United Nations Development Programme UNDP Procedures for Climate Change Enabling Activities UNFCCC Workshop on the Preparation of National Communications from non-Annex I Parties Manila, 26-30 April 2004 Content • GEF Operational Procedures • UNDP procedures for climate change enabling activities • Status of requests of self-assessment • UNDP experience on processing requests GEF Operational Procedures • New procedures based on experience from support provided for INC • Facilitate broader stakeholder consultations and participation in project proposal • Build on previous work, activities, and knowledge, capturing best practices and develop linkages with other relevant projects Immediate support of up to $15,000 for the preparatory exercise of NC project proposal GEF Operational Procedures • Countries to have submitted INC and substantially completed top-up before SNC can begin • Self-assessment required; brief report to be included in NC proposal • NC proposal requires endorsement from GEF OFP and UNFCCC NFP • SNC and NAPA in parallel is possible • Countries to submit final draft NC and technical reports to IAs Self-assessment: Stocktaking and stakeholders consultation • • $15,000 available from GEF Consists of: – – • Output: – – • • National stock-taking exercise Stakeholder consultations project document workplan with indicators Must include as annex to NC proposal Endorsed by GEF OFP Climate Change Enabling Activity • • • Up to $420,000* (under expedited route) Endorsed by GEF OFP and UNFCCC NFP Consists of: – – • Project proposal Workplan with indicators Inception workshop to refine workplan, terms of reference of studies, implementation arrangements Recommended $ allocations among main components of NC Outputs: • • – – National Communication Technical reports * Of which $15,000 for self-assessment UNDP Procedures • UNDP country office is the main focal point between national government and UNDP-GEF • GEF Operational Focal Point submits a letter of request for the self-assessment to UNDP accompanied by a brief funding proposal – Templates available for request letter and selfassessment proposal UNDP Procedures • UNDP country office works with the GEF Regional Coordination Unit and HQ to review the proposal • Country to receive recommendations for changes, if needed. Otherwise the proposal is approved • If changes are needed, UNDP-GEF provides recommendations. UNDP country office works with the government to submit a revised proposal UNDP Procedures • Upon approval of the proposal, authorization (DOA) is issued to UNDP country office to establish a new project and disburse the $15,000 • Total UNDP processing time for the $15,000 request: 15 working days maximum (from first submission by national GEF Operational Focal Point to issuing of the DOA Key Documents for Project Proposals • New GEF Operational Procedures • UNDP templates and guidance for stocktaking exercise/stakeholder consultation and project proposal • Revised UNFCCC Guidelines adopted at COP-8 • UNFCCC User Manual for the above guidelines Website: http://www.undp.org/cc/ccea.htm Status of self-assessment proposals • Eastern Europe and CIS: 9 submitted, 8 approved – • Albania, Armenia, Azerbaijan, Bosnia & Herzegovina, Georgia, Kazakhstan, Kyrgyz Republic, Macedonia, Tajikistan Latin American and Caribbean: 6 submitted, 5 approved – • Bahamas, Bolivia, Nicaragua, Panama, Paraguay, Trinidad & Tobago Asia Pacific: 3 submitted and approved – • Philippines, Samoa, Cook Islands Africa: 3 submitted, 1 approved – Benin, Niger, Nigeria UNDP experience with self-assessment proposals • Proposals have followed templates provided by UNDP • Quality of first drafts have been acceptable in most cases, with minor changes needed • Examples provided have proved to be useful • Review process and completion of revised proposals have in most cases met stipulated deadlines • Delays in funding disbursement were due to unexpected delay in CEO endorsement of umbrella project
