Brazil in numbers
On 28th June, the Central Bank revised its projection for Brazil’s 2012 GDP downward, from 3.5% to
2.5%. The bank’s survey of economic analysts lowered the average projection to 2.18%. On the
other hand, the Bank altered its projection for IPCA inflation in 2012 upward, from 4.5% to 4.7%. In
late May, Finance Minister Guido Mantega predicted that GDP growth would be 4% in 2012, but on
28th June agreed with the Central Bank that GDP growth in 2012 would be “at least” 2.5%. If
confirmed, this projection would mean that Brazil’s GDP growth in 2012 would be lower than that in
2011 (2.7%).
Brazil’s trade balance registered a surplus of $7.07 billion in the first half of this year. The surplus is
the result of the difference between the total of $117.215 billion in exports and $110.142 billion in
imports. The data was released today (July 2) by the Ministry of Development, Industry and Foreign
Trade.
The central bank lowered the nation’s benchmark Selic rate from last month’s 8.5 percent to 8.0
percent, saying the risks of an inflationary spike are “limited.” The reduction announced on 11 July
night comes as the government tries to stimulate a national economy slowed by the global financial
crisis. Brazil’s central bank two weeks ago lowered its economic growth forecast for this year from 3.5
percent to 2.5 percent. The Sao Paulo Federation of Industries says this year’s Gross Domestic
Product will grow even less: 1.8 percent.

Credit growth in Brazil and the risk of increase default
President Dilma Rousseff has made enormous efforts to revive the Brazilian economy, a priority of her
government. Be it through tax incentives for key industries or increased lending by state-controlled
banks as Caixa and Banco do Brasil. But the choices taken by the Brazilian government to stimulate
growth through consumption may have unintended consequences.
Credit growth has also increased risks of defaults. Influenced by the credit boom and the slowdown in
economic activity, the default rate among Brazilian consumers has increased a lot. In some cases,
like auto loans, defaults exceed 2009 levels (top crisis period). According to some specialists, the
default rate is not yet at its peak, it is a lagging indicator. As the economy had a modest performance
in the first quarter of 2012, with an expansion of about 0.5%, this weak growth should maintain this
delinquency trend. The Brazilian Central Bank estimates that payment delays of 90 days on personal
credit account for 7.59%, compared to 8.54% in May 2009 – the highest levels in the post-crisis
period. But the situation appears more critical in auto loan financing: the delays amounted to 5.5%,
surpassing 2009′s highs of 4.4%. According to some experts, default rates are expected to grow in
2012, besides that fact that banks are using models to reduce risks and consumers are learning how
to use credit in a more rational criteria, the outlook is not very promising. Local government is
investing in several awareness campaigns to educate consumers (financial education program) but
Brazilian economy should not see any improvement in default rates during this year. Many companies
in Brazil (retail, telecom, banks) have been seeing steep rises in loan loss provision due to consumer
defaults. This became clear as the companies reported their quarterly results.
Brazilian government’s point of view
According to the Minister Guido Mantega, the credit has been growing in a healthy and consistent
manner. People are taking loans because they are employed, migrating from informal activities to
formal jobs, and receiving higher incomes. In the last year, about 9 million people took loans for the
first time in their lives. Such a breakthrough rate is unprecedented in Brazil’s recent history. The main
question is if this whole idea of increase purchasing power of the lower social classes and the
resultant indebtedness is sustainable.

New Stimulus Package Includes R$8.4 Billion in Government Purchases
The government on June 27 unveiled its eighth economic stimulus package since 2009.
The principal measure was the announcement of R$8.4 billion (US$4 billion) in government purchases
affecting the areas of health, education, agriculture and defence. The government also lowered the
long-term interest rate (TJLP) from 6% a year to 5.5%. This rate is used exclusively on loans from
the National Development Bank (BNDES).
Out of the R$8.4 billion in government purchases, R$1.8 billion (US$869.5 million) was already
included in the year’s budget. The remaining R$6.6 billion (US$3.18 billion) will be added through
presidential decrees. The purchases will include ambulances, school buses, backhoes, tractors,
motorcycles and armoured cars.
Finance Minister Guido Mantega said the package will add 0.2% to the year’s economic growth. He
also, however, lowered the government’s projection for this year’s expansion from 2.7% to 2.5%.
Economists, who are projecting growth of only 2.1%, considered the new measures insufficient to
have any significant impact on the economy. The São Paulo State Federation of Industries (Fiesp)

called the purchases part of the package “timid” but applauded the reduction in the long-term interest
rate.
“The purchases will have to go through a bidding process and will not be fast enough to overcome the
effects of the slow growth (of the economy),” said Fiesp president Paulo Skaf.

