WATER QUALITY STANDARDS SPECIALIST

$34,563.64 – 36,313.42 per annum; DOE; Fulltime, Salaried Class Code: 412, Grade 18, Steps 1-3
DEFINITION: Performs specific objectives and work plan activities under established environmental
grants. Performs highly responsible management duties, planning and administration of the Water Quality
Standards program. Assists in management duties, planning, and administration of the Water Quality Standards
and 401 Certification program activities.
DUTIES AND RESPONSIBILITIES:
Administer the Water Quality Standards and 401 Certification programs. Implement specific objectives and
work plan tasks under established environmental grants.
Plan, lead, and implement water quality standard revisions; develop strategy for review in consultation with the
Tribal Interdisciplinary Team and Tribal Council; conduct triennial review of Water Quality Standards.
Review and respond to Tribal, Federal, State, County, or City public notices on any activity that could
potentially affect water quality or require 401 Certification. Review and comment on proposed standards or
modification to standards developed by the state or counties who share common boundaries.
Inspect and investigate alleged water quality violations; develop or recommend enforcement actions; monitor
activities to determine compliance with Water Quality Control Plan and ordinance.
Serve as a liaison for the Tribe and establish effective working relationships with appropriate Federal, State and
County governments on Water Quality Standards and 401 Certification issues. Serve as an advisor for specific
studies or research regarding water quality standards as needed.
Conduct related research and analysis on water quality criteria pertaining to aquatic life, biocriteria, nutrient
criteria, human health, etc,
DUTIES AND RESPONSIBILITIES, Continued:
Review and respond to technical, regulatory, and policy issues relating to water quality standards. Review and
interpret agreements, documents, technical reports, monitoring plans, environmental assessments and/or
applications for permits as necessary.
Collect, process, and analyze water quality data for climate monitoring and drought planning; identify
mitigation measures to minimize impacts to water quality, aquatic life, and riparian habitat.
Participate and/or supervise the collection of water quality field data/ samples by staff as needed.
Attend and coordinate public meetings or workshops and make presentations as appropriate.
Coordinate with other Tribal departments and organizations involved in water quality protection issues;
promote teamwork and consistent policy; provide accurate flow of information.
Assist management in reviewing proposed economic development activities and issue reports on the positive
and adverse consequences of the proposed actions as it relates to water quality.
Coordinate and assist with environmental grant funding proposals for new sources of funding, as well as
ongoing grants, as directed.
Set up and maintain databases and input data as appropriate. Maintain confidentiality, security, and integrity of
all information.
Work in priority areas to gather, analyze, interpret data and write reports. Prepare reports regarding program
activities and submit them in a specified time frame to the Environmental Director, Tribal Council, Tribal
Chairman, and applicable funding agencies. Provide quarterly written reports to EPA on status of work plan
tasks under established environmental grants.
Assist in developing workshop materials, booklets, videos, pamphlets and newsletter articles for distribution to
Tribal membership.
Assist with investigations of complaints concerning environmental problems and negative environmental
situations on the reservation.
Research a variety of data sources to obtain information needed to protect the reservation's environment. Assist
in drawing up and interpreting studies on various aspects of the environment.
Perform other related duties as required or assigned.
MINIMUM QUALIFICATIONS:
Will be expected to develop expertise in the CWA 303 Water Quality Standards, CWA 401 Certification,
TMDL permitting process, with knowledge in the Water Quality monitoring program.
Knowledge of: Indian communities and their organizational structure; Tribal sovereignty issues; Tribal, State,
Federal codes, ordinances, standards, and regulations in regard to CWA 303 Water Quality Standards, CWA
401 Certification; basic understanding of Federal Codes of Regulation (CFR), Section Seven - Consultation, and
the USEPA Indian policy of 1984; basic environmental and scientific principles of air, water, soil and their role
in an ecosystem; federal laws and regulations related to the environment.
Ability to: learn to utilize and assimilate all forms of environmental related data; accurately summarize and
make readable reports on complex data; work with minimal supervision in a professional manner; travel
MINIMUM QUALIFICATIONS, Continued:
extensively for training, workshops, conferences; attend after work-hour public meetings; be reliable;
demonstrate good judgment and personal initiative.
Skilled in: working with computers including Windows-based word processing, spreadsheets and database
programs; modeling and statistical computer programs; interpreting technical environmental reports and data;
taking and accurately summarizing field notes; good written and oral communication.
Must possess a valid driver's license and be insurable under the Tribe’s vehicle insurance policy.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor's degree from an accredited college or university in environmental science, geography, hydrology,
natural resources, wildlife biology or other related fields of study. Two years of demonstrated experience in
Water Quality Standards related field or any combination of experience, education, training or other preparation
which would indicate possession of the required knowledge, abilities and skills outlined above. Have at least 2
years supervisory experience.
