INFORMATION SYSTEMS Network Coordinator DEFINITION Position is responsible for providing technical and professional services, including providing Town wide computer support, server support, network monitoring, system back up, computer repair and configuration, training, programming, security compliance and managing computer related supplies. ESSENTIAL FUNCTIONS The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Maintains operation of data processing system; executes nightly backups including set up, verification, and removal to offsite location. Administers ViewPermit program. Maintains ongoing development of Disaster Recovery Manual, including maintaining up to date documentation of all hardware internet protocol, phone list, users batch file, server coverage, virtual network information, password and license keys, camera locations, spam firewall documents, sonic wall information, network/phone floor plans, computer rack diagrams, toner/printer information. Modifies current floor plans to reflect new network or phone locations. Provides computer maintenance, repair, upgrades, monitors network and troubleshooting support to all departmental users; researches and resolves computer or network related problems; manages and monitors performance of site to site communications for access to each user computer, printer, and copiers. Administers Town’s website. Annual Town Report responsibilities included coordination and compiling reports from committees and Town department heads. Responsible for details, proper formatting, modifying diagrams and charts, and securing cover photo; delivers to printer by under tight deadline. Maintains users on active directory server and virus protection server. Trains firefighters in use of Priority Dispatch Software/911. Assists with mobile devices, police car laptops, fire truck and ambulance laptops, cell phones. May serve as MIS manager in his/her absence Performs similar or related work as required. SUPERVISION RECEIVED Under direction of MIS Manager, employee plans and prioritizes the majority of work independently, in accordance with standard practices and previous training. Employee is 1 expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly. Consults with supervisor where clarification or interpretation is required. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines and priorities. Technical and policy problems or changes in procedures are discussed with supervisor. SUPERVISION EXERCISED The employee, as a regular and continuing part of the job, leads other workers in accomplishing assigned work and also performs non-supervisory work that is usually of the same kind and levels as is done by the group led. The incumbent provides on-the-job training to new employees; reports to the supervisor on disciplinary problems, performance and training needs of employees; resolves simple, informal complaints of employees and refers others to the supervisor; may approve leave for a few hours or for emergencies. ACCOUNTABILITY The nature of the professional or technical work means that errors in analysis, techniques or recommendations would probably be difficult to detect. Consequences of errors, missed deadlines or poor judgment could result in excessive costs, delay of service delivery, or legal repercussions. JUDGMENT The work includes a variety of complex technical work assignments with limited guidance and requires examining, analyzing and evaluating facts and circumstances surrounding individual problems, situations or transactions, and determining actions to be taken within the limits of standard or accepted practices. Guidelines include a large body of policies, practices and precedents which may be complex or conflicting, at times. Judgment is used in analyzing specific situations to determine appropriate actions. Employee is expected to weigh efficiency and relative priorities in conjunction with procedural concerns in decision making. Requires understanding, interpreting and applying federal, state and local regulations. COMPLEXITY The work consists of the practical application of a variety of concepts, practices and specialized techniques relating to a professional or technical field. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances; inspecting, testing or evaluating compliance with established standards or criteria; gathering, analyzing and evaluating facts or data using specialized fact finding techniques; or determining the methods to accomplish the work across departments. NATURE AND PURPOSE OF CONTACTS Relationships are primarily with co-workers incidental to the purpose of the work and involve giving and receiving factual information about the work. Other contacts include peers from 2 other municipalities, committees, the public, vendors and service recipients. Courtesy and tact are required. CONFIDENTIALITY Incumbent has access at the municipal level to a variety of confidential information due to full access to computer network files, passwords, and user activity. EDUCATION AND EXPERIENCE Bachelor’s degree in Business or Computer Science and from three up to five years of experience in computer system operations, support, repair and maintenance, networking and server support or any equivalent combination of education and experience. KNOWLEDGE, ABILITY, AND SKILLS Knowledge: Knowledge of network topologies, operating system and software programs; knowledge of contingency planning (Disaster Recovery), email management data communications, information security, phone system, internet connectivity, server support; knowledge of TCP/IP, DHCP, DNS, switches, routers, firewalls, spam and anti-virus troubleshooting and resolution. Abilities: Ability to establish effective working relationships with co-workers, Town employees and citizens at all levels of organization; ability to lead projects effectively so that all users can perform at optimal level; ability to manage multiple priorities and deadlines. Skills: Superior problem solving and programming skills. WORK ENVIRONMENT Much of the work is performed in the computer/server room with constant equipment noise with stringent climate control. May be exposed to outside elements in performance of duties Incumbent may be required to work beyond normal business hours in response to emergency situations or to attend evening meetings. PHYSICAL, MOTOR, AND VISUAL SKILLS Physical Skills Work is typically in a computer/server office setting, involving standing, climbing, sitting, with intermittent periods of stooping, walking. Occasionally, work may require lifting heavy objects, such as computer equipment and carrying them (up to 50/60 lbs.). Motor Skills Duties involve application of hand and eye coordination with finger dexterity and motor 3 coordination. Visual Skills Visual demands require routinely reading documents for general understanding and analytical purposes; reading computer parts and the ability to use computer and hand tools; ability to travel to various sites throughout Town. 4