More help for the economy - R$20 billion in BNDES loans for the States
In another economic stimulus package, the government on June 15 announced it will create a R$20
billion (US$9.8 billion) special line of credit for state governments to invest in public works projects.
The funds will come from the National Development Bank (BNDES) and projects must be approved by
January 31, 2013. The loans will carry interest rates of 8.1% a year and will have terms of 20 years.
In addition, the government adopted new measures to stimulate private-public sector projects.
Companies entering into 3P arrangements will be exempt from paying PIS/Cofins social contribution
taxes and income taxes on the revenues generated by the projects. The government also raised the
limit imposed on states for 3P investments from 3% of their gross revenues to 5%.
These measures were announced by President Dilma Rousseff and Finance Minister Guido Mantega in
a meeting with 23 governors. According to the governors, Rousseff said the measures were necessary
to spur economic growth and protect Brazil from the still turbulent situation in Europe.
Mantega stated that the government is prepared to finance any state investment project that creates
jobs and stimulates the economy.

Brazilian foreign direct investments
Despite of the international crisis, Brazilian investments abroad are growing.
The Center for International Business of Fundação Dom Cabral announced yesterday the results of
the “Ranking of Brazilian Transnational 2012” - an annual study that ranks the level of
internationalization of Brazilian multinational companies from variables as income, assets and number
of employees in other countries. The study shows that the Brazilian companies have gradually
increased the level of internationalization in the rate of 1% per year. Furthermore, 60.9% of them
plan to expand in markets in which they already operate, and 27.7% of companies plan to invest in
new markets. According to the survey, Brazilian firms are more present in Latin America (77.8%) and
North America (57.1%). According to the specialists, there is a strong tendency of Brazilian
multinationals to begin their process of internationalization in Latin America. The survey shows that
63.3% of companies surveyed had installed its first international subsidiary in countries in LA region.
In 2012, the Ranking of Brazilian Transnational shows the three first places companies JBS-Friboi,
Gerdau and Stefanini, leading the ranking with 53.8%, 51.6% and 46.4% of internationalization
index, respectively. Among companies with revenues up to US$ 1 billion, the most internationalized
are Metalfrio (45.2%), Ibope (43.8%) and Sabo (36.3%). Mining company Vale is the company that
is present in more countries (38), followed by Stefanini (26) and Odebrecht (25).

IMD announces its 2012 World Competitiveness Rankings
IMD today announced the findings of its annual World Competitiveness Yearbook (WCY). The WCY
rankings measure how well countries manage their economic and human resources to increase their
prosperity. The most competitive of the 59 ranked economies in 2012 are Hong Kong, the US and
Switzerland. Despite all its setbacks, the US remains at the center of world competitiveness because
of its unique economic power, the dynamism of its enterprises and its capacity for innovation. "US
competitiveness has a deep impact on the rest of the world because it is uniquely interacting with
every economy, advanced or emerging. No other nation can exercise such a strong "pull effect" on
the world. Europe is burdened with austerity and fragmented political leadership and is hardly a
credible substitute, while a South-South bloc of emerging markets is still a work in progress. In the
end, if the US competes, the world succeeds!" said Professor Stephane Garelli, director of IMD's
World Competitiveness Center. The most competitive nations in Europe are Switzerland (3), Sweden
(5) and Germany (9), which have export-oriented manufacturing and fiscal discipline. Meanwhile,
Ireland (20), Iceland (26) and Italy (40) look better equipped to bounce back than Spain (39),
Portugal (41) and Greece (58), which continue to scare investors. Emerging economies are not yet
immune to turmoil elsewhere. China (23), India (35) and Brazil (46) have all slipped in the rankings,
while Russia (48) climbed only one place. All Asian economies have declined apart from Hong Kong
(1), Malaysia (14) and Korea (22). Latin America also had a tough year, with every nation falling
except Mexico (37).

