Introduction
• African leadership recognizes that climate change is one
of the greatest challenges that must be addressed.
• Most vulnerable to the adverse impacts of climate
change, yet contributed the least of GHG emissions
• The 2oC goal risks warming of over 3oC across the
continent representing extremely dangerous warming! –
threatens sustainable development.
• Science confirms these fears as evidenced by the
findings of the Fifth Assessment report of the
Intergovernmental Panel on Climate Change (IPCC).

Adaptation
• Adaptation is an essential and growing priority in all
actions urgent need for immediate, sustainable,
predictable and adequate support for adaptation efforts.
• Adaptation goal in the Paris agreement is key.
• Agriculture is of paramount importance in Africa’s
adaptation efforts.
• Increased variability and uncertainty make ever more
necessary the establishment of risk management
strategies to address every type of risk, whether climate,
animal or plant diseases or even economic.

Mitigation
• Africa is ready to contribute to mitigation efforts through
NAMAs and INDCs in such sectors as energy, forests,
waste management, industry etc.
• Forward-looking low carbon/green growth strategies are
key to addressing the multitude of CC impacts and
stimulate economic growth and development, with lowregret options and built-in flexibility.
• Sustained support of finance, technology development
and transfer and capacity building is necessary.
• Developed countries need to raise mitigation ambition –
current pledges are way below what science demands.

2015 International Climate Change
Agreement
• All countries must aim to deliver the 2015 Agreement in
Paris under the Convention – universal application and
legally binding.
• The 2015 agreement should reinforce a multilateral rules
based climate regime that responds to science and
fairness – right to development
• The 2015 Agreement must strike a balance between
adaptation and mitigation.

Means of Implementation
• To build momentum to address climate change,
Africa needs:
Sustained
support
finance,
technology
development and transfer and capacity building.
$15 billion annually (adaptation) and between
$510- 650 billion (mitigation) by 2020.
Support elaboration of INDCs, including NAMAs
for submission in the first quarter of 2015 as
agreed in Warsaw last year.
Capitalization of the Green Climate Fund (GCF).
