We want to build a solid three-room school building for the elementary school of Koy Meng, to replace an old wooden building built by Children of the Mékong in 1993. This former building no longer guarantees good educational conditions and presents a danger for students, since the wood is riven with termites: one of the three classrooms has already collapsed during a storm. Currently, classes are interrupted as soon as it rains too hard or the winds are too violent. This province, located in the North West of Cambodia, is one of the poverest in the world. General Presentation The village of Koy Meng is situated not far from the town of Sisophon, a dozen kilometres from the main highway and reached by roads in very bad condition. Floods are frequent in the rainy season because a river passes through the village. The schools accepts children from this village but also from the neighbouring village of Stung Chas, thus more than 2,000 inhabitants in total are involved, including almost 800 children under the age of 18. Most of the inhabitants are farmers or fishermen (83%); others are workers and often go to seek work in Thailand (15%), or office workers (2%). The village of Koy Meng also possesses a secondary school that services all the surrounding villages and is located a few kilometers from the primary school. Thus it is an important school that offers children the possibility of studying conveniently through secondary school level. The primary school this year teaches 275 students divided into 7 classes divided among 5 classrooms. The wooden building was built by us in 1993, 18 years ago. Today this building is necessary for the school and is still used, but it is in very bad condition and has become dangerous for the students. The wood has been eaten away by termites, and of the three classrooms, only two remain, after part of the building crumbled during a storm. Because of the risk of collapse, classes are suspended in the event of torrential rains or high winds, which happens regularly in the rainy season. Moreover, as soon as it rains, the zinc roof has holes that let water drip onto the room. Classes in the old building. These poor conditions for studying diminish the attraction of children to the school, and make many children who might continue to study instead abandon their education. Thus while during the school year 2009-2010 the primary school had 318 pupils, it had only 275 the following year, 2010-2011. The new building Faced with these difficulties, the director of the primary school, supported by the authorities of the district and the commune, has made an application to have a new building of three classrooms for the primary school, to replace the old building (that will be demolished). During construction, classes that take place in the rooms of the old building could be held in the pagoda that is situated beside the school. This new building will allow the primary school to have three new classrooms to replace the two in the old wooden building. The supplementary classroom will enabled a reduction in students per class, which is all the more necessary because the new building will certainly involve an increase in the number of pupils in years to come. In fact, the school has enough teachers to divide certain classes where there are sometimes more than 60 students. The building will be of concrete, with a tile roof and a tiled floor. A tiled floor will facilitate the cleanliness of the classrooms, and the type of roof will enable keeping cool air as long as possible in the building. The necessary furniture (benches and tables for the students, desks and chairs for the teachers and blackboards) is also included in the project estimate. We also foresee building toilets; in addition to guaranteeing good hygiene and teaching the students good habits, this will facilitate access to the school for girls, for whom the lack of a washroom is a real problem. The new building will be modelled on other buildings constructed for EDM in the region, like this one 6/10 Num et Nom du projet – date (1 janvier 1900) Nom et prénom Bambou Budget An estimate was done for the building, which is offered in an appendix. Children of the Mekong does not launch projects until all the funds are found. This is the best solution to avoid what is sometimes encountered in Cambodia: half-constructed buildings that tumble into ruin even before they have been used because of a financial problem encountered during construction. The length of the search for funds requires several months’ delay between the launch of a project and the start of construction. During this time the cost of materials often goes up. In order to cover the inflation during this period, a margin of security of 10% is now built into the estimates for our projects. If a balance remains at the end of a project, we then examine with the person responsible the best way of using this sum for the beneficiaries. For the construction of a school, for example, this might consist of buying school materials or books, a computer for the teachers, or any other material the school might need. To this base budget, Enfants du Mékong adds the cost of overhead, amounting to 15% of the total budget of the project. Thus we obtain the following budget, based on the currency exchange rate of 1 € = 1.30 $: Estimate In $ 29,826 Margin 10% 2,983 Budget net 32,809 EdM overhead 15 % Total Budget In € 25,237 4,454 29,691 The total budget is 29,691 Euros. 7/10 Num et Nom du projet – date (1 janvier 1900) Nom et prénom Bambou The teachers and representatives of the village of Koy Meng Because it is difficult to acquire a taste for school in dilapidated buildings, let’s give the children of Koy Meng a new building! A collaborative project Enfants du Mékong does not create its own projects, but rather responds to and supports local demands. The demand for this new building was formulated by the director of the primary school, Mr. La Rattana, who was supported by the local authorities and the local representatives of the Ministry of Education and Sports. This new building will thus be built for the public school of Koy Meng, and will then be managed by the director of the school. This very dynamic person, motivated for his school, can serve as the guarantor of the durability of this project. 8/10 Num et Nom du projet – date (1 janvier 1900) Nom et prénom Bambou Appendix . > Estimate The estimate for the new building was drawn up by Mr. Chao Seth, a businessman of Sisophon, whom we have called upon for all the work in the Banteay Meanchey area. This businessman does quality work, employing specialised workers and members of the local population on whom he calls for these worksites; this enables giving work to the villages being aided and thus involves local people in the school’s life.
