MUSIC PANEL (alphabetical by last name)
David Morrison, Arlington Heights, IL
Mr. David Morrison is a frequent guest conductor, clinician, and adjudicator for music groups both nationally and
internationally. He most recently served as conductor of the University of Illinois at Chicago Concert Band. Mr.
Morrison previously directed the band program at Prospect High School in Mt. Prospect, IL where he developed and
maintained a nationally recognized concert and marching band program for nearly three decades. Mr. Morrison’s
bands earned numerous major marching and concert awards, including grand champion at the University of Illinois
Marching Festival twenty-four times, finalist at the Bands of America Grand Nationals five times, BOA Regional
Champion, Fiesta Bowl National Champion and Honor Band at the Illinois Superstate Concert Band Festival. Mr.
Morrison's individual honors include the Golden Apple nomination, induction to the Phi Beta Mu Hall of Fame, the
John Paynter Lifetime Achievement Award, the John Philip Sousa Foundation Legion of Honor Award and the State
of Illinois Teacher of the Year award.
Richard Saucedo, Fishers, IN
Mr. Richard L. Saucedo is currently Director of Bands, Emeritus after retiring from the William H. Duke Center for
the Performing Arts at Carmel High School in Carmel, IN. During his 31-year tenure, Carmel bands have received
numerous state and national honors in the areas of concert band, jazz band and marching band. The CHS Wind
Symphony performed at the Bands of America National Concert Band Festival three times (1992, 1999, and 2004)
and was named the Indiana State Champion Concert Band in 2013. The group also performed at the Midwest Band
and Orchestra Clinic in Chicago during December of 2005. The Carmel Marching Greyhounds have finished in the
top ten at the Bands of America Grand National Championship for the past 15 years and were named BOA National
Champions in the fall of 2005 and again in 2012. The Indiana Bandmasters Association named Mr. Saucedo Indiana’s
“Bandmaster of the Year” for 1998-99, and the Indiana Music Educators Association named him the “Outstanding
Music Educator” in the state of Indiana for 2010. Mr. Saucedo was inducted into the Music for All Hall of Fame in
March of 2015. Mr. Saucedo is a freelance arranger and composer, as well as an adjudicator, clinician and guest
conductor for concert band, jazz band, marching band, and orchestra. Mr. Saucedo served as the brass
composer/arranger for the Cavaliers Drum and Bugle Corps in Rosemont, Illinois from 2000 through 2008. The
Cavaliers won the DCI World Championship five times during Mr. Saucedo’s tenure. He is currently the brass
composer/arranger for the Blue Stars Drum and Bugle Corps in La Crosse, WI. Mr. Saucedo is also an Educational
Consultant for Music for All and Bands of America. Mr. Saucedo did his undergraduate work at Indiana University in
Bloomington and finished his master’s degree at Butler University in Indianapolis. Mr. Saucedo is married to his wife
Sarah and together they have a daughter, Carmen, and a son, Ethan.
Jodie Rhodes, Lubbock, TX
Ms. Jodie Rhodes has been a band director for twenty-two years and has been teaching at Evans Middle School in
Lubbock for the last seven years. Previously, she spent eleven years at Westfield High School and its feeder programs
in Spring Independent School District in Houston, TX. Ms. Rhodes is a graduate of Texas Tech University and
received a master’s from Sam Houston State University. Ms. Rhodes has received numerous accolades for both
concert and marching band festivals and is a member of Texas Music Educators Association, Texas Bandmasters
Association, and Midwest. Ms. Rhodes also serves as an adjudicator and consultant with numerous marching and
concert bands across the country.
Daniel Wood, Seminole, FL
Mr. Daniel Wood is the newly appointed Orchestra Director and Music Industry Program Specialist for East Lake
High School in Tarpon Springs, FL. In his 22-years of teaching music education in the Pinellas County Schools, Mr.
Wood has previously served as the director of bands of the nationally recognized Seminole High School Band
Program as well as the director of bands at East Lake High School. Under his direction, the Seminole program

performed, competed, and experienced international, national, and regional events from coast to coast such as the
Pasadena Tournament of Roses Parade, The 2010 Macy’s Thanksgiving Day Parade, the 2007 Walt Disney World
ABC Television Christmas Day Special and performances in Boston Symphony Hall. The Seminole program was the
first in the state of Florida to receive the prestigious Sudler Shield from the John Philip Sousa Foundation. During
Chip’s time at SHS the band was a 21-time Bands of America Regional Finalist, multiple time BOA Regional Class
Champion, Grand Nationals Semifinalist, National Concert Band Festival Participant, and the State of Florida FMBC
Class 5A and 4A champion in 2006, 2011 and 2012. Mr. Wood has served as an instructional staff member for the
Suncoast Sound, Magic of Orlando, and Boston Crusaders Drum and Bugle Corps. Mr. Wood stays active as a
clinician, consultant, mentoring teacher and guest conductor throughout the Southeastern United States for the
Florida Bandmasters Association, Florida Marching Band Coalition, Florida Federation of Color Guards, and South
Carolina Band Directors Association, and was recently appointed as the FMBC Adjudication Coordinator. Mr. Wood
is a graduate of the University of Florida and resides in Seminole, FL with his lovely wife Kay and their ten-year-old
son Connor.

