Report outlining the findings following the Audits of the Custody Suites across Greater Manchester assessing compliance with guidance on the Safer Detention and Handling of Persons in Custody, 2006 (appendix 14) Authors: Nicola Ellis & Tracy Wilson, Regional Offender Health Team – February 2012. Background: Greater Manchester Police are one of ten Constabularies that are working in partnership with NHS Commissioners on the Early Adopter programme to work towards the transfer of accountability for Police related healthcare to be transferred from the Home Office to the Department of Health. As part of this work, the Partnership Board agreed that there was a need to examine the care and facilities that are currently available within the eleven Custody Suites across Greater Manchester. Methodology: The authors visited each Custody Suite across the Constabulary and assessed each Clinical room against appendix 14 requirements for equipment and supplies for Clinical rooms within Custody suites. The template utilised was taken directly from SDHP, 2006 and as such only examines compliance to Police guidance rather than clinical opinion on requirements. The authors assessed each clinical room against the template and the findings can be seen below. The full findings and template used for each suite can be found in appendix 1, for the purposes of the main report, only exceptions have been listed. Greater Manchester Wide: Police / Capital: In all of the custody suites, the authors found that where antiseptic hand wash was available, it was an alcohol-based product. This contravenes the guidance in the Road Traffic Act 1988, which suggests only alcohol free products should be used to reduce the risk of contaminated samples. In many of the suites, the authors were not able to ascertain if pregnancy tests were available. These may be stored within the drugs cabinet, which was not accessible. Additional clinical equipment was available in each clinical room, including a variety of different adhesive dressings, jelonet and steri-strips, all of which are clinically appropriate. Overall, the authors suggest that the ordering system is revised in order to ensure the correct clinical equipment is available at all times within each clinical room. Acknowledgment is given to the fact that the SDHP list is not exhaustive in order to complete clinical tasks, indeed, in each custody suite additional items where found which are clinically appropriate.