Creative industry – sector priority for Brazilian government
The Brazilian Ministry for Culture launched on Jun 1st, 2012 the Brazilian Observatory of the Creative
Economy (OBEC) to study and to coordinate sector’s data and activities, aiming to design a national
policy to address this issue in Brazil. The Observatory will work together with regional agencies that
foster research in public universities and with local supply chains. According to Brazilian Ministry for
Culture, Ana de Hollanda, the creative economy "mobilizes a large amount of direct and indirect jobs
in Brazil, but currently there is no way to measure it," because there is no reliable basic information.
There are no official statistics on the segment in Brazil and the Ministry of Culture has estimated that
the creative economy represents about 2.5% share of the Gross Domestic Product (GDP). In direct
activities, the sector employs formally 771,000 people. According to the United Nations Conference
on Trade and Development (UNCTAD), the creative economy moved around the world US$ 592
billion. Brazil is not in the list of 20 countries with the greatest creative economies. The Observatory
of the Creative Economy will publish regularly studies and researches about this sector in Brazil.

Economic growth: Pernambuco x Brazil
At a time that the half year milestone approaches and optimists as well as skeptics wonder what
Brazil´s economy will look like at the end of 2012, Condepe/Fidem, Pernambuco’s state planning and
research agency, has announced that the state´s growth during the first quarter of 2012 reached
4,6% compared to Brazil´s overall growth of 0,8%.
It is indeed a remarkable performance and can only be explained by the numerous new projects
under way that have flooded the local economy with work opportunities and capital. It is noteworthy
that many of such projects are still in the initial phase and will only mature over a timeframe of 5
years (or more). The projects mentioned by Condepe are: all the industries in Suape (including the
petro-chemical plants and the Petrobrás refinery), the pharmaceutical cluster, the automotive cluster
new urban development projects, the new football arena (for the World Cup) and other infra-structure
projects such as a new port terminal and the Transnordestina railway.
The question of course is how long will this bonanza last? Condepe /Fidem is quite optimistic.
According to their forecasts, considering most of the above mentioned projects are in an initial phase,
especially in Suape (where most of the industrial units are yet to start production) and the
automotive cluster (where the construction of the first industrial units has just begun), the quasi
Asian growth pattern, according to the economic research institute, should be maintained until 2019.
This optimism might be far-fetched since the reported economic growth has been spurred by the
public sector as well as the private sector. Both are sensitive to ups and downs, and the near future is
unforeseeable due to the deep uncertainties in Europe.

Dilma eist aanscherping regels voor privatisering luchthavens
Al geruime tijd wordt er uitgekeken naar de aankondiging van de tweede reeks van veilingen van
luchthavenconcessies: Galeão (Rio de Janeiro) en Confins (Minas Gerais). De aankondiging laat echter
nog op zich wachten. De oorzaak lijkt de wens van President Dilma Rousseff om de regels die het
Secretariaat van Civiele Luchtvaart (SAC) voorstelt voor de veiling van de concessies, verder aan te
scherpen.
Na de veiling van de concessies voor 3 grote luchthavens (Guarulhos, Viracopos en Brasília) in
februari, waar relatief kleine spelers de hoofdprijs wonnen, lijkt President Dilma nu aan te sturen op
gunning aan grote ervaren luchthavenoperators. Dit betekent dat partijen die willen meedoen aan de
eerstvolgende veilingen, moeten kunnen aantonen ervaring te hebben met het runnen van
luchthavens met tenminste een capaciteit van 30 miljoen passagiers per jaar, in plaats van de eis van
tenminste 5 miljoen die bij de eerste ronde gold.
Voorts wordt de mogelijkheid overwogen de inschrijving voor de veilingen te beperken tot
bouwbedrijven, met aparte dienstencontracten voor de exploitanten. Bij de vorige veiling was juist
wel de aanwezigheid van buitenlandse operators in het consortium een eis.
Mogelijk gevolg is een betere uitgangspositie voor grote internationale spelers in de luchthavensector
maar waarschijnlijk ook verdere vertraging van het proces.

Government Signs Airport Concession Contracts
After an over two-month delay, the government on June 14 finally signed the concession contracts for
the airports of Guarulhos, Viracopos and Brasília.

The control of all three airports was sold to the private sector in February and they were supposed to
have been turned over to their new controllers by the end of March. Concerns surfaced, however, that
the winning bidders did not have enough experience to prepare the airports for the 2014 World Cup
and rumors spread that the government would annul the privatizations.
This did not happen but analysts have warned that the delays could compromise the ability of the
new airport controllers to meet their deadlines. This was denied on Thursday by representatives of
the winning groups who will have to invest R$4.2 billion (US$2.04 billion) to prepare the airports for
the World Cup.
The next step in the privatization process will be to turn control of the airports over from the stateowned airport operator Infraero. This is expected to take six months.

