.
give an overview and organize the information in one place. You will find either the keyword
which led to this particular page or its synonym (e.g., car, automobile, vehicle), with the
relevant references. The references are linked to the (source) document to which they refer,
so that you can easily access these documents.
Where applicable, you will find further references under RELATED at
the bottom of the page.
For a few larger main topics, namely "Appointment, placement and promotion",
"Dependency status and benefits", "Insurance", "Leave", "Salaries and related allowances",
"Transportation" and "Travel" several tables were created in order to reflect all the relevant
information. In those instances, you will be first led to an "overview" table which does not
contain any references to specific source documents, but which gives you the titles and
contents of, and links to, all the tables created under a particular main topic.
You can also use the Handbook as a LIBRARY, by clicking "SOURCE DOCUMENTS" on
the homepage of the Handbook. This will open the self-explanatory folder tree in which the
source documents are stored, like on a shelf. If you click on, for example, "Administrative
Instructions", you will see subfolders organized by year, containing the respective
administrative instructions. Open them by clicking on them.
On the date of its official release, 2 January 2001, the Handbook contained only rules and
information circulars in force at that time. However, as documents are superseded or expire
after 1 January 2001, those which may apply to "transitional" cases, or would be useful for
continued reference, will be placed in the ARCHIVES.

How to search

Your main search feature will probably be the "SUBJECT INDEX":
Once you find the keyword you are looking for in the alphabetically organized index, you are
guided by the links to the relevant documents.
You can also use this handbook as a LIBRARY, if you are looking for a particular document.
For this purpose, click on SOURCE DOCUMENTS on the homepage of the Handbook:
You will see the self-explanatory folder tree in which the source documents are stored. If you
click, e.g., on "Administrative Instructions, you will see sub-folders, organized by year,
containing the respective administrative instructions. You can open any document by
clicking on it.
Other search features:
If you click on "Other search features" at the bottom of the home page or on the second
screen of the Handbook, you will find an Internet search feature where you can type in
search words or phrases. This page also provides further explanations on how to use this
feature. This feature is not available at this time for users who do not have access to the
UNHQ Intranet.

Links which work only within the UNHQ Intranet
For those accessing the handbook through the password protected area on the Intranet, the
links to sites on the UNHQ Intranet will not work, because of the "firewall" protection. These
are mainly the links to the forms on the forms website and the links to the IMIS desk
procedures. Once all staff have access to the UNHQ Intranet, all links will work. In the
meantime, we are reviewing alternative ways to make these links work for everyone,
including staff who do not have access to the UNHQ Intranet.

Use of the Handbook is easier for staff familiar with the basics of using Intranet or Internet.
Staff members are encouraged to avail themselves of the possibilities existing at their duty
station for developing their skills in this area.
The courses provided by OHRM are listed in the “2015 Staff Development Programme
Headquarters staff may also contact the Dag Hammarskjold Library for Internet research
