For the current version, please refer to Policy Central. FIRST AID PROCEDURE 1. PURPOSE This procedure specifies the minimum requirements and responsibilities for the provision of First Aid in accordance with the Occupational Health and Safety Act (2004) and the Compliance Code First Aid in the Workplace (Edition No1 September 2008). This procedure also aims to ensure that all injuries are reported to GOTAFE OH&S and that an appropriate response is delivered to all medical emergencies. 2. SCOPE This procedure applies to the provision of First Aid at GOTAFE. 3. ABBREVIATIONS CPR OH&S 4. Cardiopulmonary resuscitation GOTAFE Occupational Health & Safety DEFINITIONS 4.1 First Aider A staff member who is trained to a minimum of level 2 first aid but not assuming the additional duties of an Institute appointed First Aid Officer. 4.2 First Aid Officer An Institute appointed staff member who has a minimum, current Level 2 First Aid qualification. The First Aid Officer assists in implementing first aid and workplace safety measures. 4.3 Level 2 First Aid Qualification HLTAID003 Provide First Aid is the national competency based equivalent of a level 2 First Aid qualification. 4.4 Level 3 First Aid Qualification HLTAID006 Provide Advanced First Aid is the national competency based equivalent of a level 3 First Aid qualification. 4.5 Infectious Waste Infectious waste may include items such as, sharps, human tissue, blood and bodily fluids and disposable materials and equipment that are contaminated with blood or other bodily fluids. 17/01/2017 1 Procedure no. CS15-P80 4.6 5. First Aid Procedure Standard Precautions Work practices required for the basic level of infection control. Standard Precautions include good hygiene practices (washing and drying hands after patient contact), the use of protective barriers (may include gloves, masks, eye shields or goggles), appropriate handling and disposal of sharps and other infectious waste. SPECIFIC RESPONSIBILITIES A comprehensive list of OHS responsibilities is provided in the OHS Roles, Committees and Responsibilities procedure. The specific responsibilities with respect to First Aid are summarised below. 5.1 GOTAFE OH&S Ensure that a first aid assessment is undertaken in all areas to determine First Aid requirements; Identify and appoint First Aid Officers within various work areas and arrange suitable training; Ensure that there are sufficient first aid kits within the work areas and that these are serviced regularly; Maintain a register of First Aid Officers; Establish and maintain an associated register of Institute first aid officers and an inventory of first aid kits they are responsible for maintaining; Schedule First Aid and refresher training as appropriate; Order first aid stock, as advised by Institute First Aid Officers; Develop and maintain signs which indicate location of Institute first aid officers, first aid kits and emergency contact details; 5.2 First Aid Officers Administer emergency first aid treatment within their level of competence, to Institute staff, students and visitors; Ensure that they are aware of the location of first aid kits and blood spill kits at their campus; Ensure that they are aware of Emergency telephone numbers at their campus; Arrange prompt and appropriate referral for patients who require further treatment; Arrange appropriate transportation for the injured/ill person if required, e.g. contacting Emergency services; Remain with the injured/ill person until medical assistance arrives, and if required comply with the instructions of Emergency services; Record first aid treatment provided using an Institute Incident Report Form. Notify OH&S of any incidents requiring transport to medical assistance; Report hazards/risks to their Health and Safety Representative or Manager; Check first aid kits (on-site kits and those used for off-site excursions) on a monthly basis and arrange for restocking of kits via OH&S Report any deficiencies in the provision of first aid to their Health and Safety Representative or OH&S. Ensure that there are no unauthorised items in First Aid kits (eg: sharps, medications, aspirin/paracetamol, tourniquets, disinfectant, and creams). Provide OH&S with a copy of current first aid certificate for staff records. 17/01/2017 2 Procedure no. CS15-P80 6. First Aid Procedure 5.3 First Aider A First Aider is trained to a minimum of Level 2. Although not fulfilling the duties of an Institute appointed First Aid Officer, may still be called upon within the workplace to provide initial care for an illness or injury. 5.4 Facilities and Capital Works Maintenance of first aid kits within Institute vehicles; and Arranging for the disposal of infectious waste. 5.5 Commercial/Support Managers Ensure that all staff are inducted in terms of: First aid; Location of first aid kits; Identification of area first aid officers; Hazards within the work area; Appropriate procedures to follow in the event of an incident; and Emergency contact details. 