The University of California, San Francisco (UCSF) is seeking statements of
qualification from Structural Engineering firms with proven medical facility experience,
for design services related to the new Precision Cancer Medicine Building (PCMB) at
Mission Bay, San Francisco, California. UCSF is seeking to select two different firms;
one firm for Structural Engineer of Record (SEOR) services, and one firm for Structural
Peer Review services.
The PCMB will be devoted to UCSF’s precision cancer program, including cancer
specialty clinics, infusion center, radiation oncology therapy, MRI, LINAC, pharmacy,
laboratory and other related programs. The building is proposed to be six (6) stories and
approximately 170,000 GSF. The site is located at the southwest corner of 3rd Street and
16th Street in San Francisco, California. The building will be physically connected to the
existing UCSF Ron Conway Family Gateway Medical Building and will share a lobby.
The PCMB utilities will be partly fed from the existing Energy Center, which is under
OSHPD jurisdiction.
A detailed project program has been developed and the design is planned to commence in
June 2016. The construction target completion date for the project is Fall of 2018. The
design and construction Target Cost is $127,500,000. The PCMB will be delivered with
a Design Build approach emphasizing Integrated Project Delivery (IPD) processes in
design services to be provided by the Design Builder.
The services of the SEOR firm will include, but are not limited to, a) development of
performance and design criteria based on the University provided program for the PCMB
prior to commencement of Preliminary Design phase, b) design of the structural
elements during Detailed Design (Schematic & Design Development) and Construction
Document phases, c) Construction Administration (CA) services during the construction
phase, to include quality control to ensure that construction meets design intent as
approved by the owner.
The services of the Structural Peer Review firm will include, but are not limited to, a)
peer review of SEOR performance and design criteria for the PCMB prior to
commencement of Detailed Design (Schematic & Design Development) phase, b) peer
review of the Detailed Design (Schematic & Design Development) and Construction
Document drawings, c) peer review and/or plan check of documents as required by
OSHPD or SFM during any stage of the project, to include the construction phase.
UCSF will manage the selection process. UCSF and the Design Builder will
collaboratively select the SEOR and Structural Peer Review firms. After the selection,

the SEOR firm will enter into a contractual arrangement with the Design Builder and the
Structural Peer Review firm will enter into a contractual agreement with UCSF.