Ontwikkelingen Porto Maravilha
In de aanloop naar het WK2014 en de Olympische Spelen in 2016 wordt er hard gewerkt aan het
Porto Maravilha (“geweldige haven”) project. De komende 15 jaar zal er tegen de BRL 8 miljard
worden geïnvesteerd in de herontwikkeling van het oude havengebied van Rio de Janeiro.
Concessiehouder Porto Novo, bestaand uit private projectontwikkelaars/bouwers Odebrecht, OAS en
Carioca Engenharia, is verantwoordelijk voor zowel de bouwwerkzaamheden als de daarna benodigde
onderhoudsactiviteiten en diensten zoals vuilophaal.
Grote delen van het vervallen havengebied zullen worden gerevitaliseerd in nieuwe gebieden met
residentiële en commerciële doeleinden. Om meer bezoekers aan te trekken zal er o.a. een
futuristisch “Museum of Tomorrow” worden gebouwd. De bestaande infrastructuur zal worden
opgeknapt en daarna worden uitgebreid met een geschatte 5 miljoen m² aan nieuwe infrastructurele
projecten.
CDURP, het gemeentelijk orgaan verantwoordelijk voor de coördinatie tussen de verschillende
publieke en private spelers in het project, hecht tevens veel belang aan de verbetering van de
levensstandaard van de vaak zeer arme huidige bewoners van het gebied. De veiligheidssituatie is
tegenwoordig al aanzienlijk verbeterd door de ‘pacificatie’ (permanente politieaanwezigheid ter
verjaging/bestrijding van gewapende drugsbendes) van verschillende favela’s in de regio. Hierop
wordt nu vooral gefocust op verdere urbane ontwikkeling van deze achterstandswijken (aanleg van
riolering, water-, elektriciteits- en telefooninfrastructuur, etc.).
Binnen het Porto Maravilha project zijn er al tamelijk wat opdrachten vergeven. Hierbij gaat het
vooral om Braziliaanse bedrijven. Toch zijn er uitzonderingen: zo zijn er al projecten bevestigd met
deelname van de beroemde Britse architect Norman Foster en Franse designer Philippe Starck. Na
een vruchtvol gesprek begin juli tussen o.a. het Nederlands Architectuurinstituut (NAi) en het
Ministerie van OCW met CDURP, wordt nu gekeken naar de mogelijkheden voor follow-up om
relevante Braziliaanse spelers in contact te brengen met Nederlandse partners om zo samenwerking
in de (nabije) toekomst mogelijk te maken.

Petrobrás announces update of its investment plan
On June 14th, Petrobrás announced its new and long awaited 5 year investment plan. Given the
numerous uncertainties haunting the world´s economic spectrum, as well as the political meddling
which has shaken the market´s perception of the company´s reputation, the announced investment
plan can better be seen as its five year investment guideline. The last such five year forecast was
announced by former corporate President Sergio Gabrielli in 2009 and established a daring landmark
of US$ 224 billion.
Moved by the open market imperative and having recently been appointed President of Petrobrás,
Graça Foster hastened to review the plan, make a number of adjustments, and announce the 20121016 programme. Total investments in the coming 5 years have now been estimated at a slightly
higher level (+5.25%). The dollar amount has been adjusted to US$ 236.5 billion.
As in the 2009 plan, this year, once more Capex in oil exploration and production (which in Petrobrás
refers especially to offshore and logistics equipment) has been granted the biggest share of the cake.
The company has pledged US$ 141.8 billion to this item. Second, with an allocation of 25.5 billion
comes the company´s refining segment which, given increasing demand, is in dire need of new
refineries.
The June announcement had little impact on the markets’ mood since Petrobrás’ shares are still being
traded at significantly lower prices if compared to 3 or 4 years ago. This can in part be explained by
the gasoline and diesel price freeze (market observers believed a 10% increase would be necessary),
which in turn also affects the much needed cash generation to pay for the budgeted long term
investments. In the last week of June, Petrobrás together with Federal Government officials
announced a gasoline price raise of 7.83% and a diesel raise of 3.84%. The new prices will be

charged at the refineries, however have been announced together with a (CIDE) fuel tax reduction.
Federal authorities expect the distribution companies (BR, Shell, Ipiranga, Texaco, etc.), will preserve
the end consumer price constant, keeping the impact on inflation neutral.

