SCOPE The access control system shall be a completely integrated security solution providing controlled access to the facility at specified locations through the use of high security proximity technology. The system shall provide distributed supervised inputs and outputs to allow for alarms to be detected and triggered. These inputs and outputs shall be configurable via software to control building functions such as power control. The system control panels will be fully upgradeable using flash memory firmware upgrades to be compatible with an enterprise-networked system. 2. SYSTEM ARCHITECTURE The access control and alarm monitoring system shall be a flexible single-user, openarchitecture facility management system. The system shall be designed using reliable state-of-the-art technology allowing for easy and economical expansion. The scaleable design shall allow for operation from a single PC or through a software upgrade accommodate multiple users in Local Area Network (LAN) or Wide Area Network (WAN) configurations. The system shall feature a powerful software embedded scheduler (Engine) that intelligently controls the reader network to provide automated data collection and configuration updates, facilitating seamless operation from controllers. All control panels shall utilize off-line distributed processing concepts including inter-controller communication if upgraded. The distributed processing and inter-controller communication shall include the ability to download system parameters to any field panel thus allowing the field panel to provide full operating functions independent of any connection to the host server PC. These field panels shall have the ability to communicate between themselves without server intervention. This will allow for functions such as anti-pass back control for zones incorporating multiple controllers. The system shall support the open-architecture SQL compliant Interbase/Firebird client/server database. SYSTEM SOFTWARE The software suite shall comprise various integrated software modules that allow for the full integration and retrieval of transactions from the hardware, as well as alarm monitoring, reporting, and scheduling capabilities. The software modules shall allow editing of personnel, access levels, system configuration and reporting to be controlled by a password protected user interface. System operation for individual operators shall be possible using assigned passwords only. The software shall include a web server module for web based reporting. Additional 3rd party server support shall be available in the form of database connections. The Access Control software shall cater for access control, elevator control, and alarm monitoring and visitor management. It shall be capable of acting as a backbone for Asset Management, Job Costing, Time and Attendance, Canteen Management, Vehicle Tracking through gates or control points, Building Management and many more. The user shall have the ability to perform hardware configuration changes during or after the installation which shall include functions such as door open time, door contact time, location and reader names, and tagholder access rights configuration. The system software shall support configuration of alarms triggering the system. The system shall incorporate scheduled events activated by either time or a specific programmed event, therefore being time or event triggered. Events such as message display relay action must be supported. Access control functions shall include validation based on time of day, day of week, holiday scheduling, and access validation based on positive verification of card, card + PIN (Personal Identification Number), card + PIN + reason code (preprogrammed reason for entry), special preprogrammed PIN configuration for use by personnel such as USPS. Comprehensive reports shall be printed out on request under a number of different headings. Custom reports shall be available using the built-in report wizard or SQL interface to the Database through any other report writer software. 3.1 Software Related Features 3.1.1 The Access Control Software shall be fully 32 bit enabled, shall run on Windows 98/NT or 2000/XP and be written using Java programming language thus giving it the ability to be operating system independent. 3.1.2 The software shall support Interbase/Firebird client/server databases. Therefore one employee master record with multiple tag records associated to the master record. 3.1.5 Sites can be conveniently configured with efficient utilization of access control units. 3.1.6 Comprehensive visitor support shall include, tracking of visitors, visitors stored in master table, so that permanent records of visitors are available. This feature must allow for the creation of visitor tags with their own specific access rights. 3.1.7 An embedded alarm module shall allow continuous monitoring and reporting of alarms. Using a graphical representation, which include building floor plans by layer. Therefore featuring an active alarm to call the exact floor plan and location screen in order to locate the alarm location very quickly and efficiently. 3.1.8 On-line transaction viewer shall allow security to view transaction as they occur. 3.1.9 The system shall support siren and event times. 3.1.10 Zone occupancy, visitor, and limited time calculation reports shall be available. These should also be available through a standard web browser such as Netscape or Internet Explore. No addition special software must be required in order to use the Web Reports feature. 3.1.11 Multiple freeform data field 254 characters shall be used to capture any additional user data. 3.1.12 A special data field shall provide for the recording of an image of the cardholder or visitor these images must be stored in the main database file. The images must not be stored in a separate directory and linked to the database via a database link. 3.1.13 The system shall support all printers supported by Windows 98/NT/2000XP. 3.1.14 Any queries against the database shall not impact on the performance of the readers. HARDWARE The quantities of components shall be determined and installed by the contractor based on the requirement to provide a fully operational integrated access control system as per the intent of the specification. Communication between components i.e. controller and host PC, and controller and terminals, shall be via shielded twisted pair high quality data cable. All terminals and controllers must allow for direct Firmware upgrade from the RS485 network connection. The units must be upgradeable during normal system operation, therefore should one unit be in upgrade mode all other units will continue to operate normally. The Firmware shall be stored in FLASH memory on the individual units. Each unit in the system will contain a unique Factory ID (fixed address) in hexadecimal code. This number shall be unique to each individual product and be substituted with a system logical address for easy system configuration and installation. The unit product address may not be configurable via rotary or on-board dipswitches; all settings must be software configured via the system protocol. 4.1 System Controller The system controller shall be the Amano IC controller. Each controller shall be linked to a maximum of 48 terminals or 16 access locations. The controllers shall support offline operation and each controller shall have the ability to increase tag capacity by software and firmware upgrade.
