Four Sub-national Stakeholder Consultation: What we
tried?

Identification of problems related to weather and climate;

Identification of existing coping strategies/measures to reduce
these risk and impacts;

How these existing coping strategies/measures can be
improved?; and

If existing problems aggravated/become more worst, what are
the new strategies/measures can be undertaken in future?

Four Sub-national Stakeholder Consultation: What we
Learn?

Local level peoples are able to identify problems related to
climate variability and extreme

They know benefits and limitations of existing coping strategies
and measures;

Suggestions for improving existing coping strategies and
measures are also valuable, but to make concrete suggestions
are difficult;

They have limited knowledge on what to do if problems
aggravated;

Difficulties: problems related to climate variability, extreme
events versus other environmental and development problems

Consultation with Government Agencies: What we tried?

Share sub-national problems and concerns with relevant
department and agencies;

How those problems and concern can be addressed under their
exiting policies and programme?;


Consultation with Government Agencies: What we learn?

A few have policies to address exiting and future problems
related to climate and climate change;

Most have no explicit polities to deal with climate change

There are number of projects dealing existing problems related
to extreme events, problems like drought

Present priority is not to deal with climate change

There are also limited knowledge at institutional level on how to
deal with problems related to climate change – Knowledge gap
(National Water Policy and National Water Resource
Management Plan)

Consultation with Local Consultative Group: What we
learn?

Most of them has no explicit policy to deal problems related to
climate change but awareness is increasing

Development Bank like ADB will come forward only if
government express to deal climate change issues in their
development projects
Key Remarks

Sub-national stakeholder engagement and consultation is
found a very good approach to bring context specific
problems

Engagement of different types of stakeholders (man,
women, farmers, NGO and government agencies) is
necessary

Differentiation of other environmental and development
problems versus climate related problems were key
difficulties during sub-national stakeholder consultation

Role of a facilitator is crucial to stimulate group discussion
and keep it on track
