Background to the OGP
Background to the OGP
The Procurement Reform Programme is one of the key elements of the Government’s Public Sector
Reform Programme. The State spends around €8.5 billion on goods and services each year. This
represents a very significant portion of overall spending and it is, therefore, essential that the public
service achieves maximum value for money and operational efficiency in its approach to public
procurement, delivering sustainable savings for the taxpayer. This has led to the establishment of the
Office of Government Procurement (OGP).
The OGP was officially launched in July 2013 and operates as an office of the Department of Public
Expenditure and Reform (DPER), with its own Vote. It commenced operations in 2014 and will,
together with four key sectors (Health, Education, Local Government & Defence) take responsibility
for sourcing all goods and services on behalf of the public service.
The OGP intends to run a competitive procurement process for ICT Professional Services during
2015. This will result in the establishment of a Framework Agreement available for use by public
sector bodies1. As part of this process the OGP wishes to take market soundings to identify market
capabilities, supply cost factor and general market dynamics.

Framework Clients are: Ministers of the Government of Ireland, Central Government Departments, Offices and noncommercial Agencies and Organisations which have a formal reporting and legal relationship to Central Government
Departments, including all local authorities in Ireland (themselves including Town Councils, regional assemblies, county
enterprise boards and library bodies), Contracting authorities in the Irish health sector including but not limited to the
Health Service Executive (HSE), the Health Information and Quality Authority (HIQA) and HSE funded agencies delivering
health and personal social services funded by more than 50% from Exchequer funds, Contracting authorities which are
third Level Education Institutions (including but not limited to universities and institutes of technology), HEAnet and its
member institutions, Educational and Training Boards (ETB), ETB schools, primary, post-primary, special and secondary
schools, groups and clusters of schools and youth centres, An Garda Siochána, The Irish Prison Service, Defence Forces

This survey is for you if:

You are a company or other independent expert or professional who provides
ICT Professional Services.
You want to engage with us to help us understand the current market for ICT
Professional Services to Government Departments and/or agencies.
The questions we would like you to complete are contained in the next section of this document. We
would also appreciate if you could provide details of your existing public service contracts as
presented in question 7. This information will contribute to the development of OGP ICT
Professional Services Category Strategy and will provide valuable insight into the public service
contracts currently in place.
Please note that comments received will be treated in the strictest confidence by the OGP, but may
be subject to disclosure under the Freedom of Information Act. Accordingly, market operators
should indicate clearly to the OGP in their submissions any information contained therein that
should be considered as commercially sensitive.
As part of this supply market research and analysis the OGP may seek clarifications from some
organisations or individuals who submit responses to this RFI. The OGP may also seek meetings with
some service providers for market research purposes only. It is not considered feasible or necessary
to hold meetings with all of those that make submissions or with all service providers. Any meetings
organised will be for supply market research purposes only.
We would appreciate your response before 17.00 Thursday 7th May 2015. Replies should be
submitted to [email protected] . No company brochures should be included at this time.
Please note: This is not a competition and we are not seeking tenders at this stage. This is an
information exercise seeking the views of market operators on possible approaches that may be
taken in a tender process which will be undertaken over the coming months.
