Skills priorities and issues to be addressed
The Leeds City Region Local Enterprise Partnership will want to
see an approach to meeting the priorities and issues described
below that combines funding for learning, innovation and
response into a single co-ordinated and flexible fund.
Deliverables
Skills development in the key growth sectors: Life sciences and
related industries, low carbon industries, Digital technologies,
advanced manufacturing, manufacturing, financial & business
services and creative & cultural industries and in key employment
sectors: health, care, retail, logistics, education and public sector.
 Programmes at all levels allowed. Accredited, utilising
industry recognised standards/awards and non-accredited
learning.
Skills that enable businesses to exploit export opportunities
 Programmes at level 2, 3 and above.

The development of a City region offer for indigenous and inward
investors
 Programmes at all levels allowed. Accredited, utilising

Support to enable a greater take-up of Apprenticeships in small
businesses and in sectors with low take-up, including support for
Apprentice Traineeships.
 Learning programmes at all levels
ATA/ GTA structural models aimed at enabling employers to
overcome barriers to employing apprentices. These may be
spatial or sectoral in focus. Activity will include awareness raising
and engagement
 Intermediate and Advanced level Apprenticeships
Skills development that enables local individuals to exploit job
opportunities within ‘transformational’ projects and developments
in the area
 Learning programmes at all levels
Tailored approaches that address the needs of individual
businesses, especially small/micro and rural businesses. Support
includes bursaries towards costs for the individual.
 Learning programmes at all levels
A range of skills to reduce the demand for energy and implement
low carbon approaches
