16th STC Meeting Science & Technology Committee AG-06-02 task sheet TASK-AG-06-02: Data Utilization in Fisheries and Aquaculture Task Description Area Agriculture AG-06-02: Data Utilization in Fisheries and Overarching Task Aquaculture (Sub)Task Number - Title n/a Related Communities of Practice Coastal Zone Community of Practice Relevant Committees - Task Definition Identify opportunities for the enhanced utilization of Earth observations in fisheries and aquaculture. Consult with experts from fisheries, aquaculture, coastal zone management and Earth observation communities at regional and international levels. Support the implementation of the SAFARI project and IOCCG monograph. Make relevant synergies with (i) AR-09-02a, the proposed Virtual Constellation on Ocean Colour Radiometry, and (ii) EC-09-01c, the ChloroGIN Project. Through these two GEO Tasks, products related to marine ecosystems and ocean biogeochemistry for near-surface global ocean and coastal waters will be provided and accessible to end users. What relevance to society? What is the state of the art?) For the majority of the communities living near the coastline, where about half of the world population resides, fish is an important source of protein. The fishery industry is a major source of revenue but world scale fisheries are facing a suite of problems which need to be addressed in order to protect this globally important resource. Overexploitation of the marine resources and the 16th STC Meeting Science & Technology Committee AG-06-02 task sheet deterioration of coastal and open ocean environments are areas of concern. Furthermore, there is also a requirement to maintain the marine biodiversity, and the unknown impact of climate change on the marine ecosystems is of major concern. These issues can all be addressed using remotelysensed data and many issues related to fisheries management have taken place in the past decade, but no coordination of these activities is in place. Current Status Outputs Description International workshop to discuss issues of mutual concern in this subject area and By Date Q1 2008 identification of demonstration projects The first set of recommendations that was listed during the SPIE meeting. Q4 2008 Production of an 8-page brochure on the SAFARI project to augment SAFARI outreach Q4 2008 activities. Monograph on "Applications of remote sensing in fisheries and aquaculture" including a list Q3 2009 of recommendations to identify opportunities for enhanced utilization of Earth observations in fisheries and aquaculture. The monograph was published by the IOCCG in 2009 and is freely distributed by SAFARI. The report on the training course entitled ‘Remote Sensing Applications in Fisheries and Ecosystem Analysis’ held in Kochi, February 11-13, 2010 is available on the SAFARI website: http://www.geosafari.org/kochi/training_course.html. The report on the first international symposium on Remote Sensing and Fisheries held in Kochi, February 15-17, 2010 is available on the SAFARI website: http://www.geosafari.org/kochi/index.html. Activities Description By Date The Canadian project SAFARI was approved to coordinate Earth observation initiatives Q3 2007 related to fisheries at the international scale. An International Workshop was held on March 26, 27 and 28 2008, in Halifax, Nova Scotia, Canada. Q2 2008 Participants to the International Workshop have submitted their contributions for the Q3 2008 monograph on Earth Observation for Fisheries and Aquacultures. The monograph is in the process of being formatted and is expected to be published by the IOCCG in 2009. An 8-page brochure on the SAFARI project was published to augment SAFARI outreach Q4 2008 16th STC Meeting Science & Technology Committee AG-06-02 task sheet activities. To date about two thousand brochures have been distributed to various international meetings and symposia. The PDF file of the brochure can be downloaded from the SAFARI website (www.geosafari.org) and copies of the brochure can be requested from the SAFARI secretariat at no charge. A one-day workshop on remote-sensing applications to fisheries in the Western and Q4 2008 Central Pacific was held during the SPIE Asia-Pacific Remote Sensing conference. About 30 specialists in fisheries research and remote-sensing experts attended the workshop, and a total of 8 lectures were given. Recommendations were listed, and a final report was published in the Proceedings of the SPIE meeting. A one-day workshop on remote-sensing applications to fisheries in the Western and Q1 2009 Central Pacific was held during the SPIE Asia-Pacific Remote Sensing conference. A special session entitled “Applications of Satellite Remote Sensing in Fisheries Oceanography and the Ecosystem Approach to Fisheries” took place at the ASLO Aquatic Science Meeting (January 2009 in Nice, France). A Canadian information session was organised to inform the fisheries industry and Q1 2009 government representatives about remotely-sensed data that can be used for fisheries applications, and the current progress in research and ecosystem-based management related to fisheries. A community White Paper entitled “Societal Application in Fisheries and Aquaculture using Remotely-Sensed Imagery – the SAFARI project” was presented at the OceanObs’09 symposium (Venice, Italy, in 21-25 September 2009). A 6 page document was published in the proceedings of OceanObs’09 and a poster was presented at the conference. The focus of the OceanObs’09 meeting was to review the performance of the global ocean observing system, to highlight the various societal benefits, and to set the vision for further development. A three-day training course was conducted under the auspices of SAFARI in Kochi (NIO RC, Kochi) prior to the SAFARI Symposium (February 11-13, 2010). A three-day SAFARI International Symposium took place in Kochi, India, on 15-17 February 2010. The symposium was a special forum on regional and global applications of remotely-sensed data to fisheries and aquaculture. The synergies between the current task (AG-06-02) and task EC-09-01c, the ChloroGIN Project, were enhance through the ChloroGIN