Proposal: Two storey extension to existing
residence consisting of a garage, dining
room, master bedroom, en suite and
external swimming pool.
The interior of the building has also been
transformed to provide a high standard for
modern living. The builder has been in
continuous communication with Building
Control throughout the scheme ensuring that
suitable inspections have been carried out
during the scheme. The completed build as
resulted in a high quality extension adding that
extra wow factor to an already superb
building.
The proposal is to add the above extensions
to provide addition facilities to improve the
existing dwelling. The front single storey
extension consisting of a flat roofed parapet
extension to the lounge, new entrance porch,
enlarging the existing window and door
openings which lead out the external
swimming area to provide a sense of al fresco
living.

a raised paving area over-looking the garden,
this feature together with a glass Juliette
balcony at second floor level gives this threestorey building an updated, contemporary
twist and again one of Steve’s excellent
examples of workmanship.
An excellent example of a ‘wrap around’ three
storey side and rear extension, comprising of
high ceilings to match the existing Victorian
design coupled with modern finishes including
aluminium and glass.
The original building is a three-storey, brick
town house with the extension build type
constructed from traditional, smooth rendered
masonry with a slate pitched roof
incorporating an additional staircase. Bi-fold
doors to the first floor rear provides access to
S. J. Builders have worked well throughout the
project with building control and the clients of
the property, who are delighted.

property
This application was submitted in a Full Plans
format sought to provide a unique contemporary
extension to a traditional detached cottage style
property.
The extended accommodation includes a
reception hall, studio, integral garage and
fitness suite together with a shower room. In

addition to the extensions, alterations were
made to an element for the existing property to
create an open-plan living area off the reception
hall.
Materials of external finish include smooth
cement render, cedar cladding, and large
glazed doors. The builder maintained regular
contact with Building Control in order to confirm
full compliance with the regulations.

Proposal: Raise roof to accommodate 1st
floor with three bedrooms, bathroom and
en-suite. Rear extension to enlarge kitchen
area with general refurbishment works.
During construction, the client has credited
the builder with giving excellent service due to
efficiency, customer care and quality. From a
construction perspective, the contractor had
great foresight when the build was not going
to plan and was able to quickly rectify any
structural issues. The method of compliance
with insulation values means that the thermal
performance of the building is excellent. The
open tread staircase is bespoke, constructed
from hardwood and glass with lighting set into
the wall which illuminates the treads. The slate
cladding which contrasts the cement render to
the front elevation gives an effective finish to
the property.
The proposed work was to renovate and
modernise a run-down, 1960s bungalow to
enlarge the space by the addition of a first
floor. By raising the roof and extending the
kitchen to the rear has created a beautiful,
light, open plan dwelling which is now
functional for a large family. The build is hybrid
between traditional masonry and steel portal
frame, this enabled more glass to be utilised
in the bedroom for a modern look.

The builder has kept Building Control informed
at the various stages of work which has
resulted in superb modern building.
The property has been opened up with the aid
of a bespoke timber staircase and balconies
to the front of the building which allow the
owners to enjoy the sea views over the

The scheme consist of two, two-storey
extension at either end of the existing house.
The first is a double storey conservatory with
an internal balcony leading form the first floor
master bedroom. The balcony leads to a
spiral stairs which leads to the ground floor
living space. The conservatory has been

This application was submitted in a Full
Plans format sought to provide a minor
extension but significant re-modelling of
an existing bungalow. The result of the
building works has seen a complete
transformation of the living space by
providing a large kitchen, sitting room and
games room with substantial glazing to
the south elevation, thus maximising the
benefit of the sea views over the Bristol
Channel.
The Builder maintained regular contact
with Building Control, particularly during
the installation of the steelwork
arrangement which created the open-plan
kitchen area.

Proposal: Phases of extensions and
renovations
Considerable thought and detailing were
carried out to all elements of work to result in a
substantial property set in an area with
magnificent rural views.
The chosen contractor was employed for all
four phases and kept in regular contact with
Building Control, and previously won a
National Award.
Works to this property involved four phases of
building operations to provide conversion of a
carport, re-arrangement of first floor
accommodation, a large kitchen/living room
extension and a small loft conversion to an
existing annexe. All applications were
submitted in Full Plans format.

New Dwelling
Church Farm, Welsh St. Donats

Proposal: New Dwelling
The Proposals were to demolish and replace a
dilapidated farmhouse. The new design and
build had to be carefully considered due to its
location, adjacent to St. Donat’s Church which
is a grade II listed building.
The Farmhouse was constructed by re-using
the existing natural stone as an external
cladding, slate roof and hardwood double
glazed units.

underfloor heating system to ground and first
floor levels. Steel roof trusses have been used
to support the ridge and purlin system so that
a high vaulted ceiling line could be created
internally at first floor level.
Both energy efficiency and environmental
impact rating under the SAP assessment were
very good for such a large dwelling.
A new underground drainage system in the
form of a treatment plant has been installed to
deal with the foul sewage and a landscaped
pond has been constructed to dispense the
surface water from the scheme.
A biomass boiler with hot water storage tanks
was also installed in an adjacent detached

The work was carried out by local tradesmen
and supervised by the owners and their
architect in liaison with the building control
officer.
The completed scheme has created a one off
house of exceptional quality with examples of
high standards of workmanship from the
tradesmen employed during the scheme..

