The government of Islamic Republic of Iran would like to express its serious concerns toward
“.IMAMAT” new gTLD application made by Fondation Aga Khan (Aga Khan Foundation) based
on the following reasons:
(1) The applied for new gTLD is problematic and can raise serious religious conflicts
(2) Lack of community involvement and support
Reason/Rationale for the Warning – This will be posted publicly:
(1) The applied for new gTLD is problematic and can raise serious religious conflicts
Iran is Muslim country with a population of aprx. 75 million, most of them Shia Muslims.
Shia Islam is the second largest denomination of Islam. In contrast to other types, the Shia
believe that only God has the right to choose a representative to safeguard Islam, the Quran and
sharia. Thus the Shias look to Ali, Muhammad's son-in-law, whom they consider divinely
appointed, as the rightful successor to Muhammad, and the first imam. The Shia extend this
belief to Muhammad's family, the Ahl al-Bayt ("the People of the House"), and certain individuals
among his descendants, known as imams, who have special spiritual and political authority over
the community.
Shia Muslims believe that just as a prophet is appointed by God alone, only God has the
prerogative to appoint the successor to his prophet. They believe God chose Ali to be Prophet
Muhammad's successor, infallible, the first caliph (khalifa, head of state) of Islam. Shia’s believe
Prophet Muhammad, before his death, designated Ali as his successor, which is the origin on
the term Imamat as the role of Prophet Muhammad's successors.
By considering Iran as the biggest population of Shia Muslims, the TLD “.IMAMAT” may bring up
serious conflicts if the needs of Iranian Shia community are not considered well in its operation.
The statement above approves the serious concern of the government of Islamic Republic of
Iran about the problems resulting from creation of the new gTLD “.IMAMAT”. “IMAMAT” as one
of the major concepts of the Shia Muslim community may cause problems if it is not managed in
the appropriate way.

(2) Lack of community involvement and support
As stated above, “IMAMAT” as one of the major concepts of the Shia Muslim community will
affect the life of millions of Shia Muslims around the world.
Iran, as the biggest population of Shia community has never been considered and involved in
this application and The applicant intends to run the “.IMAMAT” gTLD on an exclusive basis,
without any regard to the diverse and wide-ranging needs of Iran’s 70 million plus Shia Muslims.
For the above reasons, the government of the Islamic Republic of Iran would like to raise its
disapproval and non-endorsement to this application and request the ICANN and the new gTLD
program evaluators to not approve this application.

that can result in rejection of the application. However, a GAC Early Warning should be taken seriously
as it raises the likelihood that the application could be the subject of GAC Advice on New gTLDs or of a
formal objection at a later stage in the process. Refer to section 1.1.2.4 of the Applicant Guidebook
(http://newgtlds.icann.org/en/applicants/agb) for more information on GAC Early Warning.
Instructions if you receive the Early Warning
ICANN strongly encourages you work with relevant parties as soon as possible to address the concerns
voiced in the GAC Early Warning.

[email protected] as soon as practicable regarding the issues identified in the Early
Warning.
Continuing with your application
If you choose to continue with the application, then the “Applicant’s Response” section below should be
completed. In this section, you should notify the GAC of intended actions, including the expected
completion date. This completed form should then be sent to [email protected]. If your
remediation steps involve submitting requests for changes to your application, see the change request
process at http://newgtlds.icann.org/en/applicants/customer-service/change-requests.
In the absence of a response, ICANN will continue to process the application as submitted.
Withdrawing your application
If you choose to withdraw your application within the 21-day window to be eligible for a refund of 80%
of the evaluation fee (USD 148,000), please follow the withdrawal process published at
http://newgtlds.icann.org/en/applicants/customer-service/withdrawal-refund. Note that an application
can still be withdrawn after the 21-day time period; however, the available refund amount is reduced.
