Water Control Room Operator SALARY: $44,850.00 $62,790.00 Annually OPENING DATE: 05/05/15 CLOSING DATE: 05/19/15 05:00 PM DESCRIPTION: Monitors and operates the Supervisory Control and Data Acquisition (SCADA) system in order to regulate the water distribution and wastewater collection systems, including making appropriate adjustments to ensure compliance and production needs are met. EXAMPLE OF DUTIES: 1. Calculates water usage and orders water from treatment plants as needed to meet current and future consumption and production needs. 2. Operates and adjusts well pumps, booster pumps and control valves based on pressure flow data and projected usage. 3. Identifies, reports and documents needed maintenance repairs. Follows up to ensure tasks are completed. 4. Responds to customer complaint calls; determines the urgency of the problem, identifies the appropriate City department to contact to handle the problem, and contacts call-out staff as needed. 5. Operates reservoirs and determine usage and demand trends. 6. Manages and directs use of resources and personnel for resolution of crisis events. 7. Acknowledges, interprets and reports critical alarms in the control room for water and wastewater treatment plants, collection and distribution systems and remote facilities. 8. Adheres to established policies and procedures in performing dispatching duties during emergency situations; notifying appropriate emergency personnel, management and other agencies in the event of an emergency and procuring equipment and materials as required. 9. Regulates zone split stations to ensure appropriate pressure is maintained throughout the zones. 10. Analyzes pumping data to make recommendations and compiles reports regarding water system operation. 11. Performs analysis on water samples. 12. Communicates equipment problems for priority resolution. 13. Maintains a logbook for recording daily conditions, alarms and problems. 14. Regulates use and operation of water production wells to meet populace needs. 15. May regulate use of sewage lift stations. 16. Uses a personal computer to enter data and generate reports for system reliability tracking. 17. Prepares water production and trending reports. 18. Trains team members and cross trains members from other teams on technical skills. 19. Recommends changes and assists in establishing procedures and policies for the standard and emergency operation of distribution and collection systems and associated equipment. 20. Performs other related duties as assigned. MINIMUM QUALIFICATIONS & SPECIAL REQUIREMENTS: Five years of progressively responsible experience in the operation of a water or wastewater treatment plant, water distribution system, utility control room environment or related area. Knowledge of: SCADA system and other applicable software applications General water supply and distribution practices and procedures Safe working procedures, regulations and standards Hazards of all treatment/chemical processes from system and local alarms Operation of pumps, electric motors, valves, telemetry, and equipment control systems. Normal rates of pressures, flows, levels and limits for the City's water system. Ability to: Generate and tabulate technical data Exercise independent judgment in operational duties Perform standardized water quality tests and interpret results. Read and interpret gauges and recording devices. Operate process controls and computers. Establish and maintain effective working relationships with management, subordinates, representatives from other City departments, co-workers and the public. Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying. Special Requirements: Must possess ADEQ Grade 3 Water Treatment Plant System Operator certificate at time of application. Ability to work beyond the normal workday and work rotating shifts that include weekends and holidays Must be available to respond to after-hours and weekend emergency phone calls and work overtime as needed Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. PHYSICAL REQUIREMENTS: Work may require a minimal amount of climbing, standing, lifting and walking, and exposure to seasonal weather conditions.