New Dwelling
46, Marine Drive, Barry
Applicant: Mr & Mrs Reeve

The biggest challenge for PMS contractors
was to transfer the architect’s plans onto the
site following demolition of the original
property. The ground floor footprint was
curved, and the garage had been set at a 49o
angle to the house. In addition, the first floor
master bedroom had to be squared off and
cantilevered over the curve of the kitchen wall.
The timber framed package, which was
supplied and erected by RG John (Timber
Frame). The attic trusses to the main roof and
garage were structurally challenging due to
the architects design, but this was swiftly
overcome by working closely with their
engineer and Building Control. It was crucial
that the measurements were spot-on as the
mainframe was crafted off-site, and this was
successfully achieved throughout the build.
Sunken solar panels were designed to mimic
roof lights, whilst energy saving under floor
heating was installed on the 1st and 2nd floor.
Under floor heating was used to minimise the
additional wall space.
Cantilever glass balconies, designed with a
vertical glass to their edge to act as a
guarding system, installed to the front first
floor bedrooms. Also triple glazing throughout.
The staircase was constructed with a
minimum rise to allow easy access to the first
floor and was constructed with all-glass
handrails. Supporting information regards
lintels and L shaped glass windows to rear of
property following consultation with Building
Control.
PMS Construction stated they had “A very
good working relationship with Building
Control, which included same day site
inspections when requested, this allowed the
contract to move forward without delay. Any
site issues where discussed and practical
solutions always found.

New Dwelling
Old Vicarage, Bonvilston
Applicant/Contractor: Mr. Brian Toutt,
Proposal: New Dwelling
This application was submitted in a Full
Plans format, sought to provide a new
dwelling on the site of the former ‘Old
Vicarage’. The existing dwelling was
considered to be structurally unsound and
was demolished. Much of the stonework
from the existing dwelling was salvaged
for re-use.

Severe planning restrictions limited the
envelope size of the new dwelling to
match that of original dwelling.
The result is a character properly built to
an extremely high standard for the
developers own family accommodation.
Regular contact with Building Control was
maintained at all stages of construction.

Channel Heights, Trem Echni,
Rhoose Point (phase 1)
Applicant: Taylor Wimpey (South Wales)

This project involves the erection of 87
residential units comprising of 2,3,4 and 5
bedroom, both 2 and 3 storey dwellings with
affordable housing and associated
infrastructure. The finish has been a mixture of
face brick and render which has
complimented the surrounding area.
This site has been under construction for
around 1 year and has continuously
maintained a high level of quality throughout.

The planning and management of the project
has meant that the local residents have
experienced minimal disruption. Health and
safety during the build has been exemplary
with many features going beyond the legal
requirement. There has been excellent
communication between the site manager and
Building Control with any defects being
immediately rectified.

New Social Housing
Former Marine Hotel,
Barry Island, Barry
Applicant: Newydd Housing Association
Agent: Tony King Architects
Contractor: Pendragon Design and Build
Proposal: New Social Housing
The proposed works was to change the
use of a prominent existing public house
within a well-established residential area to
affordable rental accommodation which
also included the provision of new build
units within the existing car park area.
The new units were constructed with all
exposed elements achieving high thermal
resistance to heat loss with great attention
to sealing the structure so that good air
test values were achieved. Heat recovery
systems were also installed within the
units to ensure high levels of internal
comfort could be achieved for the

occupants and that low running energy
cost were attained.
The existing public house was also
converted into low running cost housing
by upgrading the external elements of the
structure to a high u value standard,
attention to detail where sealing was
required at the intersection of walls and
floors to ensure that minimum heat loss
was achieved..
The contractors maintained contact with
Building Control throughout all stages of
construction, and ensured constant
compliance with their health and safety
regime, to produce a development of an
extremely high standard.

New Social Housing
Former Barry Magistrates Court,
Thompson St, Barry
Applicant: Newydd Housing Association

This scheme relates to the demolition of
former Magistrates Court to provide
residential accommodation in the form of
52 affordable dwellings (46 flats and six
houses), commercial/retail development
(Retail Unit 1; Use Class A3 Restaurant /
Cafe, Retail Units 2 and 3; Use Class A1);
access arrangements, landscaping and
associated works
The residential blocks are built with
external rendered concrete blocks and an
internal timber frame system, trussed
pitched roof with a slate roof to some of
the blocks, other blocks have flat roof
constructions, the ground floor commercial
level is built in traditional masonry cavity
wall construction. The standard of
construction was high and the contractor

built up a good working relationship with
the Building Control Department, ensuring
that all statutory inspections were
undertaken as well as non- statutory
inspections.
The project achieved high levels of thermal
and sound insulation due to the use of a
timber frame system which gave the
contractor a high level of site control as the
units were made off site and craned into
position. Pre-completion sound testing
was also undertaken to the separating
walls and floors and the results were well
within the minimum guidelines required in
the Approved Document Part E.
Overall the building is of high quality and
because of the relationship between the
main contractor and Building Control.