5.6 All Staff Ensure that they: Know the first aid officers at their campus; Know the location of first aid kits in their work area; Know the Emergency telephone numbers at their campus; Request the assistance of a first aid officer without delay, in any situation where first aid may be required; In the absence of an Institute First Aid Officer, arrange medical assistance as required. (Including an Ambulance (0)000 ) Remain with the person requiring first aid until an Institute first aid officer or medical assistance arrives; Complete an Institute Incident Report Form for incidents requiring first aid treatment; Notify their area first aid officer of the need for replacement first aid consumables, as identified following an incident. Discuss with their supervisor the first aid equipment and first aid trained staff appropriate for off campus activities; Report any deficiencies in the provision of first aid in the Institute, to their Health and Safety Representative &/or GOTAFE OH&S. IMPLEMENTATION OF PROCEDURE 6.1 17/01/2017 First Aid Risk Assessments 6.1.1 First Aid risk assessments must be undertaken at each campus to determine the first aid facilities and training requirements. This assessment should be documented and conducted in consultation with the relevant Manager, the Institute OHS Coordinator, assigned First Aid Officer and the Health and Safety Representative where practicable. 6.1.2 A review of the First Aid Risk Assessment must be undertaken every two years. This risk assessment must consider: The size and layout of the workplace; 3 Procedure no. CS15-P80 First Aid Procedure The number and distribution of employees, including work arrangements; The nature of hazards and severity of risk; The location of the workplace; The known occurrence of incidents or illness; and Volume of students. 6.2 First Aid Officers The number and competencies of first aid officers will vary between work areas, depending on assessment factors (see above). It is desirable that first aid officers be staff members whose duties do not frequently take them away from the workplace. 6.3 First Aid Officer Training 6.4 6.5 6.3.1 A competency register will be maintained by OH&S of Institute staff appointed as First Aid Officers. 6.3.2 First Aid Training will be scheduled for Institute staff to attain their first aid certificate or to update certificates due for expiry (every 3 years or when course content changes). 6.3.3 An annual CPR refresher is also required to maintain first aid officer currency. Immunisation 6.4.1 If desired, Hepatitis B vaccinations are offered by GOTAFE to First Aid Officers. 6.4.2 Vaccinations are coordinated through OH&S. First Aid Kits First Aid Kit Container and Location 6.5.1 First aid items must be in a first aid kit container, which should be prominently displayed and easily recognised according to the Australian Standard of a white cross on a green background. 6.5.2 The first aid kit should be accessible (not locked) and contents protected against dust and damage. 6.5.3 The location of first aid kits should be identified during the first aid assessment. Ideally, there should be a first aid kit within 100 metres of work areas, and there should be at least 1 first aid kit on each alternate level of a multi-floor building. First Aid Kit signs 6.5.4 The location of each first aid kit is to be signposted. First Aid Kit Contents 6.5.5 17/01/2017 The contents and item quantity of first aid kits should be determined as part of the first aid risk assessment. The First Aid Checklist/Order 4 Procedure no. CS15-P80 First Aid Procedure Form (FOH-02) which recommends the contents for the three (3) types of first aid kits used within GOTAFE. 6.5.6 6.6 6.7 17/01/2017 The first aid risk assessment should identify the need for additional modules for the first aid kits where particular hazards exist. Examples of additional first aid modules are: Eye module, Burns module, Remote Locations module, and Other requirements Provision of First Aid Treatment 6.6.1 Institute first aid officers are to treat the injured/ill person according to accepted protocols and within their level of first aid competency. 6.6.2 It is the right of all persons to decline first aid treatment. In situations where an injured/ill person declines first aid treatment, the Institute first aid officer must inform the person of the potential consequences of them declining to be treated, and ensure that this is documented and forwarded to OH&S. 6.6.3 If it is a medical emergency and there is any doubt about the health of the person, Emergency Services, Phone: (0) 000 must be contacted. Liability 6.7.1 Any GOTAFE staff member who has agreed to act in an occupational health and safety (OHS) role such as a First Aid Officer is to be considered to be acting in the course of his or her employment when performing these functions. GOTAFE First Aid Officers are expected to exercise reasonable care and due diligence in the performance of their duties. 6.7.2 GOTAFE regards itself as primarily liable for any claim that arises out of a staff member or student performing first aid in good faith and due diligence. 6.7.3 Medical expenses incurred by students are the responsibility of the student. 6.7.4 If the student is an apprentice/trainee claims are to be submitted through their employer. 6.7.5 Students on approved work placement within Victoria are covered under DEECD’s WorkCover policy. 6.7.6 Students on approved work placement outside of Victoria are covered under the Institutes Group Personal Accident Policy, subject to the terms and conditions of that policy. 6.7.7 All staff and students are encouraged to have Ambulance Victoria emergency transport coverage. 5 Procedure no. CS15-P80 6.8 6.9 6.10 First Aid Procedure Recording, Reporting and Confidentiality 6.8.1 First aid officers must record the first aid treatment provided on the Institute Incident Report Form. 6.8.2 If the injured person is an apprentice and the injury requires treatment by a GP or Hospital, a copy of the Incident Report form should be forwarded to his/her employer by the Manager of the teaching area concerned. This should be done as soon as possible after the incident. 