Patio Abshact The purpose of this study is to develop an instrument that can be used in identifring the counseling needs of public high school students in Pampanga, The researcher employed focus goup discussions to generate items for the Student Counseling Needs Inventory. The initial 256 items were frirnmed down into 140 items after the content validation. The test was administered to 700 students from different public schools in Pampanga Data from the participants were then arnlyzsd using exploratory factor analysis (EFA) to detemrine the number of variables and latent factors of the test. After the EFA, the SCNI w:N trfunmed down to 48 items with four factors namely: personal social needs, career and academic needs, selfesteem needs and spiritual needs. The Alpha coefficient of the instrument was exemplary at 0.90. The developed instrument will be vital in identiffing and addressing the counseling needs of public high school students in Pampanga The instrument will also be useful creating a comprehensive guidance progfitm forpublic high schools in Pampanga. in High school is an exciting yet challenging time for students. In this stage, students are characterized by a need to explore a variety of interests, connecting their learning in the classroom to its practical application De Socio and in life and work ('Why Mddle", 2010). According to Hootuan (as cited in Barell, 2009),this is the stage where students will learn howto socialize with their pe€rs and where they "achieve developmental milestones". Furtherrnore, sfudents, during their time at school, can experience "heightened psychosocial stess". The high school yeirs are also the period that is centered on adolescence. Hurlock (1984) describes adolescence "as a period adolescents are exposed to of stress and storms". This stage is where risky behaviors such as smoking drinking, drug use and sexual behaviorsthat if not properly addressed could lead to their inability to finish education, lower