Transpetro launches third PROMEF ship
Transpetro, a subsidiary of Petrobrás responsible for the transportation of petroleum and natural gas,
received a new product shipment vessel on July 10th in concordance with the company’s Fleet
Expansion and Modernization Program (PROMEF). The ship, named after Brazilian historian Sérgio
Buarque de Holanda, was unveiled at a ceremony in Rio, and is one of the 49 vessels that has been
ordered by Transpetro in the port of Niterói.
The vessel, which spans 83 meters (272 feet) in length and measures 43 meters (143 feet) in height,
is capable of carrying approximately 48,000 tons of oil, and immediately went into operation this
morning with a naphtha shipment headed for Salvador.
During the launch ceremony Edison Lobão, Minister of Mines and Energy said, “I heard a warning to
the effect that the government has to take action against possible discontinuation of production.
Through Petrobrás, Brazil currently has the largest order in the world to fill, with US$250 billion over
five years spent on ships, platforms, rigs, supply vessels and other equipment. There is no chance of
things slowing down.”
Sergio Machado, president of Transpetro, drew attention to three new shipyards currently being
constructed, as well as the barges being built to ensure more efficient ethanol transportation across
the river Tietê, thus replacing the heavy use of trucks.
These expansions are expected to bolster Brazil’s increased maritime commercial traffic in ports such
as Rio de Janeiro’s Guanabara Bay, which has already seen a huge surge in the number of ships
arriving daily. The developments will facilitate the rapidly growing imports and exports, which could
turn Brazil into a leading international oceanic trading partner.

IHI to participate in EAS shipyard
In early 2012, Samsung abandoned its partnership with the two Brazilian construction firms – Queiroz
Galvão and Camargo Corrêa in the EAS-South Atlantic Shipyard in Recife. Since then, these two
Brazilian partners have been seeking a new partner with strong technical experience in this area
(construction of “drill ships” and oil tankers). On 28th June, IHIMU (IHI-Marine United), a division of
IHI-Ishikawajima-Harima Heavy Industries, signed on as the “consultant shipyard” to replace
Samsung. IHI is controlled by the Mitsui Group. EAS is under contract with Petrobrás to build seven
drill ships and 22 oil tankers. The relations between EAS and the South Korean firm Samsung
worsened since 2011 when the first EAS oil tanker – “João Cândido – presented some “problems” that
delayed its delivery to Petrobrás.

4. Agribusiness
Brazil and the Netherlands collaborate on sustainable bio-fuel
In the coming two years, Brazil and the Netherlands will intensify their collaboration on the
development of biofuels that meet sustainability requirements. The two countries will also be sharing
knowledge of new techniques for the use of biomass for electricity generation. State Secretary Atsma
(Infrastructure & the Environment) today signed an agreement on this with Luiz Figueiredo Machado,
the chief negotiator for Brazil at Rio+20. Brazil is a large producer and supplier of sustainable biofuels
produced from, for example, sugar cane or organic residual materials like wood pulp. In the
Netherlands, 4.5% of fuels brought onto the market must be from renewable sources. This means
that in the Netherlands the demand for sustainable biofuels is increasing sharply. Mr. Atsma: ”The
Netherlands only wants to use fuels that are produced in a manner that has no negative impact on,
for example, agriculture, food production or nature. It is therefore important that the Netherlands
informs countries and companies that produce biofuels of our requirements in terms of sustainability
in order for them to take these requirements into account in their production process. In this
agreement supply and demand are in perfect alignment.” Moreover, Dutch knowledge is being shared
with Brazil so that bio-energy can be used in a factory in the Brazilian state of Maranhão. At this
factory organic residual materials like wood pulp can be processed into biofuel that is then used to
generate power.

Vale to build Amazon biofuel plant
Vale is planning to build the world’s largest single palm oil processing plant by 2015 in the state of
Pará – in an effort to curb its vast fuel costs (machinery, ships, trains and trucks and held develop the
Amazon region – at an estimated cost of US$ 500 million. The new effort is called Biopalma.
Currently, Vale consumes one out of every 33 liters of diesel fuel in Brazil. This project will create
some 6,000 jobs and use local farmers to produce about 25% of the required palm oil fruit. The
biodiesel produced will be some 30% cheaper than the current price of regular diesel fuel.
Within three years, Biopalma should be processing 560 tons of fresh palm oil fruit bunches per hour.
By 2019, this project will cover 175,000 hectares in Pará and produce about 600,000 of palm oil per
year. Currently, Brazilian legislation requires 5% biofuel added to diesel, and 10% by 2020. By
2017, Vale will be using B-20, composed of 20% biodiesel.
Vale has a joint venture with YPF in Argentina to produce natural gas to supply its potassium mining