meeting which followed the SAFARI symposium (18-19 February). Q3 2009 16th STC Meeting Science & Technology Committee AG-06-02 task sheet Resources By Description Date CSA (Canadian Space Agency and Department of Fisheries and Oceans) has beenproviding infrastructure and manpower for the Secretariat. In Planning Outputs Description By Date Establishment of an Joint International Secretariat for SAFARI and ChloroGIN (GEO task EC-09-01c) activities to enhance the synergies between these two tasks. Q3 2010 An educational document oriented towards the interpretation of remotely-sensed satellite Q3 2010 imagery will be prepared by the EU Prespo Project in conjunction with the IOCCG, to help researchers, teachers, and end-users obtain a better understanding of the structure and functioning of marine pelagic ecosystems. The document entitled “Handbook of satellite remote sensing image interpretation: Applications for the conservation and management of living marine resources,” will include a number of case studies using a wide range of freely-available satellite data (including ocean colour, SST, Radarsat, Landsat). The handbook will be freely available on the Eu Prespo website, and a number of hard copies will be printed using SAFARI funds. Develop a new website, which will serve to integrate the SAFARI (current GEO task) and Q4 2010 ChoroGIN (task EC-09-01c) websites, without removing their separate identities. A special issue on the use of remote-sensing data in fisheries and aquaculture will be Q2 2011 published in the Journal ICES presenting selected papers from the SAFARI symposium. A textbook tentatively entitled “Remote Sensing Applications in Biological Oceanography”, Q2 2012 will be produced using contributions from SAFARI and ChloroGIN members and other experts. The book will serve as an instructional tool for students and researchers as part of FARO’s continued outreach and capacity-building programme. Activities Up to three outreach sessions will be held in Canada. These sessions will engage and inform local fishing communities of cutting-edge research relating ocean colour to marine fisheries and aquaculture practices and management. The workshops will serve to create strong ties between fisheries practitioners and 2010-2011-2012 16th STC Meeting Science & Technology Committee AG-06-02 task sheet local/national experts in fisheries and marine science. Following the enthusiastic response to the 2010 SAFARI symposium in Kochi, a Q2 2013 second SAFARI international symposium will be planned for 2013. This symposium will serve to highlight the achievements of SAFARI and ChloroGIN for the benefit of related groups (e.g. IOCCG, GEO, ANTARES) at a broad ‘ocean colour, marine resources and societal impacts’ themed conference. Resources Description A proposal has been submitted to the Canadian Space Agency to support the coordination of SAFARI and ChloroGIN (GEO task EC-09-01c) activities. By Date Q2 2010 Financial contribution from GEO is requested for developing-country participation at SAFARI international symposium and other workshops. Cross-cutting Components Architecture and Data 1) Please briefly describe any task-related Earth observation resources (data set, system, website/portal) and any related Web Service interfaces that are contributed to GEOSS. State whether these items are or will be registered with the GEOSS Component and Service Registry for access via the GEO Web Portals, and whether any associated standards or other interoperability arrangements will be registered in the Standards and Interoperability Registry. 2) Please also describe what data and information your activity/system needs that you would request to be accessible through the GEOSS Common Infrastructure. The SAFARI project has a website www.geosafari.org that is accessible through the GEO Web Portal. To help implement our task, an uninterrupted, consistent and sustained source of data on remote sensing of ocean colour and other remotely sensed physical measurements of the ocean is required through the GEOSS infrastructure. The virtual constellation of ocean colour radiometry (AR-09-02a), is expected to foster the long-term commitment necessary to guarantee the uninterrupted flow of Earth-observation data into the future. Capacity Building (capacity building is defined to include the development of capacity related to: (i) Infrastructure and technology transfer (Hardware, Software and other technology required to develop, access and use EO); (ii) Individuals (education and training of individuals to be aware of, access, use and develop EO) and (iii) Institutions – building policies, programs & organizational structures to enhance the value of EO data and products). 1) In accordance with the above definition does this Task have a capacity-building component? Please provide a short description. SAFARI contributes to capacity building at the international level through training programs, outreach sessions and workshops. A training program was held in Kochi prior to the SAFARI symposium, targetting graduate students and young researchers. In addition, a number of outreach sessions are designed for the industry and policy makers to inform participants of cutting-edge technology and promote the use of Earth Observation data in fisheries harvesting and management. In relation to the S&T component(s) of this Task, please describe gaps, priorities, continuity needs, barriers, scientific expertise and additional resource needs (this information will be used for developing a gaps and needs assessment in Task ST-09-01) User Engagement Please briefly describe to what extent end users are engaged in this Task and influence the nature of the outputs produced The end users were provided information at a SAFARI workshop (November 2008) and at an information session (March 2009) where they were requested to voice their requirements to the remote-sensing community. The secretariat, located at the Bedford Institute of Oceanography, Canada, is composed of two directors, Drs Trevor Platt and Venetia Stuart (IOCCG) and an executive scientist, Dr Marie-Helene Forget and a project manager Lisa Delaney.
