INTRODUCTION
1.1
The Hull and East Yorkshire Hospitals NHS Trust
The Trust employs over 8,000 staff and serves an extended population of
1.2 million. It has an annual budget of circa £481 million

Hull York Medical School
1.2.1 The first students of the joint Undergraduate Medical School of the
Universities of Hull and York (HYMS) graduated in 2008. Students follow a
five year curriculum which makes strong use of problem based learning
techniques. For the first two years the students are split into two equal sized
cohorts, one of which is based at The University of Hull and one at The
University of York. The two cohorts follow the same curriculum and some
teaching is delivered synchronously to both. At the end of the second year
students undertake their clinical attachments across the wider NHS patch
which incorporates North Yorkshire, East Yorkshire and South Humber. In
the three ‘clinical’ years approximately 50% of the teaching is hospital based
and 50% community based. Professor Ian Greer is Dean of the School.

The Postgraduate Medical School was part of the Faculty of Health until
August 2002, when following reorganisation it became a ‘stand alone’ school
known as the Postgraduate Medical Institute. The Director of the
Postgraduate Medical Institute is Professor N D Stafford.
DEPARTMENT OF BREAST SURGERY
2.1
The Breast Surgery Department in Hull is the Breast Cancer Centre for the Humber
and Yorkshire Coast Cancer Network.
The department is based in a modern purpose built unit at the Castle Hill Hospital
site and is one of the busiest in the country, diagnosing and treating over 500 new
breast cancers per year. Within this unit all symptomatic and screening patients are
assessed on a multidisciplinary basis. Incorporated within the unit, in addition to the
outpatient facilities there are radiology facilities, a meeting room for multidisciplinary
team working and office space. All in-patient facilities are based on the Castle Hill
site.
Surgery carried out in the department ranges from routine resectional surgery, to
major oncoplastic procedures. A wide range of reconstructive and oncoplastic
procedures are performed by the breast surgeons, including myocutaneous flaps,
therapeutic mammoplasty and mammatome excision; the breast surgeons were
among the first in the UK to offer lipomodelling. Further work such as free flap
reconstruction is performed in conjunction with Plastic Surgery colleagues who are
based in the same theatres and ward..
The unit has facilities for digital mammography, tomography, ultrasound and
mammatome. MR scanning is frequently used in both the diagnostic setting and to
assess response to therapy.
The department has an established Lymphoedema service which provides a
responsive service to patients ensuring continuity of care following surgery. In
addition there is a NICE compliant family history clinic.
The Breast Unit also provides the Breast Screening Service for a population of
approximately 120,000 women on both banks of the Humber. This is co-ordinated
by Dr Joanna Wieczorek, Clinical Director of Breast Screening.
2.2
Current Staffing
There are five consultant Oncoplastic Breast surgeons in Hull: Mr Peter Kneeshaw
(Lead clinican for breast surgery), Mr Tapan Mahapatra, Miss Penny McManus Mr
Kartikae Grover and Mr Brendan Wooler. In addition there are two Associate
Specialists. Middle grade cover will be provided by the two ST3-8 posts and one
Clinical Research fellow. There are also two F2 and two F1 doctors providing
inpatient cover.

a permanent appoinment The appointee will be
expected to work within the team carrying out clinics both symptomatic, screening
and family history under supervision and assist in theatre as required.

2.3
Audit
There is an active internal audit system in place within the Breast Unit with data
collected on the BASO audit database. In addition a number of audit projects have
been identified within the Cancer Network on a rolling basis. The department has
an established and effective Data Management team based within the Breast unit

CME/Training
Continued Medical Education is actively encouraged with regular weekly CME
occurring within the Breast Unit and other CME activities included within the Trust.
The appointee will be expected to contribute to these activities in turn.
2.5
Research
The unit is involved in several national and multinational trials and has its own very
active clinical and basic science research programme. It led the COMICE trial and
continues to present work at multiple international meetings each year. The unit
has won the Patey Prize at the Surgical Research Society on two occasions and the
BASO Alan Edwards prize. The unit is able to offer on site state of the art molecular
medical research facilities with further support available on the University of Hull
site.
RELATIONSHIPS WITH OTHER SERVICES
Histopathology services are provided by Dr Campbell and staff. Breast radiology
services are provided by, Dr Joanna Wieczorek, Dr Ayesha Rahman and team
based within the breast unit. General radiology Services are provided by 13
Consultant Radiologists working within Hull Royal Infirmary and Castle Hill Hospital.
Nuclear medicine is situated on the Castle Hill site and there is an effective system
in place for sentinel node biopsy.

Oncology is based in The Queen’s Centre for Oncology on the Castle Hill site
adjacent to the breast care unit This provides oncology outpatient, inpatient and
radiotherapy facilities.
The Breast surgeons do not currently take part in the on call rota for General
Surgery. The ST3-8 and research fellow provide out of hours cover. It is not
expected that this role will require any on-call commitment

The timetable is flexible, and may be modified at the unit business meeting to reflect
current demands and ensure maximum usage of clinic and theatre sessions.

A standard full time Job Plan will contain 10 programmed activities. Any extra
programmed activities will be agreed at the job planning process with the Clinical
Manager. Any such agreement will be made in writing and the additional
programmed activities will be incorporated into the Job Plan schedule.

