THE NATIONAL INSTITUTIONS OF THE CHURCH OF ENGLAND MANAGING EMPLOYER: CHECS IT DEPARTMENT JOB PROFILE JOB TITLE: IT Database Development Manager GRADE: Band 3 LOCATION: Church House ACCOUNTABLE TO: Head of Technical Architecture RESPONSIBLE FOR: N/A KEY RELATIONSHIPS: Internal IT department colleagues, NCI employees and managers, other service users and external IT providers BACKGROUND: The IT Department has undergone a radical transformation. IT now executes a mixture of on-premise, Cloud and 3rd party sourced IT services, in an entirely new and modern IT infrastructure that utilises the latest technologies. The IT function serves 600 staff in NCIs and NCIs colocated bodies and aims to adopt common solutions across NCIs where practical. IT provides a broad range of customer focused IT services such as technical architecture and support, networks, change management, business analysis, project management, Training, Procurement, systems administration and applications hosting requiring a range of sophisticated and innovative skills. JOB SUMMARY: To manage and maintain a range of databases supported by NCIs IT, generate BI reports, provide consultancy support for others hosted on NCIs platform, troubleshoot and resolve incidents and work with IT colleagues, NCIs staff, 3rd parties and projects to implement relational databases and BI solutions correctly and determine and support the best methods of organising, recording, reporting on and migrating data to new and existing databases. 13/05/2017 1 MAIN DUTIES AND RESPONSIBILITIES: Contribute to technical strategy for Database Architecture, management, administration and support and ensure it continually underpins NCIs goals, objectives and plans Maintain an estate of 2012/2014 SQL and other database servers in Production and NonProduction environments and ensure effective maintenance procedures, backups, IT security controls, documentation, operating manuals and disaster recovery plans are in place Own, track and resolve database related incidents and requests, server patching and maintenance, security, backups, restores and tuning in a customer focused manner and within service level agreements Understand and develop solutions using C #, or .Net or PHP or MySQL Provide in-house support. administration, technical configuration and SQL server support for SAP Financials, Microsoft CRM, SharePoint and Power BI, HR and Pension Databases Provide monitoring systems, monitor DB efficiency, server alerts and warnings, take remedial action and provide real time, ad-hoc and monthly performance reports and dashboards Develop and automate DBA operational tasks using DevOps tools and perform general technical trouble shooting and recommend or carry out improvements to mitigate issues Manage NCIs hosted Databases and ensure effective support and delivery to agreed targets Provide Database consultation and support to projects, development teams, IT colleagues and 3rd parties and ensure NCIs and industry technical standards are complied with Appraise and recommend options for Database development requests and proposals and support Database design, set up and testing of new database and data handling systems Manage Database keys and indexes, add, rename, drop and edit tables, establish connections to multiple databases, create and execute queries and alter stored procedures and views Write SQL code and create query definitions that allow data to be extracted and reported Inform the Head of Technical Architecture of all major DBA initiatives, projects and outages Work with IT colleagues and NCIS staff and ensure compliance with data security and Data Protection The main duties and responsibilities of your post are outlined in your job description. PERSON SPECIFICATION: Essential Education: Degree in computer science, Information Technology or similar subject Certification or significant experience in MS SQL Server 2008/2012/2014 C #, or .Net or PHP or MySQL development experience Ability to work effectively with managed and 3rd party service and project providers 13/05/2017 2 Skills/Aptitudes: Contribute to Database Strategy, architecture and roadmap development and governance Relational Database management Proficiency in SQL server 2008/2012/2014) Data Security, Standards, Compliance & Protection Understanding of networking concepts Ability to effectively problem solve and identify ways to mitigate incidents Project management Strong written and verbal communication skills Ability to work under pressure, on own initiative and to deadlines Knowledge/Experience: Significant DBA experience with MS SQL Server 2008/2012/2014 and with VCloud, operating systems, database design, software and structure such as Active Directory, VMWare, ETL, data migration, Windows Server 2008/2012/2014, and networking interfaces - DNS, DHCP, IIS, SMTP Strong experience in working with service desk, infrastructure, projects and 3rd party colleagues to support and resolve 2nd and 3rd line incidents Providing DBA support and development for Microsoft, CRM, SharePoint & Power BI applications Experience with Data Warehousing and Business Intelligence Tools Using replication technologies Using SSIS, SSRS and SSAS and other reporting tools for running queries to extract information from Databases and provide reports and insights on infrastructure resource usage Database and Data structure knowledge and experience in troubleshooting and resolving problems Performance tuning and optimisation, backups, restores and recovery models Implementing automation using scripts (eg Powershell) and automated deployments Knowledge of source control systems (VSTS, TFS, Git, etc.) Using remote management systems Understanding and managing hosted web application databases, providing web analytics and insight tools and reports Personal Attributes: Committed to delivering a high level of customer service Passionate about getting things right first time A sense of urgency and commitment to completion of work, attention to detail, quality and confidentiality Committed to continuing professional development and keeping skills and knowledge up to date Circumstances: The role is based in Westminster and requires working at Lambeth Palace or Bermondsey with occasional travel to Supported Housing locations across the Country Desirable Education: Project management certificate Business Analysis certificate Knowledge/Experience: Familiarity with CRM, SQL & Reporting software Usage of Email Service Providers and database extraction tools such as Fast stats 13/05/2017 3 GENERAL INFORMATION: Who we are and our values We in the National Church Institutions support the mission and ministries of the Church locally and throughout England. Health and Safety Responsibilities The NCIs take Health and Safety at work very seriously and require their staff to familiarise themselves with, and follow, their policy. Confidentiality Staff must not pass on to unauthorised persons, any information obtained in the course of their duties without the permission of their Head of Department. TERMS OF EMPLOYMENT: Starting Salary: £46,079 per annum Pension Contributions: Non-clergy staff will be admitted to the Church Administrators Pension Fund (CAPF, DC Section). Clergy already in the Church of England Funded Pensions Scheme (CEFPS) will have the option of either remaining in this scheme or joining the CAPF scheme. There is no contracting – out certificate under the Pension Schemes Act 1993 in force for this employment in relation to the CAPF and CEFPS. Both CAPF and CEFPS members are contracted-in to the State Second Pension. Hours of Duty: Normal hours of work are 35 per week, Monday to Friday with an hour’s unpaid break for lunch. Annual Leave: 25 days paid leave per leave year. This is exclusive of public holidays and additional holidays approved by your employer. Season Ticket Loan: Staff are eligible to apply for an interest-free travel season ticket loan for their journey to and from work. Contract: The post is offered on an open-ended contract, subject to a six month probationary period.
