Principal Stanley Williams, Superintendent Computer Network Internet Safety & Acceptable Use Policy Introduction Internet access through the district’s local area network is now available to students and staff in the Wapanucka Public School system. The goal of the district providing this service is to promote educational excellence by facilitating resource sharing, innovation, and communication. The Internet is an electronic highway connecting thousands of computers all over the world and millions of individual subscribers. Students and staff (users) may be granted (under the terms and conditions of this policy) access to: 1) 2) 3) 4) 5) 6) 7) communicate with people all over the world; information and news from NASA and other research institutions; online documents and magazines; public domain software and shareware; shared, world-wide education projects; many university library catalogs, Library of Congress, ERIC and other online reference entities; other document on the world wide web. Technology Protection Measure With access to computers and people all over the world also comes the availability of material that may not be considered of educational value in the context of the school setting. Wapanucka Public School has taken reasonable available precautions to restrict access by users to inappropriate material. The district network has blocking and filtering software installed which is designed to prevent access to users to visual depictions which are obscene, child pornography, and other materials which may be harmful to minors. However, no technology protection measure is perfect, and on a global network it is impossible to control all materials and an industrious user may discover inappropriate materials. The technology protection measure installed on the district network also monitors and logs online activity including Internet usage by users. Through security and firewall measures, the district has also taken steps to prevent unauthorized (hacking) to the district network and the Internet. Terms and Conditions of Use The following rules and regulations govern the use of the district’s computer network system and access to the Internet. 1. Administration The system administrator and computer coordinators at each school site will oversee the district ‘s computer network. They shall monitor and examine network activities, as appropriate, to ensure proper use of the system. Librarians will actively monitor network and Internet access and usage in the district’s libraries. Teachers will actively monitor student access and usage of the network and Internet. Site Principals and computer coordinators will be responsible for disseminating district policy and regulations governing the use of the district’s network at the building level to all network users. Principals will provide employee training for proper use of the computer network and will ensure that staff will provide similar training to student users, including providing copies of district policy and regulations governing use of the network and Internet access. 2. Network and Internet Access Access to the district’s computer network is provided solely for educational purposes and research consistent with the district’s mission and goals. Use of the district’s computer network is a privilege, not a right. Each individual in whose name an access account is issued is responsible at all times for proper use. All network users will be issued a login user name and password. Passwords must be changed periodically. Only those network users with permissions from the system administrator may access the district’s network from off site. Student user access will be as follows: High school student users will be issued a login user name and password. High school students will have access to the World Wide Web through the Installed Technology Protection Measure during the following times: class time while monitored by the staff member; in the library while monitored by the librarian, library assistant, or staff member; and other times when monitored by a staff member. Elementary school students will have access to the computer network and World Wide Web through the Installed Technology Protection Measure only when under the direct supervision of a staff member. Student user access to the chat rooms will be blocked. Student users are not to participate in chat rooms. Student user access to news groups will be blocked. Student users are not to access news groups. Student users will not be issued email accounts. Upon approval from the system administrator, student users may be issued email accounts for special projects or uses. Student user access to web-based email services will be blocked. Student users are not to access webbased email services. Staff user access will be as follows: Staff users will be issued a login user name and password. Staff users will have access to the World Wide Web through the installed Technology Protection Measure. Upon request, staff users will be issued an email account on the district’s email server. Staff user access to the chat rooms will be blocked. Staff users may request, and upon approval by the system administrator, be granted access to certain professional chat areas such as Teacherrnet. Due to proliferation of computer viruses, access to web-based email services may be blocked. 3. Acceptable Use The use of the district’s network and Internet must be in support of education and research consistent with the educational objectives of Wapanucka Public Schools. Use of another organizations network or computing resources (such as OneNet) must comply with the rules appropriate for that network. Transmission of any material in violation of any U.S. federal or state regulation is prohibited. This includes, but is not limited to; copyright material; threatening or obscene material; expressions of bigotry, racism, or hate; or material protected by trade secret. Use for commercial activities is general prohibited. Use for product endorsement or political lobbying is prohibited. 4. Network Etiquette Users are expected to abide by the generally accepted rules of the network etiquette. These include, but are not limited to: 5. Be polite. Do not be abusive in messages to others. Use appropriate language. Swearing, use of vulgarities or any other inappropriate language is prohibited. Illegal activities are strictly forbidden. Do not reveal name, address, and phone number or personally identifiable in information of self or others. Note that email is not guaranteed to be private. People who operate the system have access to all mail. Messages relating to or in support of illegal activities may be reported to authorities. Do not use the network in such a way to disrupt the use of the network by other users. Privileges The use of the district’s network and the Internet is a privilege, not a right, and inappropriate use will result in restriction or cancellation of those privileges. Each user who receives an account will be responsible for that account and its usage. Under no circumstances should account information be shared with anyone other than the system administrator. The system administrator will determine appropriate use of the network and user account s may be restricted or cancelled ad required. 