Job Description: Employment & Skills Project Manager
Reporting to: Head of Skills & Employment
PURPOSE
To support the delivery of the objectives set out in the Skills & Growth Company’s (S&GC) work plan.
To manage the development and delivery of skills and employment projects, with a particular
emphasis on utilising specialist skills and experience to manage programmes, projects and contracts
to ensure effective delivery with a range of public/ private stakeholders.

Manage skills and employment contracts and programmes with funding and/ or delivery
partners, monitoring KPIs and development of accompanying procedures, systems and
processes; assisting in identification of issues, dependencies and risks, including escalation,
across contracts, programmes and projects.
Engage, consult and liaise with public and private sector partners to develop robust
partnerships and secure commitment in the development and delivery of local skills and
employment projects.
Research, identify and assess funding opportunities to enable the Council, SAGC, its partners
and stakeholders to maximise the resourcing of facilities and provision of skills and
employment activities. This to include writing of bid submissions and associated business
plans and the management of project delivery.
Lead in commissioning and procurement exercises to identify suitable partners, prepare
ITTs, carry out evaluation of tenders supporting the award of contracts, develop contracts,
SLAs, KPIs and all underlying procedures, systems and processes to enable effective contract
management and appropriate service delivery by partners
Support the Skills and Growth Company (SAGC)and Skills and Employment Team in
designing, developing and delivering skills and employment strategies and projects aligned
to Company objectives
Directly manage the Skills and Growth Company Rail Co-ordinator, programme managing
the transformation of Crewe into a centre of excellence for the rail sector.
Manage budgets to ensure proper service delivery, either through direct delivery, grants or
commissioning, in relation to the criteria agreed by the SAGC Board and to meet the
requirements of various funding bodies.
Research, monitor and assess developments at European, national, regional and LEP level,
to maximise and secure opportunities and ensure local provision reflects Government policy
and best practice
Plan, organise and co-ordinate conferences, seminars and workshops to stimulate debate
and contribution to the development of skills and employment provision by relevant
stakeholders.
Directly manage relevant staff, and steer the work of partner and internal staff, to ensure
learner and employer needs are met and the SAGC work plan is properly implemented,
reviewed and provision evaluated.

Operate as a member of the SGAC Skills Team in order to ensure that the team is managed
effectively and so that its interests are promoted. To include the preparation and
submission of reports, developing website information to ensure elected members,
teaching providers, learners and relevant others are provided with relevant information,
advice and support.
The job holder may be required at any time to under take any work up to and/or at a level
consistent with existing responsibilities. These tasks may be at any location in Cheshire East,
to ensure the effective deployment of labour, materials, transport and equipment to meet
daily service requirements.
