Team Leader- Fleming Fund
We are recruiting a Team Leader to manage a large scale global health programme to tackle the
growing problem of antimicrobial resistance in low and middle income countries.
The suitable expert will be a senior public health professional with at least 10 years’ experience in
one or a combination of the following areas: laboratory diagnosis of AMR, antimicrobial drug
resistance, management of microbiology laboratory, external quality assurance of data, disease
surveillance within low and middle income countries, health system strengthening in low and middle
income countries or public health. Experience working in a senior position of a major international
development project is desirable. Experience working with Department of Health and organisations
such as WHO is a clear advantage, as well as working with donors.
Background
The UK Department of Health (DH) has launched the Fleming Fund, a five year £265 million
programme to support low and middle income countries (LMICs) in tackling antimicrobial resistance
(AMR). Anti-microbial resistance is a global problem that needs action at both national and global
levels using a holistic approach. Drug resistant infections could kill an extra 10 million people across
the world every year by 2050 if they are not tackled. Ongoing systematic collection, analysis and
interpretation of health data are essential to the planning and implementation and evaluation of
public health practice. This data needs to disseminated to those who need to know and can link to
prevention and control. The aim of the fund is to improve laboratory capacity and diagnosis as well
as data and surveillance of AMR in low and middle income countries through a one health approach.
This will be done through building capacity to collect drug resistance data, enabling the sharing of
drug resistance data locally, regionally and internationally, collating data on AMR and encouraging
the application of these data to promote the rational use of antimicrobials. A Management Agent
(MA) that will be contracted by the DH to deliver the portfolio of country and regional grants and the
Fleming Fellows work streams of the Fund
Scope of Services







Responsible for high level coordination and representation of the Fleming Fund with HMG, WHO
and other key stakeholders.
Programme design during inception phase, working closely with the Department of Health
Oversight and accountability of the programme’s budget and finances.
Responsible for process implementation and monitoring and evaluation.
Monitoring and reporting of the Fund’s progress
Responsible for the grant management and co-ordination of regional hubs.
Ensure data is disseminated amongst the relevant stakeholders where possible.
