Exhausted gas emission control plan for in -use motorcycles
and mopeds in the provinces and cities
(Decision No. 909/QĐ-TTg dated 17 June 2010)
1. Objectives
a) General objectives
To control gaseous pollutants emitted by in -use
motorcycles and mopeds in Hanoi capital, Ho Chi Minh city
and the cities classified as type 1 and type 2.
b) Specific objectives in the period from 2010-2013
•
To propagandize, educate the awareness and responsibility
for state agencies and organization at national and local
levels, enterprises and individuals.
•
To strive for 20% of targeted people who use motorcycles
and mopeds in Hanoi and Ho Chi Minh city perform
inspection, maintenance and repair to ensure stipulates of
exhausted gas emission standards.
•
To build up a network of at least 100 inspection stations in
Hanoi and 150 in Ho Chi Minh city.
•
To train at least 500 managers, technicians, professional
staves in Hanoi and Ho Chi Minh city.
2. Solutions
• Propagandize and raise the awareness of transported
users about the harmful effects of motorcycle’s and
moped’s gas emission and the benefits of periodic
maintenance, repair and usage of clean fuels.
• Conduct the regular and continuous emission control
and inspection.
• Establish step by step and develop units for motorcycle’s
and moped’s emission inspection mainly based on the
existing vehicle regislation centre and authorised dealer
of motorcycle and moped’s manufacturer.

Action plan of the ministry of transport to respond to
climate change in the period 2011-2015
(Decision No. 199/QĐ-BGTVT dated 26 January 2011)
1. Objectives
a) Overall objectives
To create the capacity to respond to climate change in
order to contribute to sustainable transport development.
b) Specific objectives
•
To assess impact level of climate change to the road,
railways, inland waterways, maritime, aviation sectors
and transportation activities.
•
To identify suitable adaptation measures for transport
construction works to minimize damage and ensure
smooth and safe traffic.
•
To mobilize international resources to support the
application the solutions to adapt to climate change, to
mitigate greenhouse gas emissions and to raise
awareness, expertise, management operations…

The scheme on environmental pollution control in
transport activities

1. Objectives
a) General objectives
To control, prevent and restrain the increasing of pollution;
To revert the environment to the original state in transport
activities; To forward to the establishment of a sustainable
and friendly transport system with environment.
b) Specific objectives the period from 2011-2015
•
To complete the training, raising awareness on
environmental protection for key staffs of transport sector.
•
Industrial enterprises under transport sector should have
their own environmental management system.
•
By 2015, at least 25% of new produced coaches; 80% of
bus stations classified as type 1 shall be equipped with tools,
equipments to collect and treat rubbish, waste water
•
To complete noise map at 50% of airports.
2. Specific tasks
•
To build and perfect legal document system as well as
policies, mechanisms and management organization
structures on environmental protection in transport sector.
•
To control waste from transport activities.
•
To propagandize and train to raise management capacity
on environment in transport sector.
•
To apply advanced science technology in transport sector
in order to control and reduce environmental pollution.

Roadmap for application
1. Manufactured, assembled and imported brand-new cars
must be apply of exhaust emission standards at Euro 4
on date 01 January, 2017
2. Manufactured, assembled and imported brand-new cars
must be apply of exhaust emission standards at Euro 5
on date 01 January, 2022
3. Manufactured, assembled and imported brand-new
motorbikes must be apply of exhaust emission standards
at Euro 3 on date 01 January, 2017
