The union being slave free and confederacy pro-slavery Meanwhile in Mexico… In 1861 the liberal Benito Juarez became president. He was obligated to pay the debts Mexico had with France, Britain, and Spain. France, Britain, and Spain sent naval forces to Veracruz to demand reimbursement. Britain was officially neutral. But high officials liked the confederacy while the public liked the union. But two confederate warships were built in Britain. One being the CSS Alabama Britain and Spain negotiated with Mexico, but France ruled by Napoleon III decided to use the opportunity to take over Mexican territory in 1861. Franco-Mexican War 1861-1867 The Second Mexican Empire Born in Austria, Maximiliano I, became the head of the French rule in Mexico. This led to La batalla de Puebla. (the Battle of Puebla) Mexico was led by Texas born Ignacio Zaragoza Mexico had 2,000 troops and France 6,000 troops . The war ended, Maximiliano I was executed and America forced France to leave.
