Problems, tensions, debates: 1 to 3 International Benchmarking Using KAM Methodology Glossary • KAM consists of 80 structural and qualitative variables to measure countries' performance on the four Knowledge Economy (KE) pillars: Economic Incentive and Institutional Regime, Education, Innovation, and Information & Communications Technology. Each variable is normalized on a scale of zero to ten relative to other countries in the comparison group. • Basic Scorecard uses fourteen key variables as proxies to benchmark countries on the aforementioned four KE pillars and derive their overall KEI. • Knowledge Economy Index (KEI) takes into account whether the environment is conducive for knowledge to be used effectively for economic development. It is an aggregate index that represents the overall level of development of a country or region towards the Knowledge Economy. KEI is calculated based on the average of the normalized performance scores of a country or region on all four pillars related to the knowledge economy.
