Concern for people's well-being is the new focal point of
Shenzhen government and its urban statistical work
(I) Shenzhen Efficiency Statistical Indicators System
was constructed

II. New focal point of the statistical work of Shenzhen–
concerning for people’s well-being
 Shenzhen municipal government: takes issues related to the
direct benefits of the people as major work targets
 The statistical departments:
1. collect, organize and provide information on the
basic conditions of the economy and social development
of the city
2. include a series of tasks advocated by the government
in terms of “people-oriented, with concern for people’s
well-being” into their programs
(a) Shenzhen Efficiency Statistical Indicators System
1. Background:In 2005, the Shenzhen Efficiency Statistical
Indicators System was set up, as a result of the
transformation from “Fast Shenzhen” to “Efficient
Shenzhen”
 Seeking for transformation of economic growth
pattern: From the simple pursuit of GDP growth in the past
to the present development models designed strictly in
accordance with the scientific perspective of development
 Establishing scientific “Efficient Shenzhen” indicator
system to mobilize the enthusiasm of the city and
describe the new development:To conduct monitoring
on the implementation of “Efficient Shenzhen”

(a) Shenzhen Efficiency Statistical Indicators System
2. Statistical practice:
 On May 10, 2006, the indicator system and its corresponding
statistical forms became statutory returns, and were formally
included in the national economic accounting system of
Shenzhen
 In 2006, the composite indicator of “Efficient Shenzhen” was
114.1 up 5.7 percentage points over 2005
 The practice of the indicators system has effectively promoted
the economic and social efficiency
 The ecological environment, social infrastructure and human
development have been greatly improved
(b) Shenzhen Citizen Welfare Indicators System
1. Background:In December 2006, against the well-being issues
mostly concerned by the public, the municipal government
proposed and passed the Shenzhen Citizen Welfare Indicators
System
 The ideas for creating the “Shenzhen Citizen Welfare Indicators
System” are :
1. The wealth growth is an important foundation of citizen
welfare
2. The Government’s provision of effective public goods and
public services is an important condition to protect peopleoriented and social justice
3. The government should pay attention to all the people’s
sense of security, education, health and social living
conditions
 On February 26, 2007, the city government promulgated
the “Implementation Methods for Statistics of Shenzhen
Citizen Welfare Indicators System”
 The statistical department incorporates the Citizen
Welfare Indicators System into the local statistical
system, quantities the requirements of people’s well-being
through the statistical data

2. Implementation:
 The statistical departments will be responsible for formulating
survey systems, relevant methods and statistical returns
according to statutory procedures, conducting training, collecting
relevant statistical data and carrying out statistical monitoring
 The indicators system would become the basis for decision
making in the work of the Party and government organizations of
the city; a measuring scale for working performance; and a
standard for deciding whether government departments are doing
effective work for the people
 The composite indicator of Shenzhen Citizen Welfare Indicators
System in 2006 was 107 (taking 2005 as the base year)
(c) Shenzhen urban statistical work centering
on “concern for people’s well-being”
1. Innovating and improving the survey system and method for
statistics
 Enhancing the monitoring system for statistics on residents’
individual income
 Enhancing the data collection for price surveys and the
compilation of CPI
 Expanding data collection channels for various types of
producers prices
 Promoting the use of information technology and enhancing the
communication with the business and the community through
Internet
2. Organizing statistical surveys on issues related to concern for
people’s well-being
 Residents’ livelihood:
such as survey on life quality of rural workers, survey on urban labor
workers, survey on labour workers flow between city and town and their
life quality, and survey on domestic tourism of urban residents
 Safety level:
such as sample survey on the satisfaction with public safety in Shenzhen
and survey on the perception of safety of Guangdong people
 Economic development:
such as survey on employment situation of enterprises, survey on the
development of outsourced service industry and the pilot work on the first
green GDP compilation for the whole city
 Public services:
such as survey on public services in Chinese cities, survey on
“Implementing Program for the Establishment and Improvement of a
Corruption Punishing and Prevention System Which Emphasizes
Education, Institution and Supervision”
3. Products from statistical surveys based on concern
for people’s well-being
 Shenzhen Survey: mainly includes analysis and study
on social and economic matters
 Highlights of Shenzhen Survey Results:
focuses on
concise, key and quick survey results, striking a good
balance among speed, precision and accuracy
III. Concluding remarks
Shenzhen is an emerging migration city. Its urban
statistical work is just starting. In particular, public opinion
surveys and the urban statistical survey work on issues
concerning people’s well-being are still in the stage of
exploration.
