CONCEPT PROPOSAL ENHANCING ORGANIC AGRICULTURE TECHNOLOGY FOR FOOD SECURITY Project Title Proponent Proponent Type Expected Project Start Enhancing Organic Agriculture Technology for Food Security BOHOL ISLAND STATE UNIVERSITY SUC 2013 Expected Completion Date Project Summary Total Cost of Proposal 2014 There are organic agriculture practices that need to be enhanced to address some gaps which slows down the promotion and implementation of organic agriculture program. In the case of organic farm inputs there is still the cry of farmers for lack of supply hence they resorted back to the use of synthetic inputs. This proposed project will enhance the production capacity of farmers who produce their own farm inputs and the institutional capacity of the university to produce such inputs through its existing organic agriculture support projects like vermicomposting. Like-wise, the present rice-duck technology which has gained acceptance of some organic farmers trained by the university need a particular enrichment to fit the particular needs of the farmer . To mainstream this very feasible technology, there is a need to produce more stocks of ducklings for farmers hence there is a need for duck breeding for an easy access of stocks for rice-duck projects. In our concern for plant genetic resources (PGR) conservation, there is a need for the university to strengthen the existing PGR project and install a community-based PGR on cereals, root and fruit crops that will address the present day challenge on climate crisis and the issue on sources of organic seeds and other planting materials. For a long-term security of organic produce, there must be a stable supply of said farm inputs so that this aspect of farming shall be under the control of the farmers. Simultaneous with our concern for technology enhancement is the continuous education of the sectors who are involved directly in the promotion, advocacy, and implementation of organic agriculture. Hence, this project shall address the training and education needs of the education sector both formal and nonformal through curriculum environment and adoption training modalities intended for farmer, leader, extension worker and teacher in the formal education sector, thereby empowering the human resources to achieve the goals of organic agriculture. If approved, I agree to develop the project in line with NOAB project requirements. ____________ Signature Date: PROJECT SYNOPSIS Relevance: It is observed that since the promotion of Organic Agriculture in the province of Bohol there were huge investments in terms of technology and human development support. However, the impact is still very nil as farmers and even technicians have not fully internalized the ecological and social cost of shifting to organic agriculture. Hence, there is a need for a consistent and continued institutional support in terms of technology development and utilization and human resource capacity enhancement. The felt needs of organic farmers like the availability of organic farm inputs must be addressed and the continued transformative education of the sectors concerned for them to fully appreciate the long term benefits of organic agriculture especially on the ecological and social perspectives, the two areas that are not usually considered in conventional agriculture system. Alignment: There is no doubt that this project shall complement and support the key priorities of the Department of Agriculture especially in its mandate to achieve a self-reliant farm system approach that will employ social justice, equity, productivity and sustainability in the use of agriculture resources. This will definitely enhance the sound practices of resource sustainability and self-sufficiency. Our focus on enhancing organic agriculture practices, the empowerment of human resources and marketing support will certainly strengthen national resilience in organic staples production through healing technologies of organic agriculture.