Conversion to Small Commercial
Hensol Castle,
Vale of Glamorgan Resort, Hensol
Applicant/Agent & Contractor: Leekes Vale Resort
Proposal: Conversion of Former Castle
to Conference Centre
The site relates to the Grade I Listed castle
and attached courtyard range, the Grade II
Listed Hensol Bridge and associated
extensive range of buildings which were
formerly in use as a conference centre and
hospital. The grounds to the castle are of
historic interest. This scheme will involve
several stages of construction to achieve its
full transformation to hotel/conference centre
for this Grade 1 listed castle.
This nomination is for the construction work
which has already taken place to re-furbish
the ground floor level of the main existing
castle and the single storey extension within
the first courtyard area.
The works at ground floor level of the existing
castle have fully restored all the internal listed
features to their original state. A new heating
system has been installed throughout the
castle, existing floors have been upgraded for
fire and sound insulation taking great care not
to damage or destroy any listed features.
This phase also included a contemporary
designed single storey banqueting hall
located within the first courtyard of the castle
complex, which 90% of its front elevation is
glazed to give a total contrasting design to
that of the castle structure.
This extension has a state of the art lighting
and heating/cooling system that can be set to
cater for the external weather conditions and
the ambiance in which you want to create
within the envelope of this extension, as its
main function will be a wedding reception area
as a wedding licenced area has been set up
within the main ground floor area of the castle.
The work was carried out by a number of
tradesmen who are directly employed by the
owners, also supervised by the owners and
their architect in liaison with the building
control officer
This part of the completed scheme has
created an exceptional high quality example of
high standards of workmanship from the
tradesmen employed during the scheme.

Conversion to Apartments
The Pump House,
Waterfront, Barry
Applicant/Contractor: Simon Baston c/o D S Properties

Proposal: Conversion of an Old Pump
House
The Pump House is a Grade II Listed Building
built in the 1880s and previously formed part
of Barry’s historic dock complex providing
hydraulic power to operate coal drops, lock
gates, swing bridges and other equipment
around the docks. Listed in 1992 it has been
disused for many years but remains an
important local landmark with its imposing 42
meter high chimney, and is one of the few
hydraulic Pump house buildings which remain
in Wales.
As recently as 2009 the pump house was still
included on the Buildings at Risk register.
Subsequently the building has been the
subject of a £1.4m refurbishment paid for by
the Authority and Welsh Government (WG).
This project has consisted of re-roofing the
building in Welsh slate, refurbishing the cast
iron trusses and re-pointing the brickwork.
The pump house is situated in the heart of the
Innovation Quarter, a 19 acre mixed use
development site the Building Regulation
application is for a mixed-use development

comprising of 16 residential work to live units
and commercial units at ground floor level.
As this is a listed building the developer was
restricted to what he could change structurally
both internally and externally. Planning and
CADW had insisted that some of the internal
industrial machinery had to remain within the
unit which caused issues with achieving the
appropriate fire, thermal and sound resistant
levels to attain compliance with the Building
Regulations.
Party wall details relating to fire and sound
insulation between the first floor apartments
were difficult to achieve as they had to be
constructed around crane rails and large
lantern lights which almost run the length of
the existing building at ridge level.
The developer, contractor and Building Control
worked closely along with a team of experts in
sound and fire to develop one off detailing
around these retained listed items so that
good levels of resistance could be achieved
which were reflected in the very good test
results which were lodged with Building
Control.

New Educational Building
Oakfield Primary School, Barry
Applicant: Vale of Glamorgan Council

Proposal: New Educational Building
A new educational school building that has
been tailored to meet the growing needs of
the building users as well as achieving high
standards of thermal efficiency and fire
safety.
The school building has been designed to
meet the requirement in Wales for BREEAM
‘excellent’ for an EPC ‘A’ rating with the
building envelope constructed as to achieve
a 40% improvement on current Building
Control minimum u-values.
In addition the model school building has
been provided with an efficient M&E design,
photovoltaic roof panels and a full sprinkler
fire protection system.
One of the principal challenges faced by the
contractor was to realize the requirements of

a fast flowing construction programme
whilst working in close proximity to a busy
and vibrant campus. From the beginning the
contractor delivered a high standard of site
safety and established an integrated
partnership to health and safety with the
campus headmaster and staff.
A meaningful bilingual traffic management
plan that improved the existing systems was
implemented within the site, HSQE audits
were carried out on a weekly basis and the
contractor actively participated in site safety
discussions with the pupils and staff.
Throughout the scheme the contractor
demonstrated a highly professional and
competent approach and as such has
delivered a first rate project that is a worthy
inclusion in this year’s nominations.