6.2
Duties other than those clinical duties specified will be in accordance with the Job
Plan agreed between the Appointee, the present Consultants and the Chief
Executive. The Job Plan allows time for Administration, Teaching and Medical
Audit.

8.1
The Trust was rated as good for safe and effective acute services. The Trust
overall rating was requires improvement in the Care Quality Commission Quality
Report (May 2014).
The Trust has and continues to take positive steps to address the concerns raised.
9
MEDICAL EDUCATION CENTRE / CLINICAL SKILLS FACILITY
9.1
Medical Education at Hull and East Yorkshire Hospitals NHS Trust comprises of
the Medical Education Centre (MEC), Hull Institute of Learning and Simulation
(HILS) and the Clinical Skills Facility (CSF). The department is accessed by all
health care professionals and offers a broad range of clinical training and
support.
These facilities are easily accessible for both internal staff and
external visitors due to its ideal location on the Hull Royal Infirmary site. The
Medical Education Centre provides a modern, flexible arena in which
professionals can train in a supportive environment.
The Centre contains a
190 seat auditorium and three large seminar rooms which are fully equipped
with up to date audio visual presentation equipment and dual projection
facilities. There is an extensive Resource Centre with a sister facility at Castle
Hill Hospital. The Resource Centres have holdings of over 10,000 texts and
receive 72 journals on weekly or monthly receipt, together with some Video and
DVD items. Access is available to the numerous online resources available from
the Resource Centres’ PCs. The Resource Centres have 24/7 access via a swipe
card system.
9.2
The Clinical Skills Facility is also able to offer practical skills rooms including
ward areas, operating theatre and simulation suites. Each room has been built
with a high level of flexibility and all can be customised to the user’s needs. The
Clinical Skills Facility has fast become an established and highly reputable centre
of excellence in Clinical Skills training for all healthcare professionals locally,
regionally and nationally.
9.3
The associated department at Castle Hill Hospital includes a 70 seat lecture
theatre with modern audio-visual equipment.
9.4
Professor Mahmoud Loubani is the Director of Medical Education for the Trust
and is responsible for the education of medical staff and the running of the
Medical Education Centre and the Clinical Skills Facility. Dr Makani Purva is
Deputy Chief Medical Officer and Director of Simulation for the Hull Institute of
Learning and Simulation. Dr Marina Flynn is the Deputy Director of Medical
Education and Dr Dave Wright is the Deputy Director of Simulation.

APPRAISAL/CONTINUOUS PROFESSIONAL DEVELOPMENT
10.1 The Trust is committed to supporting the requirements for continuing education and
professional development as laid down by the Royal Colleges. A personal
development review will be undertaken by the Clinical Area Lead annually and
objectives agreed. Appraisal is carried out according to GMC guidance in
preparation for revalidation.
11
ADDITIONAL INFORMATION
11.1 Hull is one of the country's main ports with the advantage of closeness to the rest of
the European Community.
11.2
There are an increasing number of direct inter-city trains to London and regular
services to other major centres. The M62 motorway provides fast communications
within Yorkshire and links up directly with the A1 and M1 North/South motor routes.
Humberside Airport provides a reliable service to several European cities. There
is easy access to nearby pleasant countryside, dales, moors and first class coastal
resorts. The City of York, with its Minster and many other attractions, including the
Jorvik Centre, can easily be visited in a day.
11.3
East Yorkshire has forty miles of spectacular coastline from Spurn Point in the south
to Filey Brigg in the north. Spurn Point has the only full-time lifeboat crew in the
country and is a bird watchers' paradise. Nearby is Hornsea Mere, a huge
freshwater lake and RSPB reserve. Hornsea also has a famous local pottery and an
award winning Museum of Village Life.
11.4
Both the City of Hull and the nearby market town of Beverley are ancient Boroughs
of considerable interest. Hull was very much rebuilt after heavy bombing in World
War II and is, therefore, a modern as well as an historic City. There is an attractive
Yacht Marina and an international ice rink and there is a good choice of theatre and
concert programmes, at both the New Theatre and Spring Street Theatre within the
city centre.
11.5
Beverley has a beautiful medieval Minster, fine Georgian and other period houses
and cobbled market square. The restored Dominican Friary, dating from the 14th
Century, and nearby racecourse are notable attractions.
11.6
The Humber Bridge links the North and South Banks of the Humber, which have a
combined population of some 900,000 people.
11.7
There are good education facilities, both private and state, for school age children
and, in addition to the University of Hull, there is a second university, the University
of Lincoln, based in the area.
11.8
Several new projects have been completed/are underway in the City, to ensure that
Hull is recognised as one of the UK's Top 10 cities by 2010. These include the
Deep, (a Marine Science and Visitor Centre), a £43 million Stadium and the
redevelopment of the Ferensway shopping area where the new St Stephen’s
Shopping Mall has recently opened.
11.9
In November 2013, Hull was named the UK City of Culture 2017, after facing tough

11.10 Hull was named as one of the best cities to live in Britain as part of the Times best
cities list 2014.
11.11 Housing locally is generally cheaper than in most other parts of the country.
There are many villages with good housing/facilities surrounding Hull and within the
required travelling time.

12.1 The post holder must live within 30 minutes travelling time of base hospital.

CONDITIONS OF SERVICE
13.1 Any candidate who is unable, for personal reasons, to work full time will still be
eligible to be considered for the post. If such a person is appointed, modification of

colleagues and the Chief Executive.
