Wadden Sea Board WSB 17 22 June 2016 Tönning __________________________________________________________________________ Agenda Item: 5.2 Subject: Report TG-MM issues Document No. WSB 17/5.2/1 Date: 27 May 2016 Submitted by: CWSS __________________________________________________________________________ Attached is the report of progress on themes which are part of the portfolio of the Task Group Management and Monitoring (TG-MM) Proposal: The meeting is invited to note the report WSB 17/5.2/1 TG-MM issues ISSUES COVERED BY TASK GROUP MANAGEMENT AND MONITORING (TG-MM) PROGRESS REPORT TO WSB-17 The TG-MM 16 meeting, scheduled for 19 – 20 May 2016, was cancelled for the following reasons: - Lack of chairperson due to the change of job of Stefanie Hedtkamp; - Insufficient national representation from Germany and the Netherlands. In this report an overview of progress made for the issues which are regularly on the TG-MM agenda, is presented by the secretariat. IMPLEMENTATION TØNDER DECLARATION Flyway cooperation TD §16. Agree to continue and where necessary expand the cooperation on management and research along the entire East Atlantic Flyway, as outlined in the vision in Annex 2, shared by relevant governmental and non-governmental organisations. The Wadden Sea Flyway Initiative (WSFI) cooperates with the Arctic Migratory Bird Initiative (AMBI) programme of the Arctic Council. The aim is to support the Bijagós Archipelago in Guinea Bissau to become World Heritage site. CWSS participated in the AMBI workshop that took place on the island of Texel, Netherlands on April 5-7, 2016. The AMBI workshop proposed the creation of a coordinator position that would be co-hosted by CWSS, in order to implement AMBIs objectives by building a hub of expertise and knowledge exchange. This would facilitate the cooperation between the existing and proposed intertidal World Heritage Sites that are fundamental for breeding Arctic waders on their way to wintering sites in Europe and Africa. The smaller projects initiated and launched in African countries along the East Atlantic Flyway by the WSFI are still running or have been concluded. Results are published on the CWSS website. The project to support Guinea Bissau in the nomination process of Bijagós becoming World Heritage site has been postponed to the end of 2016, because of still unclear political responsibilities for the nomination process in the country. Proposal: WSB is invited to note the information Management and wardening TD §18.Therefore also strive for intensifying the cooperation at the operational management level. TD §19. Ensure that there is adequate wardening over the whole Wadden Sea. The Netherlands is working on the organisation of a wardening workshop which is expected to be held in the 2nd half of 2016. The aim of the workshop is to exchange experiences between wardens operating in the Wadden Sea countries. The CWSS will support with the workshop logistics. 2 WSB 17/5.2/1 TG-MM issues A workshop for managers is scheduled for 28 – 30 September 2016 and will be hosted by Dutch management organisations. Possible themes to be discussed are: - Do and don’ts of management organisations - Fishery management - Seals - Eco-engineering in the Wadden Sea (restoring seagrass and mussel beds, building with nature etc.) - International Flyway - World Heritage and sustainable tourism - dynamic coastal management Proposal: WSB is invited to note the information N2000 roof report TD §23 Agree therefore to cooperate in evaluating the assessments under the Habitats Directive, also with the aim to prepare a common Natura 2000 roof report for the Wadden Sea. Reports on the assessment of the Wadden Sea according to N2000 methodology have been received from Lower-Saxony and Denmark. The reports will be the basis for discussion at a trilateral meeting at which national methodologies for preparing reports under the Habitats Directive will be compared. Proposal: WSB is invited to note the information Breeding Bird Action Plan TD §25. Instruct the WSB to develop and implement a trilateral Action Plan on improving conditions for breeding birds. The Joint Monitoring Breeding Bird group (JMBB) is preparing a draft program for an international workshop planned as part of the implementation of the Breeding Bird Action Plan at the end of 2016. The workshop will deal with predator management and the development of best practice guidelines for the whole Wadden Sea. The draft program including financial budget will be submitted to TG-MM in September. Proposal: WSB is invited to note the information Seal Agreement TD §27. Therefore continue the cooperation in the context of the Seal Agreement, including the Seal Management Plan, which will be updated in 2016, reconfirming the guidelines on taking and releasing of seals. The TSEG is currently reviewing the SMP. Major amendments will be discussed at the TSEG meeting in June 2016 and the new draft SMP is intended to be finalised in autumn 2016. Proposal: WSB is invited to note the information 3 WSB 17/5.2/1 TG-MM issues Fish targets TD §28. Acknowledge the importance of fish for the Wadden Sea ecosystem and therefore instruct the WSB to work on the further implementation of the trilateral fish targets of the Wadden Sea Plan. See document WSB 17/5.2/2 Swimway Alien species §35. Instruct the WSB to further develop the trilateral strategic framework for dealing with alien species in the Wadden Sea and to coordinate the further development of an alien species management and action plan, taking into account existing and upcoming legislation and projects. The trilateral Working Group Alien Species (WG-AS) has discussed a draft list of Wadden Sea marine alien species, also including information on the main features of the species, such as origin and level of invasiveness. The species list is the basis for the alien species management and action plan. Currently, a draft Wadden Sea alien species monitoring and assessment programme is being developed, which will be discussed by the WG-AS in June 2016. A discussion with a broader group of experts is envisaged later in 2016. Proposal: WSB is invited to note the information Trilateral Monitoring and Assessment Programme (TMAP) TD §60. Adopt the long-term common TMAP strategy as in Annex 6 as the basis for the further development of the TMAP, in close connection with the scientific community, with the aim to further increase its value in implementing EU Directives, and providing information for a wider range of stakeholders, also through the further development of the information system to allow for a better access of the data. The discussion on the future of the TMAP will be continued at the TG-MM 16 meeting, including the costs of the current data handling system. Proposal: WSB is invited to note the information Quality Status Report TD §61. Instruct the WSB to elaborate the next Wadden Sea Quality Status (Outlook) Report for 2016 in time for the 2018 Conference, in order also to be in line with the reporting cycles of the N2000 Directives and Marine Strategy Framework Directive. A meeting of the QSR Editorial Board was held 10 May 2016. Main discussion points were the status of preparation of the Thematic Reports and the format and contents of the Synthesis Report. To date, first drafts of 24 out of 29 envisaged reports have been received. The deadline for submitting the final reports is 30 June. The Editorial Board will discuss the final reports at a meeting on 6 July 2016. The authors of the thematic reports have also delivered material for inclusion in the State of Conservation Report. Proposal: WSB is invited to note the information 4 WSB 17/5.2/1 TG-MM issues Trilateral research agenda TD §63. Encourage discussions by the scientific community and policy makers on the major policy issues and related knowledge as a basis for further developing a trilateral research agenda and a trilateral research platform. Supervised by the trilateral research coordination group, consisting of Jouke van Dijk, Karsten Reise and Mette Guldberg, five thematic groups (Geosciences, Ecology, Economy, Cultural Heritage, Climate and Water) have started discussing how best to identify major research issues relevant for Wadden Sea policy and management. So far, meetings of the Cultural heritage, Economy and Geosciences groups were held. Meetings of the Climate and Water and Ecology groups are scheduled back to back with the Wadden Academy scientific symposium 30 June – 1 July 2016. The results of the thematic groups will be discussed at the 14th International Scientific Wadden Sea Symposium, scheduled 26 – 28 April 2017. (See also document WSB17/5.7/1.
