What type of society did Sparta create in response to the revolt? They were outnumbered eight to one so they dedicated themselves to making Sparta a strong city-state. 4. What economic and political reforms did Solon initiate? Solon outlawed debt slavery. He organized all the Athenian citizens into four social classes according to wealth; only members of the top three classes could hold political office. Solon also introduced the legal concept that any citizen could bring charges against wrongdoers. 5. How did Pisistratus gain the support of the poor? He reduced taxes, built new buildings and financed water pipes for the city. He also gave money to them to buy farm equiptment. 6. What steps did Cleisthenes take to create a limited democracy in Athens? Introduced further reforms. He broke up the power of the nobility by organizing citizens to ten groups based on where they lived rather than on their wealth. Also increased the power of the assembly by allowing all citizens to submit laws for debate and passage. He created the council of five hundred. 7. What advantages did the Greek soldiers have over the Persians? The greeks had the alliance called the Delian League which continued to press the war against the Persians for several more years. 8. What were the consequences of the Persian wars? All the Greek city-states felt a new sense of confidence and freedom. Athens began to use its power to control the other league, which had grown to some 200 city-states. The prestige of victory over the Persian and the wealth of the Athenian empire set the stage for a dazzling burst of creativity in the Athens. The city was entering a brief golden age.