6.8.3 If the injured person is a student of a Secondary School a copy of the Incident Report form should be forwarded to the Secondary School concerned if treatment is provided by a GP or Hospital. 6.8.4 If first aid officers are advised that a person in their workplace has a medical condition/s, they are required to treat such information confidentially. Such information must only be revealed to Emergency Services if absolutely necessary, should a medical emergency occur. Infection Control/Standard Precautions 6.9.1 First aid officers are required to follow Standard Precautions to minimise the transmission of infection. Standard Precautions apply to all patients regardless of their presumed infection status, and in the handling of: Bodily fluids, blood, secretions and excretions (except sweat), regardless of whether they contain visible blood; Non-intact skin; Mucous membranes; and Dried blood and other body substances, including saliva 6.9.2 Infectious waste associated with first aid treatment must be disposed of appropriately, according to the Institute Infectious Waste procedure. Initial Incident Response The initial incident response will vary according to the nature of the incident, particularly the severity: 6.10.1 Relatively minor incidents To be treated initially by the first aid officer; Refer involved person for further medical assistance if appropriate. 6.10.2 Incidents requiring immediate medical advice To be treated initially by the first aid officer. The first aid officer is to arrange contact with emergency medical assistance without delay. 6.10.3 Major Incident during work hours 17/01/2017 6 Procedure no. CS15-P80 First Aid Procedure Immediately contact Emergency Services and clearly state building location. Ensure that Campus Reception is notified of the incident and at least 1 Institute first aid officer is called to the scene. Reception to ensure that a staff member is sent to meet the Ambulance at the entrance to the building or another agreed meeting point. 6.10.4 After Hours Incidents (after 5.00pm) Minor incidents to be treated initially by the first aid officer if available. If no first aid officers are available, contact nearest medical services for medical advice. Contact Emergency Services Phone: (0) 000 for major incidents that occur after hours. Incidents must be immediately reported to the relevant Manager and OH&S if notification to Worksafe required. 6.10.5 All incidents requiring medical attention must be reported to OH&S within 24 hours. 6.10.6 Prison based Education Programs will be required to follow the Prison’s incident response procedures, however this does not negate the need for the Prison education programs to follow other aspects of the Institute First Aid procedure. 6.11 Transport of Injured/Ill Persons 6.11.1 If a student under 18 years of age is unwell, the Institute should contact the parents/guardians to make arrangements for the student to be transported to medical assistance or home safely. 6.11.2 Where possible, the student or their emergency contact should organise transport home or to medical assistance. If this is not possible, it may be appropriate that an Institute staff member accompany the student to medical treatment using an Institute vehicle. 6.11.3 If the Institute is unable to contact the student’s relevant emergency contacts in an emergency medical situation, an Institute staff member should remain with the student until they receive medical attention, or their emergency contact arrives. 6.11.4 Institute staff members should not transport students home or to medical advice in their personal vehicles. 6.11.5 In emergency medical situations, the Institute needs to respond appropriately and in a timely fashion. Ideally the student should be in agreement with contacting Emergency Services (Ambulance); however there may be occasions when seeking their agreement is not possible. If it is a medical emergency and there is any doubt about the health of the person, Emergency Services Phone: (0) 000 must be contacted. 17/01/2017 7 Procedure no. CS15-P80 First Aid Procedure 6.11.6 For medical emergencies involving students, an Institute staff member must remain with the student until they receive medical attention or their emergency contact arrives. 6.11.7 In emergency medical situations involving staff, it is recommended that an Institute staff member remains with the staff member until they receive medical attention or their emergency contact/a family member arrives. 6.12 External Activities 6.12.1 Risk assessments conducted prior to taking students on external activities should highlight the first aid requirements and communication requirements (e.g. by radio, telephone, mobile telephone) 6.12.2 It is not essential, but desirable, that external activities within the local area are conducted with a currently certified Level 2 first aider; 6.12.3 All external activities to regional areas where there are identified hazards/risks within the environment or the activity must include as many first aiders as practicable. These first aiders should be trained to Level 2 as a minimum with additional first aid training as appropriate. 6.12.4 Hazardous Activity/Environment excursions in areas more than 25km from medical assistance should include at least 1 trained Level 2 first aider or immediate access to first aid assistance. 7.