William Chumley, Denver, CO
Mr. William Chumley has committed over 35 years to the pageantry arts as a marching member, instructor,
consultant, judge, and color guard director. His various roles have included serving on the Board of Directors for
the Rocky Mountain Color Guard Association for 20 years, judging worldwide for Drum Corps United Kingdom,
Drum Corps Japan, Color Guard Netherlands, Winter Guard International, Bands of America, and Drum Corps
International as well as training and mentoring for judges for 24 years. Mr. Chumley is the Design Analysis Caption
Manager for Winter Guard International. Mr. Chumley is a sought after clinician and judge around the world, and
balances his pageantry judging with his daily work as Chief Customer Officer for the Colorado Governor’s Office
of Information Technology.
Jacqueline Gilley, Midwest City, OK
Ms. Jackie Gilley is a native of Stratford, Texas, and was the band director at Monroney Middle School in Midwest
City, OK, for 29 years. She previously taught color guard at Midwest City High School for 18 years, as well as teaching
art, band, and yearbook in Miami, Texas. Ms. Gilley received her Bachelor of Arts degree in Ceramics and her Masters
of Music Education degree from Southwestern Oklahoma State University. Ms. Gilley is an accredited secondary
education administrator and teacher of instrumental music, and was named Monroney Teacher of the Year in both
1992 and 2003. Ms. Gilley has been inducted into the Oklahoma Bandmasters Association Hall of Fame, as well as the
Oklahoma Music Educators Association Hall of Fame and was also named “Exemplary Teacher” by the Oklahoma
Music Educators Association. Ms. Gilley has served as President of the Beta Chapter of Phi Beta Mu International
Bandmasters Fraternity. Ms. Gilley is well known as an adjudicator throughout the United States. She has been an
adjudicator for Winter Guard International, Drum Corps International, Bands of America/Music for All, the Texas
Color Guard Judges Association, and the Oklahoma Music Adjudicators Association. Ms. Gilley currently serves as a
mentor for Judges Academy and Marching Roundtable, as well as President of the Stratford Education Foundation
board in her hometown of Stratford, Texas.
Bret Mascaro, Collegeville, PA
Mr. Bret Mascaro has been a band director for 34 years, and recently retired as a music teacher and Music Department
Coordinator for the Methacton School District in Pennsylvania. During his career, Mr. Mascaro served as a
Pennsylvania Music Educators Association District President and Festival Coordinator. Mr. Mascaro has twice been a
clinician at the Pennsylvania Music Educators Association Annual In-service Conference. Mr. Mascaro has been a
designer or instructor for the Crossmen, Troopers, and Bluecoats Drum and Bugle Corps and many high school
bands from across the country. Mr. Mascaro has been a clinic presenter for Drum Corps International as well as
several regional competitive circuits. Mr. Mascaro has served as an adjudicator across the United States, Canada, and
Japan for organizations such as Winter Guard International, Drum Corps International, Bands of America, and
several state pageantry associations.

CHIEF JUDGE
John W. Turner, Braintree, MA
Mr. John Turner has been active in the Pageantry Arts since 1981 as a technician, caption head, visual designer, and
judge for marching bands, winter guards and drum corps. He has worked with notable programs in Northern
Kentucky, Ohio and Indiana such as the Pride of Cincinnati Winter Guard. He has been a Visual instructor and
consultant for The Homestead Spartan Alliance Marching Band in Ft. Wayne, IN since 1993 and is also presently a
member of the Visual staff for the Milford High School Marching Band, near his home in Mason, OH. He was a
Visual staff member, and later Visual Caption Head and Staff and Program Coordinator for The Glassmen Drum and
Bugle Corps from 1990 thru 1996. Beginning in 1984, John has served as a member of Visual adjudication panels for
Marching Bands and Winter Color Guards throughout Ohio, Kentucky and Indiana and has served on panels in
various states across the country judging local and championship-level competitions. John was the
Secretary/Treasurer for the Ohio Judges Association during the late 1980s and early 1990s. He served as Drum Corp
International’s National Judge Administrator from 1997 thru 1999 with responsibility for selection and assignment of
judges for all of DCI’s competitive events. He has served as the DCI Open Class Judge Administrator since 2003 and
is a member of the DCI Rules and Systems Task Force. Outside of the pageantry arts, he holds a Bachelor’s Degree in
Computer Science and Mathematics from The University of Kentucky and is presently Vice President in Information
Technology for a regional bank.
