A. Working principles
Novas will carefully study the design by CDC and discuss with Hydra to revise the
unproper details on the basic that the revised design can satisfy the working demand
at the minimum cost but ready to the further extension in the future.
B. Some comments on design by CDC :
The design by CDC is describes just the conceptual design, not going into details.
The design only shows the main equipment or materials which represent for 70-80%
of the actual cost. To make the estimation of cost, we should add more related
components and/ or materials, equipment. Some details in the design are not right. In
one word, the design by CDC can be just a reference source.
C. The main changes by Novas :
1. Power package :
In this packages Novas recommend :
+ Transformer station : 02 options
- Transformer of ABB
- Transformer of Thibidi ( Vietnam)
The price is USD 5,000 diferrent, Novas recommend ABB.
+ Medium voltage cabinet : 02 options

Import from Schneider and made in Vietnam , Novas recommend import.
+ Generator : 02 options : Kohler from Singapore and Cummins from China.
2. Camera & CCTV, IT
+ Novas choose analog type instead of IP as designed. This is because the
distance in the plant is not far and if we use IP camera we must build a new
network that is really costly. Using analog camera we can save around USD
50,000.
+ Novas recommend the use of Cat 6 cable instead of Cat7 (40% higher). Cat7
allows 10Gb transmission while we need only 1Gb transmission.
+ Novas recommend to set up 6 cabinets instead of 11 as CDC.
+Telephone provide 60 normal signal terminals and 33 IP terminals that allows to
making international calls at low cost.
3. Fire alarm :
+ Novas recommend to use 02 loops instead of 04 loops by CDC. Novas will set
up the two loops in such a way that they can be easily extended into 10 loops in
the future.
+ Replace the 4 x 1,5 cable by 2 x 1.5.
+ Fire alarm will be integrated with CCTV and put 01 monitor in Security House to
check if the alarm signal is fault.
4. Fire protection :
02 options : Traditional fire protection and compressed air fire protection as CDC
design. The cost is 60% higher.
5. Lightning
+ CDC designed 02 grounding rods group separate, Novas recommends to
connect the two groups.
+ Novas recommend to use 02 air terminals of Erico ( Australia) instead of the
two from France , double price and not available in Vietnam.
6. Grounding :
Novas recommend a system of 6 grounding rods connected to each other by a
bare copper cable instead of 01 group of grounding rods by CDC. The reason is
the design of CDC is not safe when the surge lightning occurs. The system
designed by Novas is quicker to disspate the energy during lightning event. It is
not increase the cost because Novas use 70mm2 cable ( CDC 100mm2) and the
grounding rods of 2.4m (CDC 6m).
7. AC system :
Novas to change all the design because the CDC design is too complicated and
of big capacity. According to discussion with Mr. Paul the idea of new design is :
to focus on the winding room, resin filling rooms to control temperature and
humidity strictly. For the other places, the AC system is just enough to ensure a
proper working temperature for the workers only. Novas will refer to those
components and parts showed by Mr. Paul when design. The ventilation here is
considered as an important part. It helps to reduce the cost of the system
considerably. In this new way, the AC system cost may be reduced around 30%
in comparison to the initial design by CDC.
In conclusion, Novas hope the cost will be reduced at least USD 300,000350,000 and the quality is still satisfy the working demand.
D. Cost of the whole system : the total cost will be submitted after January 20th,
2013.
E. The way to cooperate with Hydra : direct contract or contract with UID.
