Statistical practice: On May 10, 2006, the indicator system and its corresponding statistical forms became statutory returns, and were formally included in the national economic accounting system of Shenzhen In 2006, the composite indicator of “Efficient Shenzhen” was 114.1 up 5.7 percentage points over 2005 The practice of the indicators system has effectively promoted the economic and social efficiency The ecological environment, social infrastructure and human development have been greatly improved (b) Shenzhen Citizen Welfare Indicators System 1. Background:In December 2006, against the well-being issues mostly concerned by the public, the municipal government proposed and passed the Shenzhen Citizen Welfare Indicators System The ideas for creating the “Shenzhen Citizen Welfare Indicators System” are : 1. The wealth growth is an important foundation of citizen welfare 2. The Government’s provision of effective public goods and public services is an important condition to protect peopleoriented and social justice 3. Implementation: The statistical departments will be responsible for formulating survey systems, relevant methods and statistical returns according to statutory procedures, conducting training, collecting relevant statistical data and carrying out statistical monitoring The indicators system would become the basis for decision making in the work of the Party and government organizations of the city; a measuring scale for working performance; and a standard for deciding whether government departments are doing effective work for the people The composite indicator of Shenzhen Citizen Welfare Indicators System in 2006 was 107 (taking 2005 as the base year) (c) Shenzhen urban statistical work centering on “concern for people’s well-being” 1. Products from statistical surveys based on concern for people’s well-being Shenzhen Survey: mainly includes analysis and study on social and economic matters Highlights of Shenzhen Survey Results: focuses on concise, key and quick survey results, striking a good balance among speed, precision and accuracy III. Concluding remarks Shenzhen is an emerging migration city. Its urban statistical work is just starting. In particular, public opinion surveys and the urban statistical survey work on issues concerning people’s well-being are still in the stage of exploration.
