NGA Working Together to Create the Future Terry Pritchett Director, Energy & Global Climate Issues GM Public Policy Center NGA Center for Best Practices Taking the Lead: State Innovations to Reduce Greenhouse Gases February 28, 2002 Global Environmental Vision PRODUCTS Hydrogen Fuel Cells Opel Zafira HydroGen 1 : A Global Organization 388,000 people 147 facilities in 37 countries customers in over 200 countries Atlantic Rainforest Restoration Project •30,000 acres of endangered landscape (key messages of preceding slides) • GM has a strong environmental commitment • Addressing the environmental issues, such as global climate change, will require a new way of thinking. New ideas, new areas of focus. GM’s Global Climate Key Messages • GM takes concerns about global climate change very seriously • Development of new technologies in all sectors is the most effective response • GM is taking steps to achieve near-term reductions and develop new technologies The Most Effective Actions • Develop, commercialize and globally disseminate advanced energy technologies and their supporting infrastructures. • Support voluntary initiatives to seize nearterm opportunities to reduce and sequester greenhouse gas emissions • Continue scientific research to improve understanding of the climate system. Reporting of GHG Emissions GM intends to Monitor and Report those Greenhouse Gas Emissions that Demonstrate Materiality and that we can Reliably use to Manage our Business Operations. Characteristics of Reporting • Greenhouse Gas Emissions Demonstrating Materiality – Focus on significant issues / data – Helps set priorities • We can Reliably use – Data must be available and accurate – Credibility of year to year comparisons Characteristics of Reporting • Use to Manage our Business Operations – Reduce operating cost and improve the environment What GM Reports • DOE 1605b Voluntary Reporting of GHG Emissions • GM has reported from the program’s inception in 1995 for U.S. Operations – – – – Facility energy use and electricity purchases Facility refrigerant use Vehicle refrigerant factory fill New Vehicle fuel economy Climate Change is a Global Issue • Appropriate reporting should provide improved understanding of global climate issue. • GM aggregates the facility energy usage and emissions data for U.S. into its annual report to the DOE. • Separate requirements for state level reporting could impose additional burdens that are not justified. Concerns about State Level Reporting of GHG Emissions • GM would be revealing competitive capacity information, especially in those states with only one or two facilities • One National Report vs. 50 Reports • Non-value added cost Ask yourself these Questions? • How will State Reporting vs. National Reporting of GHG emissions improve understanding of the potential environmental impact? • Will State Reporting help my local companies become more competitive? • Will State Reporting help my companies prepare for the future opportunities? GM’s Voluntary Programs for CO2 Reduction Stationary Source Emissions: • GM Membership in the EPA WasteWise Program since March 1994 (EPA Partner of the Year Award - 2001) • GM Founding Member of the DOE Motor Challenge Program since April 1994 • GM Membership in the EPA’s GreenLights Partnership since April 1995 • GM Founding Member of the EPA’s Energy Star Buildings Partnership since April 1998(Energy Star Partner Award - March 2002) • GM’s Membership in the EPA’s Climate Wise Program since June 1995 (Climate Wise Partner Achievement Award -November 1998) • GM Founding Member in the World Resources Institute (WRI) Green Power Market Development Initiative since May 2000 • GM Membership in the EPA’s Landfill Methane Outreach Program since September 2000(EPA Project of the Year Award -2000) • GM Founding Member of the EPA’s Green Power Partnership since August 2001 • GM Founding Member of the EPA’s Combined Heat and Power (CHP) Partnership since October 2001 • GM Membership in the Great Lakes Renewable Energy Association (GLREA) since November 2001 • GM Founding Member of the EPA’s Climate Leaders Program since February 2002 Mobile Source Emissions: • GM partnership with the Department of Energy’s FreedomCAR Program since January 2002. “GM’s partnership with the Department of Energy’s FreedomCAR Program makes a commitment toward creating a future where the vehicle’s environmental impact is lessened.” Continuously improving the fuel efficiency of “conventional” internal combustion engines • • • • • Gasoline Direct Injection Displacement on Demand Continuously Variable Transmissions Lightweight materials for mass reduction Aero improvements Autonomy - 2002 So What Does GM Recommend? • GM endorses the DOE 1605b GHG Emissions Reporting Protocol • GM recommends States focus on technology development – A collaborative interaction of government, academia, and the private sector – Support the development of hydrogen fuel cell technologies and infrastructure Help Local Companies Achieve Meaningful Reductions in GHG Emissions and Prepare for the Future • Support Existing Voluntary Initiatives • Support automotive centers in educational institutions • Support industry development of fuel cell and 42 volt by-wire technologies • Support stationary fuel cell installations in buildings • Incentivise pilot hydrogen infrastructure development Global Environmental Vision TRANSPARENCY & ACCOUNTABILITY Global Environmental Vision TRANSPARENCY & ACCOUNTABILITY Global Environmental Vision TRANSPARENCY & ACCOUNTABILITY
