REQUEST FOR EXPRESSION OF INTEREST
(INDIVIDUAL CONSULTING SERVICES)
1. The Government of Republic of Angola has received a loan from the African Development Bank,
ADF, in various currencies towards the cost of Financial Management Support Project - PAGEF. It
is intended that part of the proceeds of this loan will be applied to contract one Procurement
Specialist to responsible for all project's procurement tasks. The estimated duration of this
assignment is up June 2017 and the location of the assignment is Luanda, Angola.
2. The Procurement Specialist will take overall charge of the project's procurement management and
ensure that procurement plan is being implemented in line with the project's procurement rules
and procedures. The procurement specialist should also ensure the good project's procurement
performance, by increasing the efficiency of planning and the processing of contracts under the
Project. The procurement specialist shall work in close consultation with the Project Manager and
under the overall guidance of the Project Coordinator.
3. The Ministry of Finance now invites qualified individual Consultants to indicate their interest in
providing these services. Interested consultants must demonstrate their qualifications and provide
detailed CV including information on university degree; general work experience; specific work
experience using African Development Bank or other multilateral development bank/international
institutions procurement rules and procedures; language proficiency; etc.
4. The eligibility criteria, establishment of the short-list and the selection procedure shall be in
accordance with the African Development Bank's "Rules and Procedures for the use of
Consultants" edition of May 2008 Revised July 2012, which is available on the Bank's website at
http:www.afdb.org. Expression of interest by a consultant does not imply any obligation on the
part of Ministry of Finance to include him/her in the shortlist.
5. Interested consultants may obtain further information at the address below during office hours
between 9:00 to 16:00 hours (local time).
6. Expression of interest must be delivered to the address below by October 11, 2016 at 15.00 hours
(local time) and mention "Expression of interest - Procurement Specialist ".
