The problem
• Water and sanitation progress in Africa is lagging behind
most other sectors – Sanitation target not reached until
2108
• Progress made in 2008 on commitments to action (0.5%
GDP spend on san’), but lack of serious coordinated
action between donors and African governments
• Only a quarter of aid for the sector(s) goes to Least Dev
Countries (none of the top 5 are in Africa)
• The absence of clear points of accountability with
sufficient authority to take action and progress chase
constrain the effectiveness of sector efforts.

The response
• A high profile international dialogue between
donor and developing country governments to:
– assess global progress,
– identify structural weaknesses
– propose policy solutions
• Need to have one single international forum
equivalent to those for Education and Health that
bring greater resolve and support from all
stakeholders

• An annual review of the sector
• An annual High Level Meeting
• Supporting national plans

Call
• Develop this framework for Africa; own the
processs and convince other bilateral donors
• Generate action and interest around the GF4A
process between the countries
• Explain to the relevant line ministries the
opportunities that the GF4A presents, including:
– Mobilising serious programmes (including targets,
timelines, costings, institutional coordination) of
reform and service delivery;
– Developing a common negotiating position amongst
developing country governments to take to the first
