Information Disclosure Specialist Consultant
Songdo, Republic of South Korea
The Green Climate Fund (“the Fund”) is a multilateral fund created to make a significant and ambitious
contribution to the global efforts towards attaining the goals set by the international community to
combat climate change.
The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework
Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will
promote the paradigm shift towards low-emission and climate-resilient development pathways by
providing support to developing countries to limit or reduce their greenhouse gas emissions and to
adapt to the impacts of climate change, taking into account the needs of those developing countries
particularly vulnerable to the adverse effects of climate change.
The Fund is governed by a Board, composed of an equal number of members from developed and
developing countries. The Fund is operated by an independent Secretariat headed by an Executive
Director. The Fund pursues a country-driven approach in its operations. The Information Disclosure
Policy was recently approved by the Board and its implementation will enhance the transparency of the
Fund’s operations.
The Information Disclosure Specialist will be based at the Fund’s headquarters in Songdo, Incheon City,
Republic of Korea. The position is for an initial six months period.
Role
The Information Disclosure Policy Specialist will be responsible for ensuring implementation of the
recently adopted Information Disclosure Policy of the Fund by liaising with relevant divisions and
stakeholders; setting up the necessary information systems and processes; ensuring information is
made available regularly or upon request; and keeping abreast of developments in the field.
Duties and responsibilities
Under the overall guidance of the Secretary to the Board, s/he will be responsible for but not limited
to:





Ensuring the Information Disclosure Policy is implemented throughout the Fund and that the same
use and interpretation criteria are applied;
Processing, coordinating, preparing the response and ensuring overall efficient service delivery to
"requests for information" received in the context of the Information Disclosure Policy;
Monitoring the disclosure requirements of the Policy, ensuring the effective and timely disclosure
of relevant documents including compiling lists of documents produced with the respective
classification and exceptions;
Maintaining an ongoing communication with the divisions involved in implementing the Policy and
advising the Senior Management Team on its implementation;
Creating the new system of processes and criteria to standardize implementation of the Policy,
including the development of a tracking system to process information requests;







Establishing manuals, guidelines, and protocols for implementing the Policy, and support divisions
in creating internal procedures;
Liaising with relevant divisions for the development of a dedicated webpage displaying the
information requests received and the responses provided within the Fund’s website;
Creating guidelines to handle current and historical records on the Policy implementation, and
develop institutional, historical, and administrative memory thereon;
Leading necessary efforts to report on the implementation of the Policy to the Board through the
Report on activities of the Secretariat;
Building and maintaining internal and external networks, establishing ties with other relevant
institutions that are also implementing similar policies, to ensure ongoing exchange of experiences
and best practices;
Following debate and developments in the broader transparency arena;
Performing other related duties, as required.
Required experience and qualifications







Advanced university degree in communication, information management, social sciences, legal
studies or related fields;
At least 5 years of relevant work experience, including professional background in document
handling and information management processes;
Familiarity with processing information requests from a range stakeholders is an advantage;
Ideal candidates will require analytical and organizational skills, sound judgement, decision making
abilities, be tactful and diplomatic, and be capable of working under strict timelines;
Ability to read and communicate fluently in English; the ability to read and communicate in one or
more other major languages (French, Spanish, Russian, Chinese, Arabic) is desirable; Strong competence and autonomy in the use of standard software programmes: Excel, Word,
PowerPoint, Outlook, and Access; Experience of establishing strong working relationships with colleagues from different functions
and cultures.
