RESOLUTION NO. 2016- ____
SOLE SOURCE PURCHASE
WHEREAS: The Kittitas County Event Center is completing necessary repairs to
improve the quality and safety of the arena; and
WHEREAS: The arena requires new footing; and
WHEREAS: Rocks and debris must be removed from the arena to ensure a proper
footing; and
WHEREAS: Due to the geography of the arena, rocks are a persistent problem; and
WHEREAS: Rocks and debris will continuously need to be filtered from the arena and
Bloom Pavilion after renovations are complete in order to maintain the facilities and
ensure their safety; and
WHEREAS: Cherrington Enterprises Inc., manufactures rock picking and sifting
equipment including, the Cherrington Model 440XL Beach Cleaner/Screener that
incorporates the unique lift and sift method of screening which uses a non-rotating
elliptical oscillation screening system capable of removing rocks as small as half an inch;
and
WHEREAS: Unlike other rock pickers, this equipment does not utilize tines which can
be problematic for use in arenas because they can break off and pose a safety hazard to
the animals and riders, and diminish the effectiveness of the rock removal process; and
WHEREAS: Unlike other devices, this equipment does not utilize a moving screen
which greatly limits the wear and tear and eventual failure of the screen that is costly to
replace; and
WHEREAS: Cherrington Enterprises Inc. has certified that they are the sole source for
this unique beneficial and efficient method of screening;
WHEREAS: RCW 39.04.280(1)(a) authorizes the practice of purchasing from a single
source when the purchase is clearly and legitimately limited to a single source or supply;
NOW, THEREFORE, BE IT RESOLVED: That the competitive bidding process for a
contract for purchase is hereby waived pursuant to RCW 39.04.280(1)(a), and Kittitas
County Event Center is authorized to take such steps as are necessary to properly
purchase the Cherrington Model 440XL Beach Cleaner/Screener to accomplish the
required and continuous rock and debris removal from the arena and Bloom Pavilion.
