Project: Water Resource Development Project in FATA.
Estimated Cost:
Objectives
Rationale:
Flood Protection/Reclamation of Agriculture land
Surface Irrigation Schemes
Rs.20993.50 million (US$ 323 million)
?To provide protection to agriculture land along main rivers/streams.
?Enhance productivity through improvement/ rehabilitation of existing irrigation
system.
?Construction of delay action dams at feasible sites across tributaries of main
river/streams.
?Provide cheap electricity through hydle power to the people where WAPDA grid has
not ben extended.
FATA is mostly mountainous, criss-crossed by numerous hill torrents, having steep slopes.
Hardly 5% of the total area is culturable. These hill torrents cause colossal damages to
agriculture lands, infrastructure and livestock in the low lying plains. The flood takes a heavy
toll on the agriculture lands on which the farmers depend for their sustenance. With the
denudation of forests over the years, especially with the influx of Afghan refugees, the threat
of floods has assumed an alarming proportion. The project envisages flood protection and
reclamation of agriculture land on Keto, Tochi & Khaisra rivers, North Waziristan, Kurram
river, Kurram Agency, Bara, Chora & Jabba rivers, Khyber Agency, Mastura river, Orakzai
Agency, Wana river, South Waziristan Agency, Seiko, Wataki & Salarzai rivers, Bajaur
Agency, Khawazai, Ambar & Danish Kool rivers, Mohmand Agency and other similar rivers
in the Frontier Regions of FATA.
Indigenous channels constructed by farmers usually consist of loose stones and brush wood
bunds across beds of rivers/streams for diversion of water to command areas. The system is
prone to breaches during floods, disrupting supplies to standing crops. Moreover no proper
cross drainage works are provided across the intervening hill torrents during conveyance of
supplies resulting in substantial seepage losses. In view of the aforementioned 264 channels
have been proposed for improvement/rehabilitation in the Project at a cost of Rs.2366.00
million.
IDelay Action Dams
Installation of Hydle Power Generation Units
Benefits
Flood Protection/Reclamation of Agriculture land
Surface Irrigation Schemes
Perennial flows in various rivers and nullahs traversing the region are being diverted for
irrigation through indigenous inundation channels. Irrigation supplies in these channels are
often erratic due to fall of flows in the natural streams. Irrigation development is only
possible through conservation of flood flows through conservation/harnessing flood flow on
tributaries of rivers streams by construction of delay action dams. This will not only regulate
flows to command areas through retard action but also mitigate flood hazards along banks
of main rivers/streams. Delay action dams are envisaged on the tributaries of the rivers
already highlighted.
Despite concerted efforts by WAPDA during the last decades, electricity supply has not yet
been extended to remote areas of FATA, like Tirah, certain parts of North & South
Waziristan and Central Kurram Agencies. Moreover, the available power supplies are
intermittent due to frequent breakdowns. The hydle units installed by the FATA Secretariat
have benefited the local communities and there is growing demand for additional schemes.
An average mini hydle power project has a generating capacity of 5 to 15 Kilo Watts which
is adequate for electrifying 20-30 houses. 224 power generation units under the project
would benefit about 9460 households.
?Provide protection to 122950 acres of cultivable land along banks of rivers/streams in
FATA.
?This will reclaim 36973 acres of eroded land.
?It will enhance agricultural output of the farmers
?This will provide protection to village abadies/properties and Government
infrastructure from flood action.
?This will firm up supplies to 49995 acres of land resulting in increased output of food
grains.
?It will immensely benefit the farmers in terms of increase in yield and frequent
recurring cost to the existing system.
?Increase intensity of irrigation.
Delay Action Dams
Installation of Hydle Power Generation Units
?Provide irrigation supplies to 2820 acres of virgin land and mitigate flood action.
?Enhance re-chargeability of ground water aquifer of down stream areas.
?Open avenues for fish breeding and improve environmental ambiance of the
surrounding vicinity.
?Provide cheap and regular power supplies to 9460 households.
?Facilitate setting up of small scale cottage industries units
?It will lessen load on WAPDA grid.
?Hydle power potential will be tapped.
