JOB OVERVIEW
To coordinate and lead the research, analysis, development and implementation of strategic policies and legislation for
the Building and Safety Standards Branch.
CONTEXT
The building construction sector is a top contributor to the provincial GDP and is first among goods-producing industries
in BC. The Building & Safety Standards Branch (the Branch) creates the regulatory environment within which this key
industry operates. We do this by enacting codes and standards and by stewarding industry partners, local governments,
other Ministries, inter-provincial/territorial counterparts and other levels of government that influence or regulate
development activity in the built environment.
The Branch also plays a key role balancing stakeholder interests in social policy matters by establishing appropriate
regulatory measures for newly constructed buildings and technical requirements in areas spanning safety, accessibility
for persons with disabilities, energy and water efficiency, community resilience via earthquake resistant design, and
competency requirements for certain regulated professions.
The cornerstone outputs of our Branch include:
 Building Codes and Building Act: Building, Plumbing, Fire codes and regulations for newly constructed buildings
 Safety Standards Act and regulations: Electrical, gas, elevator, boiler and refrigeration codes.
 Homeowner Protection Act and regulations: Requirements to promote competency amongst residential home
builders and confidence amongst consumers.
The Branch provides policy and technical advice on a variety of issues including fire protection; structural and seismic
design; heating, ventilation and air-conditioning; plumbing; accessibility; and energy and water efficiency in buildings.
Working in collaboration with the BC Safety Authority, the branch ensures a strong regulatory framework for electrical
and gas services; elevating devices; boiler and pressure vessels; refrigeration systems; ski lifts and amusement rides.
The Branch operates in a matrix environment whereby the position may be assigned work and receive direction from a
Manager, Director, Executive Director and/or the Assistant Deputy Minister. This work environment facilitates the
assignment of resources to projects or strategies as needed and promotes the coordination of activities on a branchwide basis. The Branch Senior Policy Analysts each specialises in one or more program components and acts as the
project manager. They are also required to participate as team members on other projects depending on
ministry/branch priorities.
The position works both independently and in a team setting, and has wide discretion to determine the best approach to
successfully completing each project and achieving Branch goals. The position may chair or participate on provincial
and/or national working groups or facilitate consultation with stakeholders.
Key clients of the branch are code users, institutions and businesses using building, plumbing and fire codes, building
officials, manufacturers, suppliers and users of construction services and materials, designers and architects, other
ministries, participants in the regulatory system, major building industry associations, local governments, lawyers,
insurers, and building owners. The general public is a benefactor of safe, healthy accessible buildings.

ACCOUNTABILITIES
Required:

Analyzes and identifies social, economic, legal and political issues associated with program objectives, assesses
competing and/or conflicting priorities, identifies risks and issues, and recommends strategic policy alternatives
or significant changes to program operations or service delivery.

Develops policy frameworks for the translation of government’s strategic priorities into viable policy and
program changes.

Provides advice and recommendations on legislation, policy and programs to senior management, ministry
executive and government officials.

Develops processes and participates in stakeholder consultations for defining program policies or priorities,
identifying stakeholder preferences and reconciling conflicts.

Leads policy review teams of ministry and stakeholder specialists for the analysis of program policy or
legislation, evaluates programs and services and recommends changes for improvement.

Conducts issues management by identifying emerging policy issues of major significance and advising senior
executive and the Minister and preparing recommendations for response that reflect overall ministry policy and
government direction.

Conducts detailed cost-benefit analyses in areas that could lead to significant financial commitments.

Researches, develops and writes regulations, technical guides, publications, presentations, legislative
summaries, briefing notes and Cabinet Submissions, Treasury Board Submissions, Requests for Legislation and
public discussion papers.

Represents the ministry on intra and inter-ministry working committees formed to develop strategic policy
concepts and supporting documentation.

Reviews proposals, selects successful bidders, and negotiates the terms and conditions of contracts.
JOB REQUIREMENTS
Education and Experience

Undergraduate degree in public administration, law, planning, building engineering, architecture, social
sciences, or equivalent and four (4) years of related experience.

Preferred Master’s degree in public administration, law, planning, building engineering, architecture, social
sciences or equivalent and two (2) years of related experience.
Related experience must include:

Experience in the development of legislation, regulation and policy.

Experience in planning and coordinating complex projects/assignments.

Experience in concisely and persuasively writing a range of documents/content.

Experience in project management and in leading projects.

Experience with stakeholder engagement, including facilitation skills, is preferred.
Knowledge, Skills, and Abilities

Knowledge of processes relating to the development of legislation and regulation in the public interest.

Knowledge of the ministry mandate, service plan, legislation, programs and initiatives.

Successful completion of security screening requirements of the BC Public Service, which may include a criminal
records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as
