Meeting minutes for July were approved.
Old & New Business
Welcome
Dr. Patricia Hoge called the meeting to order. The committee members introduced themselves. The July 21, 2014 minutes were
approved.
Delaware Cancer Consortium Advisory Committee (DCCAC) Meeting Update (Dr. Patricia Hoge)
Mr. Bill Bowser has four lead policy issues that are going to be the council’s main focus of legislation. They plan to create an ad hoc
committee for legislation.




Adding e-cigarettes to the clean indoor act
Tax equity on tobacco products
“Tweak” the Clean Indoor Air Act to make it stronger. He mentioned “buffer zones” (no smoking with X feet from an
entrance)which was amended out of the original bill. He asked for a comparison to other states.
All Payers Claims Data Base work to be reinstituted, once the state receives more funding for the state innovation grant.
Dr. Karyl Rattay shared with the Advisory Council that the states obesity rate is increasing. 31.1% of adult Delawareans are obese. Dr.
Hoge informed Dr. Rattay that the tobacco and other risk factors committee would be the one to help work on this issue with the
Delaware Cancer Consortium, however there is no funding available to do anything. Dr. Rattay said she would like to see targeted

messaging relating obesity to cancer causes. When the Advisory Council meets in November Dr. Rattay may provide a presentation
on the Robert Wood Johnson Study Findings for obesity. The Environmental Committee and the Health Equity and Inclusion
Committee have interest in being involved as well.
Dr. Hoge informed the Advisory Council about the Governor’s Council on Health Promotion and Disease Prevention’s new structure.
The four new focus themes are:
1. Physical activity: Walkable and bicycle friendly communities
2. Nutrition: Beverage choice (sugary beverage consumption)
3. Tobacco: Prevent youth initiation – Chaired by Dr. Hoge and Dr. Goldenberg. The first meeting this Friday, September 19.
4. Resources/Sustainability.
Policy Update (Dr. Patricia Hoge & Committee members)
All pending legislation is done now that the legislative session ended. New legislation will have to be introduced. The Tobacco and
Other Risk Factors Committee will help make suggestions related to the first three topics listed above for the Advisory Councils new ad
hoc Legislation committee.
The committee discussed the Advisory Council legislation suggestion to look into the current Clean Indoor Act to see if any changes
need to be made to strengthen the current law.
The committee members discussed the previous legislation wording for the sales of e-cigarettes to youth. The previous bill was written
with very vague definitions of e-cigarettes and it did not include the e-cigarette accessories.
On September 29, the American Cancer Society, American Heart Association, American Lung Association are all meeting to discuss
the excise tax on cigarettes and other tobacco products. Currently our state has three different tax brackets for tobacco products:
1. Cigarettes at $1.60 per pack
2. Other tobacco products (OTP) at 15% of wholesale
3. Fine snuff at .56 per ounce.
Dr. Hoge brought up Mr. Bowsers concern that there needs to be more no smoking signage in the State Parks and e-cigarettes need to
be included. When Mr. Bowser went to Pee Patch Island the tour guide pointed out where the smoking area is for the island, however
on the Pee Patch Island website it states that it is a smoke free site. Mrs. Deb Brown is going to address the concern with Division on
Natural Resources. Mr. Gatto is going to look into it on the Division of Public Health’s end. [NOTE: There is a designated smoking
area on Pea Patch Island due to the fact that visitors are not able to leave the island on their own. The State Parks policy does allow
for designated smoking areas.]
It was mentioned that the state policy for tobacco free workplaces include e-cigarettes. Mr. Gatto informed Dr. Hoge that e-cigarettes
are included in the executive order already. Mr. Gatto is going to send the policy to Dr. Hoge so she can share it with Mr. Bowser.
The committee discussed that there are 7 groups working on tobacco prevention:
1. Delaware Cancer Consortium
2. State Innovation Model System (SIMS)
3. Accel
4. IMPACT Coalition
5. Million Hearts
6. Governors Council on Health Promotion and Disease Prevention
7. Nemours
Grants and Cooperative Agreements Update (Mrs. Lisa Moore & Mr. Gatto)
Mrs. Lisa Moore informed the committee that the funding opportunity announcement (FOA) is out for the core tobacco grant; there is an
opportunity to apply for $400,000 more that current level funding. The application is due December 1st,

“1422” Grant (Public Health Actions) application was due in July. We should find out in mid September if funding was awarded to
Delaware.[NOTE: Delaware was not awarded funding for this grant]
The Delaware Health Fund application was submitted to the Delaware Health Fund Advisory Committee (DHFAC) on September 8th,
the application requested for the same funding as last year which was $3.7 million. Last year’s application was approved for the full
amount requested however the Governor’s recommended budget reduced the funds to the prior year level ($2.2 million). Mrs. Carter
mentioned that the DHFAC is was not accepting new applicants despite the fact that a House Concurrent Resolution (HCR 55) was
passed last year to determine a new process for applications.
