III. Napoleon’s Empire A. Napoleon had began to build an empire in Europe, but had been unable to conquer Britain. B. At Waterloo, Belgium in 1815, Napoleon was defeated by a combined British and Prussian army headed by the Duke of Wellington. The European powers exiled Napoleon to St. Helena Island, Napoleon’s power ended. SECTION 4 The Napoléonic Era Exiled to St. Helena In 1821 Napoleon died there and was buried on the island.
