Vacancy Announcement
The Office of the WHO Representative in Mongolia announces the vacancy of a
Technical Officer (Emerging Disease Surveillance and Response) post.
Objective of the programme: The main objective of the WHO communicable disease surveillance and
response programme is to support national capacity for early detection and response to emerging
infectious diseases outbreaks and events through strengthening core capacities required by IHR for
surveillance, response, zoonoses, laboratory, infection prevention and control, points of entry and risk
communication, strengthening national preparedness for emerging and outbreak-prone diseases and
developing sustainable intersectoral collaboration at the country level.
Description of duties: Under the overall supervision of the WHO Representative and technical
supervision of the Medical Officer on Communicable Diseases, the incumbent will carry out the following
duties:
1. Provide technical support in planning, implementation and monitoring of the emerging disease
surveillance and response programmes;
2. Assist the Ministry of Health in the strengthening national capacities in surveillance, risk
assessment and response to emerging disease and other acute public health emergencies;
3. Facilitate IHR implementation and public health emergency planning, preparedness and response;
4. Assist the national health authorities in establishing collaborating mechanisms for surveillance,
coordinated response, risk reduction measures and research between human and animal health
sectors;
5. Assist the Ministry of Health in strengthening laboratory capacity for epidemic alert and response,
bio-safety and laboratory networking;
6. Support the Ministry of Health in strengthening infection prevention and control programmes in
health care facilities and national infection prevention and control center;
7. Provide technical support to Ministry of Health in improving risk communication capacities during
public health emergencies;
8. Facilitate development of sustainable intersectoral technical collaboration and partnership;
9. Perform other related duties as may be assigned from time to time as member of the WHO team.
Qualifications required:
Education Essential: A university degree in medicine, public health and related topic
Desirable: Postgraduate degree in public health or epidemiology or related field
Knowledge and skills – i) Excellent knowledge and skills in epidemiology of communicable diseases;
displays self-initiative toward measurable improvement; ability to manage multiple issues and tasks in a
complex organizational environment to re-prioritize actions on short notice; capable of achieving
objectives and goals in a constant and systematic way; ability to exercise tact, discretion and mature
judgment; proficiency with data evaluation and standard office software; ability to work harmoniously as
a member of team, adapt to diverse educational and cultural backgrounds and maintain high standard
of personal conduct
Experience Essential: 2-3 years of experience working in epidemiology of communicable diseases at
national or international level, including surveillance of infectious diseases, complemented by experience
in collection and verification of epidemic alert and risk assessment; some experience in working with the
Ministry of Health in the programme development, management, monitoring and evaluation of
communicable diseases prevention and control; knowledge and skills in communicable disease control
including evaluation and teaching
Desirable: Experience in working with international organizations in the relevant field will be
an advantage.
Languages – Excellent knowledge of spoken and written English and Mongolian languages.
Others: Computer literacy, database management, good presentation skills. Salary scale – US$25922.00
per annum (total net). Contract type – National Professional Officer Category B, duration: Fixed term
staff with 12 months probationary period and extension is subject to availability of funds, satisfactorily
performance and extension of the post.
