Atkins was commissioned to develop and host an interactive web portal on behalf
of Marine Scotland.
Marine Scotland Web Portal
The business challenge
Marine Scotland, a directorate of the Scottish
Government, has responsibilities under the Marine
(Scotland) Act 2010 to consult the public on the
development of the National Marine Plan. It
identified that the provision of a public web site
would help to improve this process.
Atkins was commissioned to develop and host an
interactive web mapping portal on behalf of Marine
Scotland. A primary objective of the site is to help
the Directorate to gain public input as part of the
consultation process.
The Atkins solution
The interactive web mapping application, known as
National Marine Plan Interactive (NMP Interactive),
allows stakeholders and members of the public to
view and contribute to the spatial data within the
draft National Marine Plan.
The system has four primary areas of functionality:
an interactive web map; data creation tools for
registered users; a data download service for
registered users; and an administration portal.
The interactive web map allows layered data to be
viewed through a standard ‘Google-like’ interface
which enables users to pan and zoom around the
map, query underlying attribute data and control the
visibility of layers. Each layer links to the text of the
draft National Marine Plan providing further detail
and giving the context of the data.

An administration portal allows Marine Scotland staff
to manage the data layers, generate reports, and
manage users. New data can be uploaded and
existing data updated or removed. The composition
of the interactive map can be customised using the
administration portal.
The system has been built using a range of Open
Source components with Safe Software’s FME
Server being utilised to facilitate data import and
export.
Outcomes and key benefits
Atkins designed and implemented the entire system
during a three month period, and now hosts the
portal on behalf of Marine Scotland. It offers:


Source software

o Scalability
o Performance efficiencies

Flexibility through use of industry leading
transformation software from Safe Software

EU INSPIRE directive compliance
Registered users can create data for submission to
the draft National Marine Plan. Such data is
assessed by Marine Scotland administrative users
before being incorporated within the draft National
Marine Plan. Amended data can be uploaded and is
visible immediately within the portal.
Registered users also have access to the interactive
data download service. Users are able to specify a