6. Security Security on any computer network is a high priority. If a user identifies a security problem on the network or Internet, they must notify the system administrator or computer coordinator immediately. Do not demonstrate the problem to others. Attempts to log on to the network or Internet as a system administrator will result in cancellation of user privileges and other possible disciplinary action. Attempts to obtain or “hack” user names or passwords will result in cancellation or user privileges and other possible disciplinary action. 7. Vandalism/Prohibited Activity and Uses Vandalism will result in cancellation of privileges and other possible disciplinary actions. Vandalism is defined as any malicious attempt to harm or destroy data of another user, Internet, or any of the above listed agencies or other network that are connect to the Internet. This includes, but is not limited to, the uploading or creation of computer viruses. The following is a list of prohibited activity concerning the use of the district’s computer network and/or the Internet. Violation of any of these prohibitions may result in disciplinary or other appropriate action, including suspension or cancellation of user access to the network. 8. Using the network for commercial activity. Infringing on any copyrights or other intellectual property rights, including illegally copying, installing, receiving, transmitting or making available any copyrighted software on the district computer network. Using the network to receive, transmit, or make available to others absence, offensive, or sexually explicit material. Using the network to receive, transmit, or make available to others messages that are racist, sexist, abusive, or harassing to others. Using another users’ account or password. Attempting to read, delete, copy, or modify other users’ files or email. Forging or attempting to forge email messages. Using the network to send anonymous messages or titles. Using the network to receive, transmit, or make available to others a message or file that is inconsistent with the district’s Code of Conduct. Revealing the name, address, telephone number, or other personally identifiable information of oneself or another person. Using the network for sending and/or receiving personal messages. Intentionally disrupting network traffic or crashing the network and connected systems. Installing personal software or using personal disks on the district’s computers and/or network without permission of the system administrator. Using district-computing resources for commercial or financial gain or fraud. Stealing data, equipment, or intellectual property. Gaining or seeking to gain unauthorized access to any files, resources, or computer or phone system, or to vandalized the data of another user. Using or attempting to use the network while access privileges are restricted, suspended, or cancelled. Using the network in a fashion inconsistent with directions from the system administrator, other staff, or generally accepted network etiquette. No Privacy Guarantee Users accessing the districts computer network should not expect, nor does the district guarantee privacy for email or any use of the district’s computer network. The district reserves the right to access and view any material stored on the district’s equipment or any material use in conjunction with the district’s computer network. 9. Sanctions All users of the district’s computer network and equipment are required to comply with the district’s policy and regulations governing the district’s computer network. Failure to comply with the policy or regulation may result disciplinary action as well as suspension and/or revocation of computer/Internet access privileges. In addition, illegal activities are strictly prohibited. Any information pertaining or implication illegal activity will be reported to the proper authorities. Transmission of any material in violation of any federal, state, and/or local law or regulation is prohibited. This includes, but is not limited to materials protected by copyright, threatening or obscene material or material protected by trade secret. Users must respect all intellectual and property rights and laws. 10. District Responsibilities/Warranties Wapanucka Public Schools make no warranties of any kind, whether expressed or implied for the service provided. Wapanucka Public School will not be responsible for any damages suffered. This includes loss of data resulting from delays, nondeliveries, miss deliveries, or service interruptions caused by its own negligence or user errors or omissions. Use of any information obtained via the Internet is at the user’s own risk. Users of the district’s computer network and the Internet use information at their risk. Each user is responsible for verifying and authenticity of the information that is used and provided. The district also will not be responsible for unauthorized financial obligators resulting for the use of access to the district’s computer network or the Internet. Further, even though the district may use technical or manual means to regulate access and information, these methods do not provide a foolproof means of the district policy and regulations. 11. Exception of Terms and Conditions All terms and conditions as stated in this document are applicable to the Wapanucka Public School system. These terms and conditions reflect the entire agreement of the parties and supercede all prior oral or written agreements and understandings of the parties. These terms and conditions shall be governed and interpreted in accordance with the laws of the State of Oklahoma and the United States of America. 12. User/Parent Agreement Form The signature(s) below is (are) legally binding and indicates(s) the party(s) has (have) read this policy governing computer network and Internet safety and access. User declaration: I understanding and will abide by the above Computer Network, Internet Safety & Acceptable Use Policy. I further understand that any violation of the regulations above is unethical and may constitute a criminal offense. Should I commit any violation of the above policy, my access privileges may be restricted or revoked and school disciplinary action may be taken and/or appropriate legal action. I understand that this access is designed for educational purposes and the Wapanucka Public School system has taken available precautions to eliminate access to inappropriate materials. However, I also recognize it is impossible for the Wapanucka Public Schools to restrict access all controversial materials, and I will not hold them responsible for materials acquired on the network. I hereby give to Wapanucka Public Schools permission to issue computer network and Internet access to the above named student.
